CPRE have launched an important campaign, On The Edge.

In their words, the countryside on the edges of our towns and cities is some of the most pressured and overlooked land in England – facing neglect, lack of investment, unsustainable development and too little protection.

Yet these fields, farms, paths, woods and scrublands hold extraordinary potential. Our “edge lands” could play a vital role in tackling the nature and climate crises – supporting wildlife, sustaining local food systems, shielding communities from flooding and heat, and offering millions of people access to nature close to home.

Of course, those of us who know and love Packsaddle Community Fields are already very aware of the value of our very own edgeland. And we are delighted that have chosen the story of our own campaign as one of their ‘stories from the edge’. Thank you to them for highlighting what we are doing in Frome and to who have been by our side from the very beginning.

CPRE is inviting people across England to stand behind a shared ambition: that every town and city should be surrounded by thriving and protected countryside, for nature, climate and wellbeing.

This is the first step, a way to say these places matter. A way to ensure they are recognised, valued and shaped deliberately, not squeezed out by default. Add your name to help protect and regenerate the countryside around every town and city.

On 7th March we wrote to Councillor Mike Rigby, Lead Member for Economic Development Planning and Assets at Somerset Council. Our email contained some important questions regarding the decision to close Packsaddle Community Fields.

We thought we should update supporters on the response we received.

Only we didn’t get a response. Not even an acknowledgment of our correspondence. Sadly, this is not an April Fools joke.

It is simply not acceptable for Somerset Council to ignore questions asked by us, on behalf of the community we represent – a community they are meant to represent too.
Given the failure of John Kulasek, Interim Head of Property and Chris Hall, Executive Director for Community, Place and Economy at Somerset Council, to answer some basic due diligence questions at last week’s Frome Town Council public meeting (giving responses like “I can neither confirm nor deny this”), we have this week contacted Councillor Rigby again, this time with 3 very simple requests.

We believe it is essential that these requests are now met, in order to provide some much needed transparency on the decision to fence off the fields, a decision which is looking increasingly questionable.

You can read our full correspondence sent to Councillor Rigby on our website https://peopleforpacksaddle.org/another-attempt-at-getting-answers-from-somerset-council/

But a brief overview of our requests is:

1. Make public the relevant documents / legal advice which the Council says forced its decision to close Packsaddle Community Fields

2. Respond to concerns from residents that the closure of Packsaddle Community Fields was part of an agreed strategy between LiveWest and Somerset Council.

3. Schedule a debate by the full Council, to reopen Packsaddle Community Fields, with documents relating to the decision to close them shared with Councillors in advance.

We will, of course, let you know if we get a reply (or not!)

The leader of Fiona Barrows, recently invited Councillor Mike Rigby, the Somerset Councillor with political responsibility for fencing off Packsaddle Community Fields (after 50 years of unchallenged public use), to attend the Council meeting in Frome on 25th March.

Cllr Rigby was unable to attend. Instead, the meeting was attended remotely by John Kulasek (Interim Head of Property) and Chris Hall (Executive Director for Community, Place and Economy) from Somerset Council.

Our lawyer Tim Taylor of Khift, along with members of the People For Packsaddle committee and our local community, were also in attendance.

Thanks to Frome Town Council for ensuring this matter was given time at their Council Meeting.

The meeting was recorded and that recording is now available to watch via YouTube. The agenda item starts at around 22 minutes. We’ve shared the link on our website in the latest news section.

Feel free to comment on the YouTube clip and let us know what you think about the reasons given by Somerset Council for removing access to the fields, including one not mentioned before - trespass!

We hoped we might have two updates for you before the end of last week, but unfortunately we don't.

We were anticipating an updated press statement from Somerset Council, confirming their decision to pause erecting fencing. We haven't had this but have had this confirmed by email, with the emphasis on this being a pause and that it is 'entirely possible' the council may proceed with their plan, with a decision being made based on 'all available information'.

Friday was also the deadline for LiveWest to state their intention to go to judicial review. They may have done this, but we aren't yet aware if they have.

As soon as we know more we will update on both these matters.
