OH HERE WE GO AGAIN!!! 🤦🏼‍♀️🤦🏽

The BID had the opportunity to seriously consider the highly relevant and serious points raised in our letter concerning their future.

Have they taken that opportunity? Apparently not. Yet again they appear much more interested in the same old tired question, asking "who do we represent?"

Which is a bit of a double standard hypocritical joke to be completely honest. After all none of the Board Members (who have executive control over your money and how it is spent) are elected by levy payers or indeed anyone.

They appoint themselves.

Out of the 8 serving Board Members, 25% aren't even business owning levy payers. The majority are either residents or representatives of businesses who pay the levy. So they are more than happy on that basis treating the levy like Monopoly money. They couldn't care less if it gets wasted, they don't contribute to it anyway.

They have the cheek to question who we represent when they aren't elected to represent levy payers in the first place! But more than happily spend their money on vanity projects and crap?

FYI Kate we represent the 1 in 3 levy payers who are rightfully refusing to fund the legalised racketeering scheme that you are a part of and paid by.

You can bet your bottom dollar if you choose to continue this charade we will absolutely increase the number of non payers. Water off a ducks back to us- easy to achieve due to your woeful inadequacy.

NO CAMPAIGN RESPONSE TO THE PROPOSAL TO CLOSE CLEVEDON BID.

The BID has invited comments to its proposal to voluntarily shut itself down and invoke Reg. 18 of the BID regs. Comments can be submitted by the 28th August.

Here is our letter to the board. Whilst we acknowledge the time given up by Board Members and associated individuals for free, the key issues at the BID which made it so problematic and divisive for so long were never addressed- simply ignored.

We call ok on the Board to follow through with it's proposals and shut the BID down so we can all heal and move on!!

Consultation on the proposed termination of Clevedon BID

Dear levy payer,

The Board of Discover Clevedon (Clevedon BID) is writing to formally consult with levy payers regarding a proposal to terminate the current Business Improvement District (BID) arrangements in accordance with Regulation 18 of the Business Improvement District (England) Regulations 2004.

This consultation forms part of the statutory process required before any decision is taken to terminate the BID arrangements.

This proposal has not been reached lightly.

The Board has undertaken a detailed review of the BID's current financial position, levy collection performance and governance arrangements. While we remain fully supportive of the BID model and are immensely proud of the outcomes delivered for Clevedon businesses throughout the BID term, the Board has concluded that the current arrangements between the billing authority and the BID are no longer sustainable in their present form.

The BID was established on the basis that levy income would be collected, enforced and administered through clear partnership arrangements between the billing authority and the BID. The BID Business Plan further states that BID funding would be ringfenced and used to deliver the projects and services approved by levy payers.

Following our review, the Board does not believe that the current operating arrangements provide sufficient certainty, transparency or financial sustainability to allow the BID to continue delivering against those commitments.
This is due to a combination of factors which the Board considers to be beyond the control of the BID Company, including increasing rates on non-payment, disproportionately high collection costs, lack of account-level levy information, and on going obstruction and divisiveness caused by the anti-bid campaign.

Collectively, these issues have significantly reduced the resources available to deliver the projects and services that businesses voted for and continue to expect, and have led the Board to conclude that the BID may be unable, due to causes beyond its control, to continue delivering the works and services necessary for the BID to operate.

This outcome is deeply disappointing. Since its establishment, Clevedon BID – now known as Discover Clevedon - has worked hard to support local businesses, enhance the local environment, promote Clevedon as a destination, and deliver projects that have brought tangible benefits to the business community. These achievements have only been possible because of the engagement, commitment and support of our levy payers.

The Board would like to express its sincere gratitude to all businesses who have supported the BID and contributed to its successes over the years. We are proud of what has been achieved together and regret that circumstances have led us to this situation.

Before making any final decision, the Board wishes to hear the views of levy-paying businesses. A consultation period is now open for 6 weeks until Friday 28th August.

If you have any comments, concerns or objections regarding the proposed termination of the BID arrangements, please contact us via email at [email protected] by Friday 28th August 2026.

