A HISTORIC VOTE FOR BLACON
In Blacon, Chester, residents will take part in a historic referendum this August, giving them a rare opportunity to shape their neighbourhood’s future. Scheduled for Thursday 20 August 2026, it is the final stage in the neighbourhood planning process and gives eligible residents two votes:

Local volunteers Blacon Neighbourhood Alliance have created both documents through months of consultation, workshops, and hard work. This shows how communities can directly shape their own areas and put decision-making power in local hands. This vote is particularly historic because it's the first time a Neighbourhood Development Order has been put to a referendum in Cheshire West.
Despite the significance of this achievement, community-led initiatives like neighbourhood plans remain under-resourced, particularly following the Government’s withdrawal of its neighbourhood planning grants programme last year. The Blacon Neighbourhood Alliance was able to access some specialist input from technical planning consultants funded through government grants, while we provided general and community engagement advice throughout the process.
However, the volunteers themselves carried much of the responsibility for navigating this lengthy and complex process, without significant ongoing support from external organisations. Their achievement is therefore all the more impressive. Going forward, we would like to see dedicated funding and practical support for neighbourhood planning and similar community-led initiatives to make it more accessible, sustainable and achievable for communities with limited capacity and resources.
The pre-election period for the referendum has now commenced, and Cheshire West and Chester Council has published the Notice of Referendum and the official documents. We encourage all Blacon residents to read them and find out what is being proposed before voting.
