⚠️BILLY ADAMS NORTHERN IRELAND PA******LE PAROLE RELEASE UPDATE⚠️

Adams is managed as a high-risk registered s*x offender under the statutory requirements of the Multi-Agency Public Protection Arrangements (MAPPA) Level 3. Due to the nature of his conduct—specifically his serial targeting of children and his history of multi-jurisdictional offending—he is a priority for the most intensive community supervision. Authorities reported that the 2026 release ensures Adams will be under constant surveillance, including residency restrictions and exclusion zones to protect his survivors.

In 2026, the Offender Database recorded that 58-year-old Billy Adams—one of Northern Ireland’s most notorious child abusers—has been authorised for release by the Parole Board in England. The investigation established that Adams committed a series of horrific s*xual crimes against children acr...

Gavin Cuthbert Belfast Pa******le Child S*x Offender
In 2019, the Offender Database recorded that Gavin Cuthbert, then 49, pleaded guilty to more than 30 additional s*xual offences against three young boys. On appearing at Belfast Crown Court, the defendant—whose address was given as HMP Maghaberry—admitted to a litany of "utterly squalid" crimes committed across several decades. It was reported that Cuthbert was already serving a nine-year sentence alongside his brother, Mark Cuthbert, for the historical s*xual abuse of young males in East Belfast during the 1990s.

The investigation established that Cuthbert’s predatory behaviour continued into the mid-2010s. The Police Service of Northern Ireland (PSNI) reported that between 2014 and 2018, Cuthbert caused a child to look at s*xual images for his own gratification and incited the same child to engage in s*xual activity. The prosecution reported that Cuthbert also admitted to multiple charges of buggery, indecent assault, and gross indecency against another male child during a period spanning 1997 to 1998. The investigation established that a third victim was also targeted for s*xual activity over four years ending in 2018.

Judicial Findings and Investigative Detail
The court reported that Cuthbert used a crutch in the dock as he entered his guilty pleas to the extensive list of charges. Belfast Crown Court heard that the "squalid" nature of the targeting in East Belfast had left a profound impact on the victims. The investigation established that, following his pleas, an additional four charges were "left on the book," with the Crown focusing on the more than 30 counts he had formally admitted to.

Judge David McFarland ordered the Crown to seek Victim Impact Statements to ensure the full scale of the trauma was considered during sentencing. For his actions in County Down and Belfast, Cuthbert was remanded back into custody. The judge noted that the sentencing for these further offences would be added to his existing nine-year term, reflecting the discovery of a much larger pattern of lifelong predatory conduct against young boys.

Status and Statutory Requirements
For the crimes reported in Northern Ireland, the status of Gavin Cuthbert is as follows:

Custodial Status: Serving existing 9-year sentence (Plus additional sentencing for 30+ new counts in 2019).

S*x Offenders Register: Notification requirements are active for life.

Judicial Oversight: Convicted at Belfast Crown Court following a PSNI investigation.

Criminal Record: Buggery with a boy (multiple counts); Indecent assault; Gross indecency; Inciting a child to engage in s*xual activity; Causing a child to look at s*xual images.

Origin: East Belfast, County Down.

Monitoring and Public Protection
Cuthbert is managed as a high-risk serial offender within the high-security prison estate. Due to the nature of his conduct in East Belfast, which involved the systematic targeting of young males over nearly 30 years, his management is a maximum priority for the Public Protection Unit. Authorities state that his history of offending alongside his brother suggests a deeply ingrained pattern of predatory behaviour that requires the most stringent post-release supervision.

As a registered s*x offender for life, Cuthbert’s details are permanently logged on national databases. Authorities state that his transition from historical 1990s abuse to more recent offences as late as 2018 demonstrates a persistent danger to the public. Any potential future release would be subject to a rigorous Parole Board assessment and strict license conditions to ensure he can never again access or target young males in Belfast or elsewhere.

Trevor Madden Belfast Pa******le Child S*x Offender
In 2010, the Offender Database recorded that Trevor Madden, 38, was jailed for the indecent assault of a 14-year-old schoolgirl. On appearing at Belfast Crown Court, the defendant, of York Drive, Belfast, was sentenced to 18 months' imprisonment. It was reported that the incident occurred in April 2008 after both Madden and the child had been drinking alcohol, an act the judge described as having no excuse whatsoever.

The investigation established the predatory nature of the encounter and the subsequent complications in the legal process. The Police Service of Northern Ireland (PSNI) reported that Madden was originally charged with r**e, but evidentiary difficulties led to the charge being reduced to indecent assault. The prosecution reported that Madden, described as an alcoholic, was unable to be interviewed for three months following the offence because he had been the victim of a stabbing related to the case.

