📍 La Chaire UNESCO « Mémoire, cultures et interculturalité » en mission au Bénin et au Togo

🌍 Du 21 au 27 juin 2026, la Chaire UNESCO de l’ UCLy - Université Catholique de Lyon a mené une mission de terrain en Afrique de l’Ouest, dans le cadre du Cycle Norbert Kenne de formation d’éducateurs en droits de l’homme, financé par l’AFD - Agence Française de Développement

En partenariat avec la FIACAT (statut consultatif ONU), la mission a permis :

🇹🇬 Au Togo : intervenir au Café juridique du Collectif des Associations Contre l'Impunité au Togo (CACIT) sur le thème des droits de l’homme comme « question d’ordre public », et ouvrir des perspectives de collaboration avec la Commission nationale des droits de l’homme, présidée par M. Ohini Lionel SANVEE.

🇧🇯 Au Bénin : participer à un atelier de renforcement des capacités des acteurs judiciaires et pénitentiaires, organisé par l’ACAT-Bénin autour de la prévention de la torture.

✨ Une mission qui illustre la vocation de la Chaire : ancrer le dialogue interculturel et la mémoire des droits dans des réalités institutionnelles concrètes, au plus près des acteurs du changement.

📑 On this important day for survivors of torture, and in light of the upcoming World Congress Against the Death Penalty, FIACAT wishes to reaffirm the fundamental incompatibility between capital punishment and the prohibition of torture and other cruel, inhuman or degrading treatment.

This position is increasingly reflected in jurisprudence, doctrinal analysis, and by regional and international bodies including the recent report of the UN Special Rapporteur on extrajudicial, summary or arbitrary ex*****ons, Morris Tidball-Binz, who will present his report in Paris on 30 June.

The argument that the death penalty is compatible with international law on the basis of state practice is no longer tenable. Practices once tolerated as lawful corporal punishment have been reclassified as cruel, inhuman or degrading treatment and, in some cases, as torture.

It is not only the method of ex*****on that is at stake, but the entire process: the prolonged physical and psychological suffering from sentencing to ex*****on. As emphasized in the report, “The prohibition of torture and other ill-treatment is considered jus cogens. A punishment whose operation predictably depends on continuous death threats, arbitrariness, secrecy, discrimination, aggravated powerlessness and cumulative suffering cannot be reconciled with that norm.”

Our new Impact Report (2023–2026) highlights how torture cannot be tackled in isolation. Real impact demands a united front. Through joining forces, we can overcome political resistance, funding constraints, and fragmented intervention and build a world free from torture.

📌 Year after year, the flags the same issues, but without adequate follow-ups.

⚖️ On 15 July, the European Commission will publish its 7th annual Rule of Law Report — at a moment when geopolitical pressure and security concerns risk pushing rule of law debates to the margins, even as civic space continues to shrink across several Member States.

🖋️ EPD and 36 other civil society organisations are calling for the report to go beyond a tick-the-box exercise and have a real follow-up, with concrete measures and frameworks holding Member States accountable for the respect of the rule of law.

📢 Situation à l’Est de la République démocratique du Congo : documenter les crimes, protéger les civils et renforcer la lutte contre l’impunité face à la persistance des violations des droits humains

À l’occasion de la 62e session du Conseil des droits de l’homme des Nations unies, la FIACAT et ses partenaires organisent un événement parallèle consacré à la situation des droits humains dans l’Est de la RDC.

Cet échange réunira des représentants de la Commission d’enquête des Nations unies et des organisations de la société civile congolaise afin d’analyser l’évolution de la situation sur le terrain, les défis liés à la documentation des violations, à la protection des victimes et des défenseur·e·s des droits humains, ainsi qu’aux efforts de lutte contre l’impunité.

At the United Nations Human Rights Council, FIACAT, together with the World Coalition Against the Death Penalty, ECPM, IRCT, REDRESS, Omega Research Foundation, OMCT, and ACAT Belgium, ACAT Canada, ACAT France and ACAT Liberia, welcomed the report of Special Rapporteur on extrajudicial, summary or arbitrary ex*****ons, Morris Tidball-Binz, affirming that the death penalty is always incompatible with the absolute prohibition of torture and the protection of human dignity, and that the only reliable means of ensuring compliance with these obligations is abolition.

From arrest to ex*****on, capital punishment inflicts inherent and cumulative suffering on those sentenced and their families. Abolition remains the only way to fully comply with international human rights obligations.

We also remain concerned by setbacks in Israel, the Democratic Republic of the Congo, Chad, Niger and Burkina Faso, where progress towards abolition has been reversed.
