مجھے امید ہے کہ یہ خط آپ کو اچھی صحت اور بلند حوصلے میں ملے گا۔ میں آپ کو نہ صرف انٹرنیشنل ہیومن رائٹس موومنٹ کے چیئرمن کی حیثیت سے لکھ رہا ہوں بلکہ آفیہ صدیقی کے حق میں بھی جو اس وقت امریکہ کی ایک جیل میں قید ہیں۔ یہ خط رحم اور انصاف کی درخواست کے طور پر ہے، آپ سے درخواست ہے کہ آپ اس معاملے کو سنجیدگی سے غور کریں۔
آفیہ صدیقی کی عمر 52 سال ہے اور وہ 2008 سے ٹیکساس کے فیڈرل میڈیکل سینٹر-کارسویل میں قید ہیں۔ انہیں 2010 میں افغانستان میں حراست کے دوران پیش آنے والے ایک واقعے کے حوالے سے مجرم قرار دیا گیا۔ آفیہ کو 86 سال کی سزا سنائی گئی ہے، اور ان کی صحت کی موجودہ حالت اور سزا کی طوالت کی روشنی میں، ان کی قید کی مزید مدت کے نتائج سنگین ہیں۔ وہ تین بچوں—احمد، مریم، اور سلیمان—کی والدہ ہیں، اور ان سے علیحدگی ان کے خاندان کے لیے ایک شدید انسانی بحران ہے۔
انسانی حقوق کی تنظیمیں، بشمول ایمنسٹی انٹرنیشنل اور ہیومن رائٹس واچ، نے ان کے علاج اور قید کی صورت حال پر تشویش کا اظہار کیا ہے، جسے وہ بین الاقوامی انسانی حقوق کے اصولوں کی خلاف ورزی سمجھتے ہیں۔ مزید برآں، انسانی حقوق کے عالمی اعلامیہ کے آرٹیکل 10 میں یہ کہا گیا ہے کہ ہر ایک کو ایک آزاد اور غیر جانبدار عدالت کے سامنے انصاف حاصل کرنے کا حق ہے۔ آفیہ کا معاملہ امریکہ کے انسانی حقوق اور رحم و کرم کی عزم کا مظاہرہ کرنے کا ایک موقع فراہم کرتا ہے۔
آپ کی انتظامیہ نے دنیا بھر میں محبت اور سمجھ بوجھ کو فروغ دینے کے لیے قابل ذکر کوششیں کی ہیں۔ آفیہ صدیقی کو معاف کرنے کے ذریعے، امریکہ نہ صرف انسانی حقوق کے لیے اپنی وابستگی کو مضبوط کرے گا بلکہ پاکستان کے عوام کے ساتھ گہرے روابط کو بھی فروغ دے گا، جو دونوں ممالک کے درمیان ایک مثبت روایت کو قائم کرنے میں مددگار ثابت ہوگا۔
قرآن کی سورۃ الانفال (8:61) میں یہ کہا گیا ہے، “اور اگر وہ صلح کی طرف جھکیں، تو تم بھی اس کی طرف جھک جاؤ، اور اللہ پر بھروسہ کرو”، یہ اشارہ ان لوگوں کے لیے ایک اہم پیغام ہے جو انصاف اور صلح کے لیے کام کر رہے ہیں۔
یہ اقدام امریکہ اور پاکستان کے درمیان اختلافات کو ختم کرنے کا موقع فراہم کرتا ہے۔ آفیہ کی رہائی انسانی حقوق، رحم و کرم اور دونوں معاشروں کے مشترکہ اقدار پر گہرے مباحثوں کا آغاز کر سکتی ہے۔
میں آپ سے درخواست کرتا ہوں کہ اس درخواست پر سنجیدگی سے غور کریں۔ وقت آ گیا ہے کہ رحم انتقام پر غالب آئے۔ آپ کا فیصلہ آفیہ کو معاف کرنے کا ایک طاقتور بیان ہوگا کہ امریکہ جن اقدار کی نمائندگی کرتا ہے، وہ عالمی سطح پر لوگوں کے دلوں میں گونجتی ہیں۔
اس اہم معاملے پر آپ کی توجہ کے لیے شکریہ۔ میں آپ کے مثبت جواب کا منتظر ہوں۔

Dear President Biden,
I hope this letter finds you in good health and high spirits. I am writing to you not only as the Chairman of the International Human Rights Movement but also on behalf of Aafia Siddiqui, a Pakistani national currently imprisoned in the United States. This letter serves as a heartfelt plea for compassion and justice, urging you to consider her case with the gravity it deserves.
Aafia Siddiqui, aged 52, has been incarcerated at the Federal Medical Center-Carswell in Fort Worth, Texas, since 2008. She was convicted in 2010 on charges related to an incident that occurred while she was in custody in Afghanistan. Aafia is serving an 86-year sentence, and given her current health conditions and the length of her sentence, the implications of her continued imprisonment are severe . As a mother of three children—Ahmed, Mariam, and Suleman—her separation from them compounds the humanitarian crisis her family endures .
Human rights organizations, including Amnesty International and Human Rights Watch, have raised concerns regarding her treatment and the circumstances of her imprisonment, which they argue violate international human rights norms . Furthermore, as stated in Article 10 of the Universal Declaration of Human Rights, everyone is entitled to a fair and public hearing by an independent and impartial tribunal. There is a growing sentiment that Aafia’s case represents an opportunity for the United States to showcase its commitment to human rights and compassion .
Moreover, your administration has made notable efforts to promote goodwill and understanding across the globe. By granting clemency to Aafia Siddiqui, the United States would not only reinforce its dedication to human rights but also foster deeper ties with the people of Pakistan, creating a positive narrative that enhances bilateral relations. As highlighted in Surah Al-Anfal (8:61) of the Quran, “And if they incline to peace, then incline to it [also] and rely upon Allah,” this gesture would resonate with millions advocating for justice and reconciliation .
The potential for this act of mercy to bridge divides between the United States and Pakistan cannot be understated. It is an opportunity to strengthen the bonds of friendship and understanding between our nations. Aafia’s release could pave the way for more profound discussions about human rights, compassion, and the shared values of both societies.
I kindly urge you to consider this appeal seriously. The time has come for compassion to prevail over retribution. Your decision to grant clemency would be a powerful statement of the values that America stands for—values that resonate with people worldwide.
