The course combines flexible online preparation with five days of hands-on training at IALA Headquarters, equipping participants to produce and validate S-201 AtoN datasets within the wider S-100 framework.

🌍 The international Aids to Navigation community came together at IALA Headquarters from 5 to 9 October for the physical week of DTEC7.
👏 We were delighted to welcome 156 participants from 27 countries, alongside representatives from 3 sister organizations and 2 observers. A special welcome went to the 25 participants joining DTEC for the first time—an encouraging sign of the Committee’s continued global reach and engagement.
📄 Over the course of the session, the DTEC Committee considered 78 input papers and produced output papers through its 3 Working Groups, in addition to working papers. Thank you to the Chair, Vice-Chair, Meeting Secretary and all participants for their expertise, collaboration and valuable contributions to DTEC7. We look forward to building on this work and sharing the Committee’s outcomes with the wider maritime community.

Indonesia & IALA jaya!
As part of the excellent cooperation established under the MoU renewed in December 2025, DGST Indonesia and the World-Wide Academy organized a seminar for the heads of DGST Navigational Districts from 5 to 7 October in Jakarta. Entitled “From IALA Standards to Operational Implementation”, the comprehensive three-day programme aimed to provide participants with both theoretical knowledge and practical case studies. Marine AtoN operation and management, VTS and the significant development of digitalization were addressed in depth.
Complementing the WWA training sessions held in Indonesia (L1.1 AtoN Manager course) last July, this event aimed to raise awareness and encourage reflection on current challenges relating to Aids to Navigation. Furthermore, the seminar helped us identify new areas of cooperation and opportunities for tailored capacity development.

The Academy conducted a technical needs assessment mission to Panama, hosted by the Panama Maritime Authority. The mission was conducted jointly with the International Hydrographic Organization (IHO), represented by officers from the United Kingdom Hydrographic Office (UKHO), which also acts as the Primary Charting Authority for Panama.
As part of the technical visit, the expert participated in a transit through the Panama Canal, where she observed the Aids to Navigation (AtoN) and practices that support safe and precise vessel navigation. The images and video show the use of leading lines, arranged in double sets, as part of the AtoN available for Canal transits. These visual references complement other navigational tools and technologies used in the Panama Canal operations and which contribute to safe and precise vessel positioning.

The committee season is officially underway! This week, VTS60 brought together 148 participants for a focused and productive week of collaboration.
Thirteen outputs were proposed across the three Working Groups, with deliverables focused on strengthening digital services, advancing S-100-related standards and data harmonization, updating technical guidance, and coordinating with relevant IALA bodies and the IHO.
Thank you to everyone who contributed their expertise, ideas and energy to a successful VTS60!

While delivering the L1.4 training on GNSS and e-Navigation in Romania, the World-Wide Academy also took part in two concurrent training sessions in Wenzhou, China. The Academy contributed to the final week of the Level 1.1 training for Aids to Navigation managers and delivered the Level 1.3 training on the IALA Risk Management Toolbox.
In total, 41 participants from 20 different countries and territories across 4 continents attended these 2 complementary introductory training courses; 10 participants were sponsored by the WWA. The courses were designed to help the AtoN and Vessel Traffic Services (VTS) community respond to the growing challenges of our time.
The four-week Level 1.1 course for AtoN managers provides the required nautical, technical and management knowledge. The five-day risk management course provides essential training because, under the SOLAS Convention, AtoN and VTS activities begin with risk assessment. It is a comprehensive programme covering qualitative and quantitative methods, including the Simplified IALA Risk Assessment (SIRA) and IWRAP (the IALA Waterways Risk Assessment Programme).
This achievement reflects the excellent, long-established cooperation with China MSA’s Eastern Navigation Service Center and Jimey University, both of which provided valuable expertise and highly suitable facilities and equipment.
The support and commitment of China MSA to international cooperation in maritime safety were once again demonstrated during these successful weeks. The World-Wide Academy extends its sincere gratitude for this successful partnership.

This week in Constanța, Romania, we were delivering the IALA World-Wide Academy L1.4 GNSS and e-Navigation course, kindly hosted by the Romanian Maritime Hydrographic Directorate.
What has particularly stood out during these first days is the high level of interest, engagement and expertise in the room.
Experts from IALA, Fintraffic, KRISO, GRAD, the Canadian Coast Guard, WSV, Albatros-Teledyne, the MCP Consortium, AMSA, DLR, EUSPA, GSC, ESSP and GMV have contributed to the course, bringing together perspectives from maritime administrations, research, industry and international organisations.
The level of expertise, but also the interest and active engagement of participants, has created particularly valuable discussions around GNSS and resilient PNT, e-Navigation, Maritime Services and their practical implementation.
Equally important has been the strong international involvement of our participants, representing MENAS, the Netherlands Ministry of Infrastructure and Water Management, S.I Global Solutions, the Faroese Maritime Authority, the State Hydrographic Service of Ukraine, the Egyptian Authority for Maritime Safety, Colombian Navy, Trinity House, the Turkish General Directorate of Coastal Safety, as well as several Romanian maritime and naval organisations, including the Maritime Hydrographic Directorate and Romanian Naval Authority.
IALA World-Wide Academy aims to achieve through training and capacity building: bringing international expertise together and turning knowledge and experience into practical implementation.
Many thanks to all our experts and participants, and particularly to our Romanian hosts for their excellent support and hospitality throughout the week.