Should the Board resolve to proceed with termination following the consultation, formal notice will then be served on North Somerset Council in accordance with Regulation 18 of the Business Improvement District (England) Regulations 2004. Subject to the outcome of the consultation and ongoing legal advice, the Board intends to ensure an orderly wind-down of the BID Company's affairs. Any remaining funds held by the billing authority will be managed in accordance with the BID Regulations.

While we are disappointed that the BID may not continue in its current form, we remain hopeful that the business community in Clevedon will continue to work together to champion the town and its future prosperity.

TIRED, BROKEN & DANGEROUS

If an image could sum up the current state of Clevedon BID- this is it!

The infamous "finger signs", erected in Queens Square without planning permission have not only severely deteriorated- they are now frankly dangerous.

The shoddy installation (typical BID) is not only ripping itself out of the wall, it's split the brickwork as well. Are the BID going to pay for the damage?

As for the signs themselves they have become more of an eyesore than ever before, with many faded and degraded- due to a total lack of care and attention by the BID. Yet it was they who dumped them there in the first place!

The BID promised to properly maintain them as part of an agreement with the Council's planning and conservation officers. Clearly they have reneged on that commitment.

🔥 CAMPAIGN UPDATE: YOU THINK WE’VE BEEN QUIET? 🔥

You think we’ve been quiet?

Trust us- over at the BID, things are so quiet you could watch the tumbleweed drift by! And judging by the state of things, that might actually be happening.

Because while we’ve been busy pushing for answers, transparency, and basic accountability, the BID appears to have slipped into a kind of deep hibernation. No meeting minutes published for two months. Not a whisper. Not a hint. Not even the usual “we’ll get back to you soon.” At this point, you have to wonder whether they’ve even had a meeting since April, or whether the chairs in the meeting room are just gathering dust in solidarity.

And yet, despite this spectacular level of inactivity, one thing does seem to be functioning: their willingness to take your money. Levy invoices still go out. Payments still get accepted. But actual work? Actual engagement? Actual leadership? Nowhere to be seen.

The mandate they were "elected on" in 2023 remains woefully unfulfilled. The only project to come out of them this whole year is the knitted bunting in The Triangle, and all they contributed to that was a cherry picker and an offer to fill out all the paperwork!

So while the BID continues to enjoy the benefits of levy income, the businesses funding it are left staring at an empty room, a flickering light, and a flipchart that might as well say:

“Agenda – Something?”

Have they given up?

Because from where we’re standing, it certainly looks that way.

WHY PAY YOUR LEVY? THEY ARE NOT WORKING FOR YOU, YOU ARE RECEIVING ZERO BENEFIT!

Businesses who have point blank refused to pay any BID invoice since 2023 have gotten away with it- thanks to the No Campaign. If you have paid because you thought you had to, or didn't want the hassle associated with not paying then this is your call to stop. Don't pay this year's invoice, don't pay any invoice they issue to you!

CAMPAIGN UPDATE: THE SOUND OF ABSOLUTE NOTHING

It’s been a while since our last post, and you might assume that’s because something meaningful has happened. It hasn’t. In fact, the silence from Clevedon BID and North Somerset Council has become so deafening it’s almost impressive.

There were supposed to be Board minutes published for May — but none ever appeared. Did they even hold a meeting? Who knows. Transparency clearly isn’t fashionable this season.

We published the full results of our survey on the future of the BID, sent them to the BID Board, sent them to the Council, and asked for the courtesy of a response. Not a complicated request. Not a controversial one. Just basic accountability. And yet, despite North Somerset proudly calling itself a “listening council,” they’ve offered us nothing. Councillor Canniford himself promised to have the results looked at and come back to us. That was over 2 months ago now.

The BID Board promised to “discuss the findings” — but if they did, they certainly didn’t bother telling the levy payers who fund them. The whole thing feels less like leadership and more like a group project where everyone quietly hopes someone else will do the work.

At this point, you have to wonder whether they’ve simply given up. Because from the outside, it looks like the ship has sunk, the crew have vanished, and the wheelhouse is empty except for a flickering light and a stack of unpaid invoices.And speaking of invoices — let’s be honest. They’re not enforcing levy payments. They’re not chasing non‑payment. They’re not even pretending to.

