Due to the current cold weather alert, the Severe Weather Emergency Protocol (SWEP) has been activated in Blackburn with Darwen to protect individuals sleeping rough from life-threatening conditions.
SWEP is aresponse triggered by extreme weather, including freezing temperatures, snow, wind chill, and icy conditions. Although local authorities are not legally required to implement SWEP, it is widely recognized as a vital measure to prevent harm or death among those without shelter.
In light of the recent cold weather warning issued for Blackburn with Darwen—with forecasts of low temperatures—emergency accommodation is being made available to anyone sleeping rough. This provision may remain in place beyond the immediate cold spell, depending on ongoing weather risks.
Key points about SWEP activation:
• Emergency shelter is provided regardless of usual eligibility criteria.
• SWEP may be triggered by “feels like” temperatures near freezing, not just actual 0°C readings.
