🏡🏠🌳New national planning rules: what councils need to know
A new National Planning Policy Framework took effect on 17 August, changing how planning applications, Local Plans and Neighbourhood Plans will be considered. Important changes cover rural infill, settlement boundaries, housing land supply, neighbourhood plan allocations, affordable housing, and community facilities.

What an incredible result for Blacon Neighbourhood Alliance and, above all, the volunteers who have worked so hard to get here.

👏 91.3% YES to the Blacon Neighbourhood Plan
👏 91.1% YES to the Blacon Neighbourhood Development Order

Years of hard work, vision and sheer tenacity have gone into reaching this point.

As far as we are aware, this is also the first neighbourhood forum in England to successfully take a Neighbourhood Development Order all the way through to a successful referendum – a fantastic achievement for community-led planning.

The NDO provides the planning framework for an ambitious new sports and community hub at Cairns Crescent, and the result could hardly be clearer: local residents emphatically support the vision.

With Blacon now benefiting from the Pride in Place Programme, there is a huge opportunity to build on this mandate and work towards delivering an incredible community-led asset for future generations.

Huge congratulations to everyone at Blacon Neighbourhood Alliance. A brilliant example of what determined local people can achieve. 👏

Sometimes the smallest grants create the biggest change.

Our evaluation of the Welcoming Spaces Grant Scheme found that 33 organisations shared just over £37,600 in funding, generating an estimated £1.4 million in social value and supporting communities through local, trusted organisations.

💷It's a powerful reminder that investing in grassroots groups delivers real results.

A HISTORIC VOTE FOR BLACON

In Blacon, Chester, residents will take part in a historic referendum this August, giving them a rare opportunity to shape their neighbourhood’s future. Scheduled for Thursday 20 August 2026, it is the final stage in the neighbourhood planning process and gives eligible residents two votes:

🌿The Blacon Neighbourhood Plan
🧱The Blacon Neighbourhood Development Order

Local volunteers Blacon Neighbourhood Alliance have created both documents through months of consultation, workshops, and hard work. This shows how communities can directly shape their own areas and put decision-making power in local hands. This vote is particularly historic because it's the first time a Neighbourhood Development Order has been put to a referendum in Cheshire West.

Despite the significance of this achievement, community-led initiatives like neighbourhood plans remain under-resourced, particularly following the Government’s withdrawal of its neighbourhood planning grants programme last year. The Blacon Neighbourhood Alliance was able to access some specialist input from technical planning consultants funded through government grants, while we provided general and community engagement advice throughout the process.

However, the volunteers themselves carried much of the responsibility for navigating this lengthy and complex process, without significant ongoing support from external organisations. Their achievement is therefore all the more impressive. Going forward, we would like to see dedicated funding and practical support for neighbourhood planning and similar community-led initiatives to make it more accessible, sustainable and achievable for communities with limited capacity and resources.

The pre-election period for the referendum has now commenced, and Cheshire West and Chester Council has published the Notice of Referendum and the official documents. We encourage all Blacon residents to read them and find out what is being proposed before voting.

This referendum stands as a testament to what communities can achieve through determination, collective effort, and the right support—even when resources are limited. Find out more: Blacon Neighbourhood Plan
