Ian Jackson, HIV Outcomes & NHS England speaks in support of Opt Out HIV Testing to end new HIV transmissions by 2030

19/02/2026

When it comes to HIV, the only thing you need to listen to this is the facts. This report, launched today and produced in conjunction with National AIDS Trust, and the UK HIV Outcome programme, provides evidence that the positive impact of VCSE sector organisations such as ourselves are not to be underestimated in the drive to end new HIV transmissions by 2030.

A man undergoing treatment for blood cancer has become the seventh known person to emerge HIV-free after receiving a stem cell transplant, marking another hopeful milestone in the long search for an HIV cure.

Unlike most previous patients who were cured, the donor stem cells he received did not carry the rare CCR5-Δ32 mutation that naturally blocks HIV from entering cells.

Until recently, scientists believed this genetic resistance was a key ingredient in curing the virus. Yet this patient’s successful outcome suggests the CCR5-resistant cells might not be required after all.

According to Christian Gaebler of the Free University of Berlin, this broadens the possibility of future cures because it removes a major limitation in finding compatible donors.

Although stem cell transplants remain too risky to use as a general HIV treatment, each new case helps researchers understand the mechanisms behind viral eradication, opening the door to safer, more accessible therapies in the future.

🔴 Tonight, Lagan Valley Island and Union Bridge will be lit up red for World AIDS Day.

We wish to raise awareness of the importance of testing as we work toward zero new HIV diagnoses in Northern Ireland by 2030.

This message builds on our commitment earlier this year when we became one of the first councils in Northern Ireland to sign the UNAIDS Paris Declaration and join the United Nations Fast Track Cities Initiative, a global programme focused on ending new HIV diagnoses through education, testing and ending stigma.

Councillor Jamie Harpur, Corporate Services committee member, said: “Our decision to join the United Nations Fast Track Cities Initiative reflects our shared commitment to ending HIV stigma and supporting everyone living with the condition. World AIDS Day is an important reminder that testing saves lives, treatment works and compassion strengthens our community.”

Northern Ireland’s only dedicated HIV charity, Positive Life, is using World AIDS Day to remind the public that while HIV is a life changing condition, it is no longer a life threatening one.

HIV hasn't gone away, yet public HIV awareness is dropping!

No. It doesn't affect "just gay men".
No. It's not transmitted by kissing.
No. The pill does NOT protect you.

Just No. Perpetuating these out dated myths helps no one; but taking 2 mins out of your day to watch (and share!) this short video helps us raise awareness and surrounding HIV.