So if another invoice lands on your desk, you already know where it belongs: straight in the bin, where all useless paperwork goes.Until the BID can prove it’s alive, functioning, and capable of even the most basic communication, levy payers should not be expected to bankroll a ghost organisation drifting quietly into irrelevance.

A quick update on the BID's “Clevedon in Bloomers” bunting situation- and some well deserved credit where it’s due.

After raising concerns about last year’s installation (which, let’s be honest, was unsafe and poorly managed), North Somerset Council’s Highways team have now come back with two extremely thorough responses.

They’ve confirmed that:

- No bunting will be installed without formal Highways consent

- A full risk assessment, method statement, and Chapter 8 traffic management plan have been provided

- Contractors must use PPE, proper access equipment, and supervised working methods

- Minimum clearance heights must be maintained at all times

- Measures are in place to prevent sagging, unraveling, or detachment in bad weather

- The weight of the decorations when water‑soaked has been assessed

- The safe working load of the supporting cables and fixings must be verified before anything goes up

- Reports of damage to buildings in the Triangle have been taken seriously and will be checked before approval

- If anything looks unsafe during installation or display, the Council can order immediate removal

This is exactly the level of diligence we should expect- and credit where it’s due, the officers handling this have been exemplary. We’re often the Council’s harshest critics, but the people we’ve dealt with in Planning and now Highways have been a real credit to the authority.

On a less positive note, it was disappointing to hear that one of the contractors involved in last year’s installation thought it was appropriate to threaten a town‑centre trader last week, accusing them of “causing trouble” and warning of “problems” if any further concerns were raised or reported. That behaviour is completely unacceptable and has no place in our town.

But overall, this is a good outcome.

Raising concerns worked.

The Council listened, acted, and tightened the process significantly.

Clevedon deserves safe, well‑managed installations- and thanks to the diligence shown here, that’s now what we’re getting. This year we have held the BID to account- no more cutting corners for them!

This weekend just gone saw the popular EAT festival visit Taunton and Nailsea, bringing thousands of visitors to their respective shopping areas.

In North Somerset- Portishead and Nailsea are both holding multiple EAT Festivals this year. The footfall this generates is clear for the eye to see.

Neither town has a BID scheme operating.

And yet in Clevedon, despite taxing the businesses hundreds of thousands of pounds- there hasn't been a single EAT festival in 3 years.

What clearer evidence do you need that this is a BID that is abjectively failing the businesses of this town.

SO YOU WANT TO BE A CLEVEDON BID DIRECTOR? READ THIS FIRST.

Discover Clevedon (Clevedon BID Ltd) is out there advertising for new Board Directors- but what they aren’t telling you is far more important than what they are.

Because joining the Board of a private limited company isn’t just a nice volunteer role.
It comes with legal duties, personal liability, and real‑world consequences if the company breaks the law.

And Clevedon BID Ltd is already under two active investigations by the Insolvency Service:

1️⃣ Failing to keep an accurate, up‑to‑date register of company members

This is a basic legal requirement under the Companies Act.

They didn’t do it. (Suprise, suprise)

2️⃣ Directors appointing themselves as company members

They did this because there were no members left- but the people they appointed didn’t qualify under their own Articles of Association.

That’s a breach of their governing documents and company law.

This is not small stuff.

This is the kind of thing that gets companies shut down and directors sanctioned.

REAL‑WORLD CONSEQUENCES FOR DIRECTORS OF A NON‑COMPLIANT COMPANY?

If Clevedon BID Ltd is found to have broken the law, directors can face:

🚫 Disqualification from being a company director
Yes — you can be banned from being a director of any company in the UK for up to 15 years.

💳 Damage to your personal credit rating
Director disqualification and insolvency investigations can appear on credit files.

Good luck getting loans, mortgages, or business finance after that!

⚖️ Legal costs and enforcement action
Investigations can lead to enforcement, fines, or court proceedings.

Even if you’re not personally guilty, you’re still dragged into the mess.

🧨 Reputational damage

Your name becomes publicly associated with a failing, investigated company.