Judicial Findings and Investigative Detail
The court reported that Madden’s judgment was substantially clouded by alcohol at the time of the assault. Belfast Crown Court heard from the defence that Madden had been drinking heavily and was initially afraid to admit his actions during police interviews due to the knife attack he had suffered. The investigation established that despite these claims, Madden eventually entered a guilty plea, which the court noted saved the young victim the trauma of testifying.

The Sentencing Judge noted that entering into any s*xual relationship with a girl of that age was totally wrong and inexcusable. For his actions in Belfast, Madden was handed a custodial sentence of 18 months. The judge acknowledged Madden’s expressed remorse but emphasised that his actions represented a serious breach of the law regarding the protection of children.

Status and Statutory Requirements
For the crimes reported in Northern Ireland, the status of Trevor Madden is as follows:

Custodial Sentence: 18 months in prison (Sentenced 2010).

S*x Offenders Register: Notification requirements were active for 10 years (Expired 2020).

Judicial Oversight: Sentenced at Belfast Crown Court following a PSNI investigation.

Criminal Record: Indecent assault of a child under 16.

Origin: York Drive, Belfast.

Monitoring and Public Protection
Madden was managed under Public Protection Arrangements Northern Ireland (PPANI) during his period of registration. Due to the nature of his conduct in Belfast, which involved the s*xual exploitation of a 14-year-old girl, his management was a priority for local safeguarding teams. Authorities state that his 10-year registration period was intended to ensure his movements and residence were monitored by the Public Protection Unit to mitigate the risk of further offending.

As a former member of the S*x Offenders Register, Madden was required to comply with all notification requirements regarding his identity and residence until 2020. Authorities state that his history of engaging in s*xual activity with a minor in Belfast necessitated vigilance during his supervision period. Any failure to comply with his registration requirements during that decade would have resulted in an immediate investigation and a potential return to the prison system.

Nathan Orr Newtownards Pa******le Child S*x Offender
In 2020, the Offender Database reported that Nathan Samuel Francis Orr, then 25, of Dakota Avenue, Newtownards, County Down, avoided an immediate prison sentence despite admitting to the possession and distribution of "vile" child abuse material. On 6 August 2020, Orr was sentenced at Downpatrick Crown Court after a 2017 police raid uncovered evidence of a deep involvement in illicit online groups.

The investigation established that Orr began accessing indecent images of children after finding mainstream adult content "boring." He joined a specialised "p**n group" where he engaged in chats about trading and distributing indecent images and movie files of children. When PSNI officers searched his home in January 2017, they seized a mobile phone, laptop, and tablet, all containing a significant volume of illicit material. Orr later pleaded guilty to 11 charges, including the possession of extreme p**nography.

Judicial Findings and Investigative Detail
Judge Geoffrey Miller QC emphasised the "dangerous mechanism" of the internet, noting that it allows young minds to "effectively click and click" without realising that the images represent real-life victims. The court reported that Orr, a father of one, claimed he accessed the material during periods of binge drinking and depression. Although he admitted to finding the images s*xually arousing, he denied having a physical s*xual interest in children.

The prosecution emphasised that the material Orr possessed and traded involved some of the most serious categories of abuse. The judge stressed that while Orr's lack of previous convictions and his cooperation since his 2017 arrest were factors in his favour, the nature of his "s*xually deviant behaviour" required intensive intervention. For his crimes in Newtownards, the court determined that a combination of supervision and strict conduct orders was necessary to manage the risk he posed to the community.

Sentence and Statutory Requirements
For his crimes in County Down, Nathan Samuel Francis Orr was handed:

Community Service: 100 hours of unpaid work.

Probation: Two years of formal supervision to address deviant behaviour.

SOPO: A five-year S*xual Offences Prevention Order was imposed.

S*x Offenders Register: Notification requirements were activated for 10 years.

Convictions: Admitted 11 charges involving the possession and distribution of indecent images of children and extreme p**nography.

Monitoring and Public Protection
Orr is managed under Public Protection Arrangements Northern Ireland (PPANI) by the PSNI and the Probation Board for Northern Ireland (PBNI). His history of trading images online means his digital activity and internet access are subject to the highest level of scrutiny by authorities in Newtownards.

As a registered s*x offender until 2030, Orr must comply with mandatory notification requirements regarding his residence in Dakota Avenue, Newtownards. Authorities state that his SOPO is a critical tool to prevent him from re-entering the online groups used for his previous offending. Judge Miller warned Orr that any breach of his probation or the commission of a new offence would result in his immediate return to Downpatrick Crown Court for the imposition of an immediate jail term.

⚖️ BANGOR MAN RETURNED FOR TRIAL OVER PA******LE HUNTER STING

A Bangor man who was arrested following by a sting by local pa******le hunter group has been ordered to stand trial in the Crown Court.

Standing in the dock of Newtownards Magistrates Court on Thursday, 49-year-old Stephen McDermott confirmed his identity and that he was aware of the three charges against him, alleged to have been committed between 6 July and 24 August 2024.

