Chilworth Hall

Chilworth Hall Village Hall for use by people and organisations in and around Chilworth. The car park has 40 marked spaces.

Accessibly situated on the main A27 between Southampton and Romsey, Chilworth Village Hall comprises two halls, one large and one small (with folding doors between the two), a committee room, a kitchen plus toilets (including disabled). It is well suited for meetings, clubs, community groups, dance groups, adult and children's parties and family celebrations. On one side there is the Chilworth Arms pub/restaurant and on the other is the well-kept Village Green.

Following on from last week, I will be writing to the Secretary of State for Housing, Communities and Local Government to raise the concerns shared by many local residents regarding the proposed new boundaries.

The feedback I have received, particularly from those living in Chilworth, Nursling and Rownhams, and Valley Park, has been clear. Residents feel strongly that the proposals do not reflect local community ties and do not align with the Governmentโ€™s own stated criteria.

Unlike frogs, toads like our friend Big Dave make a mass migration to their breeding ponds on warm, wet evenings - often around Valentineโ€™s Day! ๐Ÿ’š

But busy roads can be a dangerous obstacleโ€ฆ and we want to make sure these hoppy little travellers cross safely.

Every February, hundreds of toads take this journey - so if youโ€™re driving in rural areas after dark, please slow down and watch out.

Because even Big Dave needs a safe path to romance ๐Ÿธ๐Ÿ’˜

Hampshireโ€™s roads have taken an absolute battering this winter. Weeks of relentless rain and violent freezeโ€“thaw cycles have ripped open the surface across the county. Potholes are appearing faster than crews can fill them.

Hereโ€™s the blunt truth:

We simply donโ€™t have the money to maintain the roads to the standard we all want.

Cost to bring roads up to the standard Iโ€™d want: ยฃ600 million
Highways budget this year: ยฃ60 million
ยฃ540 million shortfall
No amount of โ€œefficiencyโ€ fills a gap like that.

๐Ÿ’ท ๐–๐ก๐ฒ ๐ญ๐ก๐ž ๐ฆ๐จ๐ง๐ž๐ฒ ๐ข๐ฌ๐งโ€™๐ญ ๐ญ๐ก๐ž๐ซ๐ž

Social care and education costs are exploding โ€” and Hampshire is hit harder than most:
- By 2030, nearly 5% of residents will be over 80
- More children with Special Educational Needs than average
- Rising demand for disability support
- These services are legally required. If someone qualifies, we must provide care.

- And now Government 'Fair Funding' is removing almost ยฃ40million from our budgets and sending it to mostly Labour run councils in London and the midlands and north.

Band D Council Tax paid to Hampshire: ยฃ1,609
Surrey: ยฃ1,846
West Sussex: ยฃ1,800
Oxfordshire: ยฃ1,911

Weโ€™ve had lower Council Tax for years โ€” but that means less money for roads.
You canโ€™t run a highโ€‘maintenance network on a lowโ€‘tax budget.

Hereโ€™s how the system actually works:

1๏ธโƒฃ Every report triggers an inspection โ€” councillors and residents use the same system.
2๏ธโƒฃ Safety defects come first โ€” Aโ€‘roads and Bโ€‘roads before residential streets and country lanes.
3๏ธโƒฃ Temporary repairs are often unavoidable โ€” asphalt wonโ€™t bond in cold, wet weather.
4๏ธโƒฃ Permanent repairs take 7ร— longer โ€” so crews make more locations safe first.
5๏ธโƒฃ Nonโ€‘safety defects are queued โ€” tackled when weather and resources allow.

And yes โ€” some temporary repairs fail in this weather. If they do, please reโ€‘report them.

Hampshire faces a ยฃ500m highways funding gap
Government funding this year: ยฃ30m
We matched it โ€” still nowhere near enough

Only a tiny fraction of road tax and fuel duty goes to road maintenance

Hampshireโ€™s roads are better than many neighbours, but roads across the South East โ€” and even motorways โ€” are in dire condition.

This is a national crisis, not a local failing.

๐Ÿ”ง ๐–๐ก๐š๐ญ ๐ฐ๐žโ€™๐ซ๐ž ๐๐จ๐ข๐ง๐  ๐ซ๐ข๐ ๐ก๐ญ ๐ง๐จ๐ฐ

Weโ€™ve secured extra resources:
- More Jet/Dragon Patchers
- Extra patching gangs (started 12 Jan, more added end of Jan)
- More drainage jetting machines
- A dedicated flooding response team
- Extra whiteโ€‘lining crews

Temporary infills will be used where needed to keep roads safe. Permanent repairs will follow when conditions improve.
Weโ€™re funding this by using underspends in other areas.

๐Ÿ“ˆ ๐–๐ก๐š๐ญโ€™๐ฌ ๐œ๐จ๐ฆ๐ข๐ง๐  ๐ง๐ž๐ฑ๐ญ

Weโ€™re reshaping the 2026/27 budget to move every possible penny into road maintenance โ€” likely ยฃ10m extra for summer repairs.

And we've launched plans for a laneโ€‘rental disruption charge:

Companies pay a daily fee for roadworks on key routes
Encourages shorter, betterโ€‘planned works
Could raise up to ยฃ5m a year for road maintenance
