Llangattock Green Valleys - LGV LGV is a Community Interest Company dedicated to developing community energy schemes as part of a broader plan to make Llangattock a carbon-negative community.

The aim of Llangattock Green Valleys (LGV) is to develop projects that will reduce our community’s reliance on fossil fuel and make our village more sustainable – environmentally, socially and economically. Our vision is to:

• make Llangattock a Carbon Negative Community
• build a community asset base that supports sustainable development
• involve the whole community and develop a sense of pride

and wellbeing
• inspire stakeholders to promote a culture of ‘walking together’. In order to achieve our vision the primary aim is to ensure a good financial framework and accountability for activities. Additionally LGV aims to establish a structure to support different activities for renewable energy and sustainable development in the next year. This will be achieved through mentor schemes, providing financial support where appropriate and increasing the number of projects that enable our community to be more sustainable in the future. LGV Community Interest Company (CIC) will be in receipt of monies to enable this to happen from two Micro Hydro Co-operatives (Industrial and Provident Societies) now operating with completed schemes. Our members are kept fully informed through our monthly newsletters, website, social media and networking. The two co-operatives (LGV Micro Hydro (1) Co-operative Ltd. and LGV Micro Hydro (2) Co-operative Ltd.) are now supporting active micro hydro schemes at Cwm Gu and Nant yr Hafod and will develop a further three schemes during 2016/2017 using the £894,550 they raised. The financial surplus which will be generated from these co-operatives is designed to repay subscribers and provide a community fund for LGV to share in the way described above. LGV provides volunteering opportunities and offers community-based investment opportunities such as the micro hydro co-operatives through our trading arm LGV Ventures CIC. LGV membership at the end of 2015 was 524 and during the year we increased our volunteer base to support LGV’s micro hydro activity. All volunteers are supported by LGV CIC across the LGV family. During 2015, LGV recorded 825 volunteer hours but it was probably closer to 1000. Our volunteers undertake many different activities during the course of the year, helping to ensure that the CIC fulfills all of its aims. Since its inception, LGV has been involved with a variety of local groups, acting as a channel for grants from both public bodies and private funders. These have included Llangattock Litter Pickers, Llangattock Allotments (LACAS), Llangattock Community Woodlands, Llangattock School and Llangattock Community Hall. These are all entirely separate and independent legal entities with their own governance arrangements, although LGV enables these groups to use its website and communication channels to circulate announcements and articles if they want to do so. LGV is willing to work with any organised group that is interested in activities which further the aims of the Community Interest Company. This includes local Community and Town Councils in the 5 councils’ area. The CIC is not limited by public sector rules and is therefore able to be quite flexible in what it does compared to other public sector sources of funds.

Powys communities get helping hand with renewable energy projects
Five community energy groups across Powys have been chosen to receive feasibility studies for their renewable energy projects through Powys Energy for All, a project run by sustainability charity Severn Wye.
Community energy projects generate renewable energy locally, with decision-making, ownership and benefits retained in the local community.
Powys Energy for All is helping groups explore options for community-owned solar generation projects, supporting them to build the skills and confidence to run events, manage a project, and build strong relationships with local authorities, funding partners and other stakeholders.
The benefits are targeted on those at risk of fuel poverty in their communities.
The five projects will be supported with fully funded feasibility studies, which will look at aspects including technical considerations, generation potential, costs, financing and governance options.
The groups selected for the studies are: Black Mountains Community Energy (part of Llangattock Green Valleys); Llanfyllin Energy Generation Group; Llanidloes and District Energy Local Club; Open Newtown; and Rhayader Town Council. The feasibility studies will be carried out by Powys-based consultancy Dulas Ltd over the next few months, with ongoing support from Severn Wye.
Lee Tulfer, Severn Wye’s Community Renewable Energy Manager for Wales, said:
‘This is an exciting time for community energy in Wales. Powys Energy for All identified an ambition within Powys for this kind of renewable energy project, and we are delighted to support these five groups as they develop. These funded feasibility studies will enable groups to take their projects to the next stage and will create opportunities for shared learning which can also benefit future projects.’

Simon Walter, Chair of Llangattock Green Valleys (CIC) said:
‘We are very pleased that our project has been selected to receive a fully funded feasibility study. The support from Severn Wye has been invaluable in helping us get to the next stage in our journey. We hope that working with Dulas we will now be able to assess crucial technical considerations and financing options required to move us forward. Our hope is that generating, using and storing local clean solar energy will help reduce fuel poverty in our community.’
Keith Blacker, Llanfyllin Energy Generation Group, said:
‘Imagine two small blocks of steeply-sloping south-facing land immediately next to a social housing estate. The land has been used for grazing, but we now have been given this opportunity in Llanfyllin to explore the potential of solar power to generate lower-cost electricity for these residents. We are delighted. We hope to learn how a community generation scheme could work as there are several other potential projects in prospect in the town.’
Neil Statham, Secretary of Llanidloes and District Energy Local Club, said:
‘We're really pleased to be selected for this feasibility study. It will help us identify what renewable energy assets are possible in our community and drive interest in working together on clean energy. With the support of experts from Severn Wye and Dulas, we're confident we can develop a project that delivers real, impactful, benefits to households across Llanidloes while strengthening our community.’
Stuart Owen, CEO of Open Newtown said:
‘We’re really pleased to have been selected for a feasibility study through Powys Energy for All. The study will help us understand the technical and financial potential for community-owned solar installations on commercial buildings in Newtown. Our hope is that this could eventually reduce local energy costs and reinvest profits into wider community benefit projects. The process so far has been very supportive, and we value the expertise and encouragement from Severn Wye and Dulas.’
Powys County Councillor for Rhayader, Angela Davies said:
‘We’re delighted that our project has been chosen for a feasibility study. Although we’re still at a relatively early point in our plans the guidance and support we’ve received from Severn Wye has been invaluable in helping us focus our thinking and preparing us to move forward to the next stage where we look forward to working with the team from Dulas. Like many towns, the energy crisis has hit hard here and being able to generate our own clean solar energy will be a massive boost for the people of Rhayader.’

Llangattock Green Valleys (LGV), a Community Interest Company (CIC) registered with Companies House, is seeking a volunteer treasurer with the following responsibilities.
• Maintain a record of the company’s financial transactions
• Monitor grant funding against budget headings
• Assist in preparation of budgets for grant funding
• Liaise with the company’s bookkeeper and accountants
• Report to the LGV Board and attend meetings.
