LANCASHIRE COUNTY COUNCIL
(WHALLEY ROAD, CLITHEROE AND PENDLETON, RIBBLE VALLEY)
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2026
NOTICE IS HEREBY GIVEN that Lancashire County Council have made an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.
1.No person shall cause any motor vehicle to proceed over that length of Whalley Road, Clitheroe and Pendleton in their entirety.
2.Nothing in this order shall apply to persons engaged in the carrying out of the works.
3.The prohibition will be operative nightly from 20:00 hours until 05:00 on 5th July 2026 until 23rd July 2026 or until completion of the works within this period. The prohibitions will only be operative when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016
4.Vehicular access for residents will be maintained whenever and wherever possible. Pedestrian access to properties will always be maintained. Emergency vehicle access will be maintained whenever and wherever possible.
5.An alternative route for vehicular traffic affected by the closure is via: -
Whalley Road – Whalley Clitheroe Bypass – Pendleton Road – Shawbridge Street – Waterloo Road – Peel Street - Queensway
The temporary prohibition is necessary to allow carriageway resurfacing works to be carried out.

Consumer Alerts – June 2026

Bogus outdoor cleaning services
A report of 2 males cold calling in the Ribble Valley offering outdoor cleaning services has been received. In one case the householder was offered the service for £150. The males carried out the work before the householder had given consent, asking for double the original amount of money when they had finished.

Trading Standards advice is to always say no to cold callers. The Safetrader scheme can help you find a trader in your area, contact 0303 333 1111 or go to www.safetrader.org.uk.

Beware appliance cover telesales
Beware receiving a telephone call offering cover on specific home appliances such as your washing machine or TV. A Lancashire resident agreed after one such call but has since been inundated with persistent telesales calls from other businesses all offering warranties. Whilst these businesses had different names and offered slightly different services, they all seem to have the same address.

Often such businesses will require an upfront fee and get you to set up a direct debit for monthly or quarterly payments. Never feel pushed into purchasing such warranties.

Beware recruitment scams
The scammer will gain your details from legitimate internet job sites where the job seeker has posted their CV or personal details for potential employers to see. They will pretend to be an interested employer or agent and will ask you to fill in a questionnaire and may interview you over the phone. Once you have received a job offer the fraudsters will contact you about arrangements, if abroad, about arranging travel, accommodation and visas. For legitimacy you may then be referred to another alleged agency to assist with the arrangements, this agency will require an initial 'administration fee', then will introduce further fees. Unfortunately, there will be no job, all the money will go to the scammers and contact with you will cease.

Always research prospective employers before sharing personal information. Look out for generic email addresses or spelling mistakes in emails.

Beware parking fine scam
Beware receiving a fake text or email allegedly issuing you with a parking fine or saying you owe money for an unpaid parking ticket. The message can use urgent and threatening language such as stating if not paid on time, you might be banned from driving, have to pay more or be taken to court. Never click on links in such messages or reply providing personal details. Genuine parking fines will include the vehicle registration, the time of the offence and the location it happened. It will come in writing and be left on your windscreen, handed to you in person or arrive in the post.

Commissioner urges groups to apply for summer projects as deadline approaches
Lancashire’s Police and Crime Commissioner is encouraging local organisations to apply for grants of up to £5,000, with just two weeks remaining before the first round closes.
The funding, which utilises cash seized from criminals, is open to support projects that help prevent crime and make Lancashire safer, with a particular focus on diversionary activity over the summer holiday period, when anti-social behaviour typically increases.
Local organisations, charities, community groups, and Parish and Town Councils can all apply for grants to deliver initiatives that support safer communities.
Priority will be given to projects focused on youth diversion and preventing violence against women and girls (VAWG).
Clive Grunshaw, Police and Crime Commissioner for Lancashire, said:
“I’m pleased to be investing money taken from criminals back into the communities they’ve harmed, funding projects that actively support safer streets.
“With the summer holidays approaching, this is a vital opportunity to support diversionary activities that give young people positive opportunities and help prevent anti-social behaviour before it starts.
“Prevention is at the heart of my Police and Crime Plan, and this funding empowers communities to take action on the issues that matter most to them. Working together, we can create a safer Lancashire for everyone.”
Funding is open on a rolling basis and will also be delivered in partnership with Community Safety Partnerships and local MPs.
The scheme builds on the success of last year’s Community Fund, which reinvested £1.12 million of money seized from criminals into Lancashire, supporting projects that engaged more than 66,000 people across the county.
Applications for the first round of funding, which will support projects over the summer period, close on 17 June.

With warm weather expected to continue across Lancashire this weekend, many people will be heading outdoors to enjoy the sunshine.

As temperatures rise, please remember a few simple steps to stay safe and help protect Lancashire:
• Open water can be colder and more unpredictable than it looks. Please avoid swimming in lakes, reservoirs and rivers.
• Dry conditions increase the risk of wildfires. Leave BBQs and campfires at home and pack a picnic instead.

Our crews are on duty 24/7, but we all have a part to play in keeping ourselves, others and Lancashire safe.

Ketamine is hurting our children and young people, and dealers simply do not care - they exploit our loved ones to make a profit. Ketamine is a dangerous drug that causes serious health problems.
If you have any information about who is supplying the drug, please respond to this message. The information will be treated confidentially so that my team can act on it.
My team will act on the information that YOU provide. Any information you can give will help us stop dealers exploiting vulnerable people.
