1 INTRODUCTION
The Baloch émigrés, who live and work outside Balochistan, have, for a long time, felt the need for a world wide organization to highlight the never-ending human rights violations committed, almost on a daily basis, by the twin governments of Pakistan and Iran. The cruel irony is that both these countries are signatories to the United Nations’ Universal Declaration and its Charter
of Human Rights. But the fact of the matter is neither of them has shown any respect for these documents as far as their treatment of the Baloch people is concerned. Not only have the Baloch been denied basic human rights but have had to undergo most horrific atrocities at the hands of both Pakistani and Iranian authorities. Lately as a consequence of the on going military operations in Eastern Balochistan mounted by the Pakistani army and the constant acts of violence perpetrated by the Iranian regime in Western Balochistan, the human rights’ situation in the whole of Balochistan has become extremely critical. Responding to this unprecedented circumstance, the representatives of the Baloch Diaspora gathered in London in August 2008 and decided to launch a global organization. The Baloch Human Rights Council shall endeavour unfailingly to uphold the principles set forth in this constitution and work tirelessly to promote its aims and objects in order to help the Baloch people achieve their legitimate historical rights including the right to national self-determination and independence.
2 NAME AND LOCATION
The name of the organization shall be the Baloch Human Rights Council (in short the BHRC or simply the Council) and its main office shall be located in London.
3 AIMS AND OBJECTS
3.1 To strive for the advancement of the human rights principles enshrined in the U.N.’s Universal Declaration and the Charter of Human Rights.
3.2 To lobby the United Nations’ Organisation to declare unlawful and punishable all forms of state oppression aimed at subduing smaller nations and other ethnic groups. Similarly, military action against such nations and minorities should be made illegal unless sanctioned by the General Assembly of the United Nations.
3.3 To campaign for a more robust United Nations so as to make it more powerful to adopt a truly proactive and interventionist policy with regard to regimes that abuse and terrorise smaller nations and minority groups. The UN, at present, has been rendered ineffective because rogue states like Iran and Pakistan operate behind the shield of the so-called “national sovereignty”. It is, therefore, imperative that the UN is made supremely powerful to deal with tyrannical regimes in order to help the oppressed peoples achieve their full potential including the aspirations of freedom and independence.
3.4 To work in close co-operation with all human rights organizations, whether local or international, to oppose human rights abuses occurring anywhere in the world. To expose all manner of violations in both Eastern and Western occupied Balochistan in order to draw the world community’s attention to the plight of the defenceless people of Balochistan.
3.5 To publicise, through spoken and written word, Pakistani and Iranian atrocities endured by the Baloch people by organising seminars and protest rallies to highlight the human rights situation in occupied Balochistan.
3.6 To publish periodic reports on the ever-increasing human rights outrages in Balochistan.
