Neighbourhood Development Plan

Call for Sites
The Parish Council has today launched a Call for Sites, as part of the neighbourhood development planning process. It is an invitation for landowners, developers, organisations and local residents to put forward land that they believe may have potential for future development. Submitting a site does not mean that it will be allocated for development. It simply allows potential options to be identified and assessed in a transparent and evidence-based way.

Launching today, the call for sites will run for 6 weeks, closing at 5pm on Friday 20th November 2026. TMBC has given each parish preparing a Neighbourhood Development Plan a housing figure that the NDP is expected to plan for. For East Peckham the indicative figure is 48 homes over the plan period to 2042, which is about three a year. The 48 homes are separate from, and in addition to, the two draft site allocations in TMBC’s Local Plan. They are specifically in relation to the NDP. A call for sites is being undertaken in order to identify sites that may be suitable for this development.

We are conscious some residents have expressed concerns about further development and the impact it could have; the reality is that development pressure exists and is likely to continue in the future. This development pressure relates to two issues:
• pressure from central government to deliver additional housing
• local need evidenced by the Housing Needs Survey that was recently undertaken. The results of this are available for review here:https://eastpeckham-pc.gov.uk/wp-content/uploads/2026/10/EPPC-NDP-Housing-Needs-Survey-Report-2026.pdf

The question facing East Peckham is not simply whether development should happen, but how the community can have the greatest possible influence over future decisions. By going through this process, should development need to be considered, the community has the evidence necessary to make informed choices and to influence outcomes wherever possible.

The 15 minute time slots run from 2pm until 3.45pm. This is to ensure the haunted house does not become too busy at any one time and that each child has an opportunity to take part in each activity. Children can stay for however long they wish to, up to 4pm.

Time slots fill fast so please do book early.

Regulation 19 Collective Response
For those unable to attend the resident's meeting last weekend, the Local Development Committee is preparing a Collective Response for Regulation 19 (TMBC's draft Local Plan).
The concerns about the two remaining sites continue, including the location and amount of proposed housing. Key issues include water supply and flooding risk along with others - please see the attached document for more in-depth detail, and how to submit your own personal response if you wish.

Public Meeting

Following the publication of the Regulation 19 Consultation, the next stage of Tonbridge and Malling Borough Council’s Local Plan, we will be hosting a public meeting and invite all to attend:

Sunday 27th September
4pm, Jubilee Hall, Pippin Road

Matt Boughton, Chair of TMBC will present the highlights of Regulation 19 and the changes following the Regulation 18 Consultation, and how residents can submit their responses. The Parish Council will review the main points of the consultation that affect East Peckham and how they will be supporting residents to respond if they wish. A Q&A will then follow.