McDermott, from Silverstream Crescent in the North Down city, is accused of attempted s*xual communication with a child, attempted to arrange or facilitate an act which would involve the commission of a s*xual offence and attempting to incite a child to engage in a s*xual activity

It is understood McDermott was arrested following a sting operation by local pa******le hunter group Child Online Protection Enforcement.

In court on Thursday, a prosecuting lawyer submitted there was a prima facie case against Mc Dermott and as defence counsel Conan Rea had no contrary submissions, District Judge Amanda Brady said she was satisfied there was a case to answer.

McDermott declined to comment on the charges, or call evidence on his own behalf.

Returning the case to Downpatrick Crown Court but not fixing a date for the arraignment, Judge Brady released McDermott on continuing bail with an added condition that he cannot have unsupervised contact with anyone under 18.

RETURNED FOR TRIAL IN CASE OF ATTEMPTED CHILD SEXUAL COMMUNICATION

It is understood the detection came about through an online sting using a decoy.

-----

A case involving alleged attempted child s*xual communication has been returned for trial at crown court.

Appearing for a committal hearing was Eamon Kelly (50) from Buninver Road, Gortin, who is accused of attempting to communicate s*xually with a person he believed to be under 16 years, intended to encourage them to make a communication that was s*xual in return.

He is further charged with attempting to encourage a person he believed was a child, to engage in s*xual activity.

Offending is alleged to have occurred on dates between January 9 and February 18, 2024.

A prosecuting lawyer told Omagh Magistrates' Court there is a case to answer which was agreed by District Judge Peter Magill.

No details surrounding the circumstances of the alleged offending were disclosed during the short hearing, however it is understood the detection came about through an online sting using a decoy.

Kelly spoke only to confirm his identity and that he understood the charges against him.

He declined to call witnesses or give evidence on his own behalf at this stage.

Judge Magill remanded him on continuing bail to appear for arraignment at Dungannon Crown Court on January 6.

Bangor man accused of three charges of 'attempted s*xual communication with a child' has case 'withdrawn to proceed by way of report'

-----

A MAN charged with three counts of attempting to have a 's*xual communication with a child,' has had the case withdrawn by prosecutors 'to proceed by way of report'.

Liam Jeffrey Shillington (29), with an address listed as Ballymacormick Road, Bangor, was charged in relation to March 10 this year.

At an earlier sitting of Ards Magistrates' Court a defence lawyer said the case would take several more months.

She said the defendant had been on remand in custody since March.

When a phone triage was complete she said she would be asking prosecutors to consider withdrawing the charges to proceed by way of report.

And at Wednesday's Court it was said the case is to proceed 'by way of a report'.

Man accused of breaching S*xual Offences Prevention Order is further remanded in custody

-----

A MAN accused of breaching a S*xual Offences Prevention Order has been further remanded in custody.

Patrick McGirr (46), with an address listed as Whitehill Pass in Bangor, is alleged to have breached the Order on August 10 this year by having an internet-enabled device without approval from his designated risk manager.

The second alleged breach of the Order is being 'in a relationship' from August 2022 to August this year - according to his charge sheet - without prior verifiable disclosure of his offending history by his designated risk manager.

On Wednesday the defendant appeared at Ards Magistrates' Court (pictured) via video link from prison.

A previous court was told the defendant had bail fixed pending a suitable address being found, but on Wednesday he was still in custody.

The full case file has now been received by prosecutors from police.

The case was adjourned to December 10.

Alleged pa******le confronted by 'hostile crowd' in Ballymena is further remanded in custody

-----

A man confronted by 'pa******le hunters' in a 'sting operation' in Ballymena has been further remanded in custody.

William Sempey (47), of Staffa Drive in Ballymena, is charged with attempting to have a s*xual communication with a child on July 9 this year.

On Thursday he appeared at Ballymena Magistrates' Court via video link from prison where he has been on remand.

A prosecutor said as part of the investigation police have "social media of the 'sting'."

The prosecutor said the file is to be assigned to the PSNI's Child Internet Protection Team.

District Judge Nigel Broderick said he would like timescales and the case was adjourned to December 4.

A defence solicitor said a bail application is due to be made on December 4.

A previous court was told a "hostile crowd" gathered outside the defendant's address. A "sting" by a so-called pa******le hunter group was livestreamed on the internet.

Objecting to bail at the earlier court, a police officer said that around 8pm on Friday August 8 police received a number of reports a "pa******le hunter group" was in the Ballykeel area of Ballymena and was "confronting" a male.

The group livestreamed proceedings on the internet. The male was accused of being a pa******le. A "hostile crowd" gathered.

A person had previously pretended to be a 14-year-old girl and the defendant had sent s*xual messages and photographs, it was alleged. Screenshots were supplied to police.
