That is what a sector-led Code of Practice can do, this is what the Approved Code Scheme does.

The Consumer Code for Home Builders is an Approved Code, which means it is independently audited by Chartered Trading Standards Practitioners and its members are committed to clear standards from the moment you reserve a property, right through to two years after you get the keys.
