At the United Nations Human Rights Council, FIACAT, together with the World Coalition Against the Death Penalty, ECPM, IRCT, REDRESS, Omega Research Foundation, OMCT, and ACAT Belgium, ACAT Canada, ACAT France and ACAT Liberia, welcomed the report of Special Rapporteur on extrajudicial, summary or arbitrary ex*****ons, Morris Tidball-Binz, affirming that the death penalty is always incompatible with the absolute prohibition of torture and the protection of human dignity, and that the only reliable means of ensuring compliance with these obligations is abolition.

From arrest to ex*****on, capital punishment inflicts inherent and cumulative suffering on those sentenced and their families. Abolition remains the only way to fully comply with international human rights obligations.

We also remain concerned by setbacks in Israel, the Democratic Republic of the Congo, Chad, Niger and Burkina Faso, where progress towards abolition has been reversed.

📢 Les manifestations sont un élément fondamental de la vie démocratique. Pourtant, partout dans le monde, les rassemblements pacifiques font de plus en plus souvent face à un recours excessif à la force et à l’utilisation d’armes dangereuses, ce qui porte atteinte à la liberté d’expression, viole les droits humains et peut, dans certains cas, constituer de la torture ou d’autres formes de mauvais traitements.

La nouvelle « Note d’orientation sur la lutte contre l’utilisation abusive des armes par la police lors des manifestations » fournit des outils pratiques aux observateurs et observatrices, tels que les organisations de la société civile, les institutions nationales des droits humains, les mécanismes nationaux de prévention et les observateurs internationaux des droits humains, afin de les aider à identifier, documenter et dénoncer ces abus dans le contexte des manifestations.

Ce guide propose :

Du 1er au 15 juin, le CACIT lance une campagne digitale pour l'adoption du nouveau code de procédure pénale. La justice concerne chaque citoyen. Conscients des enjeux liés à la réforme de la justice, 20 jeunes citoyens sélectionnés par le CACIT s'engagent aujourd'hui pour sensibiliser le public sur l'importance de l'adoption d'un nouveau Code de procédure pénale au Togo.

À travers cette campagne digitale qui se déroulera sur leur propre compte Facebook, ils souhaitent contribuer à une meilleure compréhension des réformes envisagées, encourager le débat citoyen et promouvoir une justice adaptée aux réalités actuelles.

Au cours des prochains jours, découvrez des informations clés sur le Code de procédure pénale, les innovations attendues et les impacts de cette réforme sur les droits des citoyens. Notons que des prix sont réservés aux 05 meilleurs jeunes ayant recolté le plus de j'aime, commentaires et partages sous leur posts tout au long de cette campagne.

Renvois forcés vers le Burundi : des expert·es alertent sur des risques de persécution et appellent la Suisse à reconsidérer sa pratique

Malgré de nombreuses alertes des organisations de la société civile et des juristes, la Suisse poursuit les renvois forcés vers le Burundi. Entre 2024 et 2026, 17 personnes ont déjà été renvoyées, alors que des risques de persécution et de mauvais traitements sont documentés à leur retour.

Des expert·es du droit international et des droits humains interviendront lors d’une conférence de presse en ligne afin d’apporter leur analyse de la situation et de questionner la pratique actuelle de la Suisse.

Today, during the 87 session on ACHPR, FIACAT together with ACAT Burundi, Action des Chrétiens pour l'Abolition de la Torture - Acat-Ci and ACATCamerounOfficielle delivered a statement on the human rights situation in Africa, in which they raised key concerns on the shrinking civic space and increasing transnational repression targeting human rights defenders.

We stressed the urgent need to protect defenders and preserve an enabling environment for civil society, and recalled the central role of the African Commission on Human and Peoples’ Rights in safeguarding civic space.

We also highlighted serious concerns regarding forced returns of Burundian refugees, particularly from Tanzania, in violation of the principle of non-refoulement, and called for the suspension of all such returns.

In Côte d’Ivoire, we warned against restrictions linked to the 2024 NGO ordinance, which risks undermining freedom of association and expression, and called for its revision in line with regional standards.

Finally, we raised alarm over the post-electoral human rights situation in Cameroon, including mass arrests, ongoing detentions, and rising gender-based violence.

We remain committed to working with the African Commission and States to strengthen the protection of human rights and civic space across the continent.

📍On 10th May in Banjul, the Committee for the Prevention of Torture in Africa (CPTA), together with Association for the Prevention of Torture (APT) and FIACAT, organised the first consultation on the draft Anti-Torture Model Law for Africa with civil society organisations, in the framework of the United Against Torture Consortium (UATC)

The discussions were rich, constructive, and forward-looking, reflecting strong collective commitment to strengthening the legal framework against torture in Africa.

We warmly welcome the CPTA’s work on this model law, a key pragmatic tool to support States in criminalising torture as a standalone offence, in line with regional and international human rights standards.

We also commend the inclusive and participatory approach adopted, and the clear reaffirmation of the absolute prohibition of torture.

Civil society remains fully engaged and committed to supporting this process through to national implementation.

📕 On the occasion of our International Council, held in Abidjan on 30 April and 1 May, FIACAT is publishing today its annual activity report, which was adopted during this meeting.

This report looks back on a year marked by an increasingly restrictive global environment for human rights, with shrinking civic space and deteriorating working conditions for civil society organisations. In response, FIACAT strengthened its network- and consortium-based approach, pursued its mobilisation and crisis response efforts, and reinforced the capacities and security of its members.

It highlights our actions, advocacy efforts, and the progress achieved collectively, while also underlining the challenges that remain and call for even stronger mobilisation.

📕 À l’occasion de notre Conseil international, qui se tient à Abidjan les 30 avril et 1er mai, la FIACAT publie aujourd’hui son rapport d’activité, adopté à cette même occasion.

Ce rapport revient sur une année 2025 marquée par un contexte international de plus en plus contraint pour les droits humains, avec un rétrécissement de l’espace civique et des conditions d’action des organisations. Face à ces défis, la FIACAT a renforcé le travail en réseau et en consortium, poursuivi ses actions de mobilisation et de réponse aux crises, tout en consolidant les capacités et la sécurité de ses membres.

Il met en lumière nos actions, nos plaidoyers et les avancées obtenues collectivement, mais aussi les défis qui persistent et appellent à renforcer encore notre mobilisation.

📢 Publication | The State Without Uniforms – “Super-Detainees” and Delegations of Power in African Prisons

This morning in Abidjan, during the panel “Humanising Prison Governance” held as part of the Regional Conference on Torture in Detention in Sub-Saharan Africa (28–29 April 2026), FIACAT presented a new comparative study.

🔎 Conducted in Côte d’Ivoire, Congo, Chad, Cameroon, the Democratic Republic of the Congo, and Madagascar, this research highlights a largely overlooked yet central reality of prison life: the role of “super-detainees.”

These incarcerated individuals are entrusted with management, control, and disciplinary functions over fellow detainees, forming informal governance systems that are often tolerated or even structured by prison administrations.

📚 The study was carried out by:

- Dr. Carole Berrih (CERDAP² – Université Grenoble Alpes / Sciences Po Grenoble)
- Louisette Maria Ranorovololona, senior consultant
- Chloé Ould Aklouche (LAM – Sciences Po Bordeaux)

Data were collected between May and July 2025 by ACAT members and volunteers regularly working in prison facilities.

⚖️ While international standards prohibit the delegation of disciplinary powers to detainees, the study shows that these practices are, in reality, institutionalised in several contexts.

👉 It raises key questions about State responsibility and calls for renewed dialogue with national authorities to rethink prison governance and ensure the dignity of all detainees.
