⚠️ NEW VISITOR LEVY DEVELOPMENTS FOR CARAVAN AND LODGE OWNERS
Two important announcements have been made in England and Wales.

ENGLAND
The Government has confirmed plans to allow strategic mayors to introduce a percentage-based charge on paid overnight accommodation.

Static holiday caravans and lodges have not been expressly exempted. Touring pitches and tents may be exempted locally, but there is currently no equivalent protection for static units.

The details still require legislation, so the levy is not yet in force. Local schemes are expected from 2028 at the earliest.

WALES
New guidance says accommodation providers will be able to register for the Welsh Visitor Levy from October 2026 and must register by 31 March 2027, even if their council has not yet decided to introduce the levy.

This could affect caravan or lodge owners who rent their unit privately or through a park-operated letting scheme. There may also be VAT implications.

Important: these levies concern commercial overnight stays. Simply owning or personally using a caravan does not, by itself, make an owner liable.

NSCOU will continue monitoring:

• Whether parks pass levy costs or administration fees to owners
• How letting-scheme contracts allocate responsibility
• Whether owner-controlled letting is treated differently
• The effect on VAT, pricing and booking commissions
• Whether local exemptions are fair and consistent

Mayors and local leaders will be given new powers with a levy on overnight stays as part of a devolution drive to shift power out of Westminster.

⚡ MAJOR NEWS FOR NSCOU MEMBERS ⚡

We are delighted to announce that NSCOU has signed an agreement with a leading national law firm to provide our members with a dedicated legal advice service.

From 1 December 2026, eligible members will be able to contact NSCOU and speak directly with a qualified lawyer for professional legal advice—all included within your membership fee, with no additional charge.

📢 SPECIAL ELIGIBILITY WAIVER

Normally, members must belong to NSCOU for six months before accessing the legal service. However, because so many caravan owners urgently need legal advice and support, the Board has agreed to waive this qualifying period for:

✅ All current active members

✅ Everyone who joins NSCOU on or before 31 December 2026

Current members will be eligible from the launch date. Anyone joining during December will become eligible immediately upon joining.

Those joining after 31 December will be subject to the normal six-month qualifying period.

This is a major step forward for NSCOU and another valuable layer of protection and support for caravan owners across the country.

⚠️ YOU OWN THE CARAVAN — BUT NOT THE LAND IT SITS ON

This is one of the most important things every holiday caravan and lodge owner needs to understand.

When you buy a holiday home, you can spend tens of thousands of pounds purchasing the caravan or lodge, but you do not own the pitch underneath it.

The park owns the land.

And that creates a huge imbalance.

Your caravan or lodge will generally depreciate over time. Meanwhile, the park retains control of the pitch, collects annual pitch fees and can potentially generate income from that same pitch for decades.

The park owns the appreciating asset. You own the depreciating one.

When owners eventually want or need to leave, the reality can become painfully clear.

They may face:

• Very low buy-back offers
• Restrictions on private sales
• Commission or transfer fees
• Age-limit rules
• Removal and disconnection charges
• Increasing pitch fees
• Pressure to upgrade or replace their holiday home

This is why the National Static Caravan Owners Union (NSCOU) exists.

We believe holiday home owners deserve fair treatment, transparent contracts and stronger legal protection.

One owner can be ignored.
