This evening we paid tribute to Lobga Rangzen and the sacrifice he made for Tibet. We joined our Hongkonger allies in paying tribute to Lam Wing-kee. We symbolically ripped up China’s “Ethnic Unity” law. Then, in accordance with one of Lobga Rangzen’s final wishes, we all went to celebrate HH the Dalai Lama’s 91st birthday

The CCP’s Ethnic Unity and Progress Promotion Law extends beyond China’s borders and can become a tool of transnational repression.

For Hongkongers, Tibetans, Uyghurs, Mongolians, and other diaspora communities overseas, the impact is clear: holding a Tibetan flag in the UK, organising a Hong Kong memorial event, researching Xinjiang, publishing political books, criticising the CCP online, or teaching the next generation their own language and history may all be labelled as “undermining ethnic unity” or “separatism”.

The result is fear: some people avoid showing their faces in photos; some are afraid to return to Hong Kong or mainland China, or even to transit through China; friends and relatives in Hong Kong or China may face more questioning, harassment, or pressure; and academics, journalists, venues, and political representatives may also come under pressure for engaging with Tibet, Hong Kong, Uyghur, or Mongolian issues.

The case is not over. Lam Wing-kee has passed away, but remains in prison in China. Today’s vigil reminds us that the CCP is repressing the right to speak the truth, remember history, keep one’s identity, and refuse to be silenced.

中共《民族團結進步促進法》伸延到海外,成為跨境鎮壓工具。

對海外港人、西藏人、維吾爾人、蒙古人及其他離散社群而言,影響顯然:在英國舉圖博旗、辦香港悼念活動、研究新疆、出版政治書、在網上批評中共、教下一代自己的語言與歷史,都可能被扣上「破壞民族團結」或「分裂」的帽子。

結果是:有人不敢出樣合照;有人不敢返香港、返中國大陸或經中國轉機;在香港或中國親友被問話、被騷擾情況加劇;學者、記者、場地、政界人士亦可能因為接觸西藏、香港、維吾爾或蒙古議題而承受壓力。

銅鑼灣書店 事件仍未完結。林榮基離開了,但 桂民海 仍在中國監獄之中。今日的悼念提醒我們:中共正打壓講真話、記住歷史、保留身份、不被迫噤聲的權利。

我們不應該把自焚浪漫化。死亡背後,首先是一個不能回來的人、破碎的家庭、被逼到絕境的群體。

但正因如此,記錄才重要。

如果連名字都被抹去,連遺言都被封鎖,連痛苦都被改寫成官方說法,那麼閱讀本身,就成為一種最低限度的守望。

藏人自焚的消息再次出現在國際新聞之中。十多年過去,這本書並沒有變成歷史的遠景,反而提醒我們:西藏問題從來沒有真正離開當下。

沉重,但我們不應該迴避。

“I don’t want you to mourn for me, I want you to continue the struggle for Tibetan independence, because the lack of independence is the root of all our problems. Bhoe Gyalo! Bhoe Rangzen Gyalo! [Victory to Tibet! Victory to Tibetan Independence!].”

These are the last words of Tibetan activist Lobga Rangzen, who carried out a self-immolation protest in front the UN Headquarters in New York last night. It is hard to imagine the level of cruelty and oppression that would drive a person to make such a sacrifice. But that is the reality for Tibetans living inside Tibet under Chinese occupation and it is deeply felt by Tibetans in exile.

We have added our name to the joint statement issued by the Tibetan National Congress and the International Tibet Network (link in comments). And, like many across the Tibet movement today, we reaffirm our commitment to the Tibetan freedom struggle and to amplifying the voices of those inside Tibet who are unable to speak out freely.

Breaking: Lobsang Palden, also known as Lobga Rangzen, carried out a self-immolation protest outside the UN Headquarters in New York shortly before 6pm last night (2 July). He was taken to hospital and died of his injuries around 7pm. Our thoughts are with his family, his friends, and Tibetans around the world.

Lobga Rangzen left behind a video message where he referenced the impact of China's new "Ethnic Unity" law and urged Tibetans to keep fighting for indpedence.

We are working on a response with our colleagues in the International Tibet Network. We will share more information and action points as soon as possible
