High-risk cases demand clarity, responsibility and sound judgment.

On 29 January 2026, the Commission will host a European Safeguarding Toolkit webinar focused on high-risk case management, with particular attention to reassignment and restrictions on the exercise of ministry.

Prof. dr. Kurt Martens, Professor of Canon Law at The Catholic University of America, will lead a plenary session with a strong Q&A component, designed to support multilingual participation across Europe.

Today the Pope reminded Church leaders that the crisis of sexual abuse remains a deep wound and that listening to survivors must be central to healing. He said too often victims suffered not only from the abuse itself but from not being heard or welcomed by pastors, and he urged a renewed culture of listening and accompaniment.

At the Commission we continue our work to promote safeguarding, support for survivors, and accountability within the Church.

he Commission opened its new European safeguarding webinar series on 3 December with a session examining governance and independence, drawing close to 200 registered participants from 43 countries. Attendees included survivor advocates, Church leaders, canon lawyers, psychologists, educators, civil-society representatives and researchers. The session formed part of the European Safeguarding Toolkit, an initiative designed to strengthen collaboration and establish shared standards across the region.

Participants expressed a strong need for practical tools, consistent training frameworks and clearer models of independence. Surveys conducted during the webinar showed that many viewed the developing European initiative as a network or community of practice, and working groups have begun forming around prevention, training, transparency, accountability and victim-centred approaches.

With these words, Regional Moderator Teresa Devlin sets the tone for the new European Webinar Series launching on 3 December. The first session will focus on Governance and Independence, bringing together voices from across Europe to strengthen shared safeguarding practice.

Keynote speaker Marie Derain de Vaucresson will be joined by Mons. Thibault Verny, Dr Andreas Zimmer and Mia De Schamphelaere. Their contributions will help shape the forthcoming European Safeguarding Toolkit, a practical resource for dioceses and congregations.

Registrations are open until 28 November.
