Founded in 1996, HELIO International is an independent, international network of well-known energy and development analysts. HELIO counts over 130 experts from more than 40 different countries as members of its network. The HELIO team works to identify, assess, measure and publish the contribution of energy systems and policies towards ecodevelopment (clean, sustainable and equitable development).
We do this by first, designing and developing and applying analytical tools. We then analyse the results and prepare recommendations to help decision makers develop energy policies that support sustainable, climate-proofed energy practices. HELIO disseminates its findings through publications, workshops, and its website. Often HELIO’s tools are used by analysts, decision-makers and NGOs to help them carry out their own work. HELIO also:
- Provides independent input to the design and implementation of ecodevelopment projects.
- Organizes training workshops on energy policy design, assessment and monitoring.
- Promotes the creation and integration of citizen users' councils in the energy decision-making process.
- Supports the work of other international energy and development networks by providing strategic expertise and disseminating information via HELIO's and other networks.
- Provides independent input to the design and implementation of ecodevelopment projects.
- Organizes training workshops on energy policy design, assessment and monitoring.
- Promotes the creation and integration of citizen users' councils in the energy decision-making process.
- Supports the work of other international energy and development networks by providing strategic expertise and disseminating information via HELIO's and other networks. We also maintain a website that includes reports on national and regional energy developments, information on HELIO projects and relevant energy developments occurring elsewhere. HELIO is an accredited observer to various international organisations including:

- United Nations Environment Programme (UNEP)
- Organisation Internationale de la Francophonie (OIF)
