The expansion of attacks to Saudi civilian, aviation and energy infrastructure demonstrates the Houthis’ ability to exert direct pressure on Saudi territory, despite the Kingdom’s military capabilities and air defence systems. For Riyadh, the stakes now extend beyond the security of its southern border. They encompass the protection of energy infrastructure, freedom of navigation in the Red Sea and the Bab el-Mandeb Strait, and the credibility of the economic diversification strategy championed by Mohammed bin Salman. However, international support remains primarily defensive. American reluctance to participate directly in operations against the Houthis, combined with the limitations of its partners’ commitments, leaves Saudi Arabia facing a dilemma: intensify its response at the risk of widening the conflict, or prioritise de-escalation, which could be interpreted as a strategic retreat.

The crisis presents Cairo with a strategic dilemma: Egypt cannot accept that a hostile force should wield lasting coercive power at the southern entrance to the Red Sea, but it must avoid being drawn into a new ground war in Yemen. Egypt’s most likely course of action will therefore combine political and intelligence solidarity with Riyadh, a naval and air force build-up in the Red Sea, and the protection of the Suez Canal and the SUMED oil pipeline, whilst showing extreme reluctance towards a ground campaign aimed at recapturing the Yemeni interior.

This analysis examines the nexus between democratic backsliding, socio-economic vulnerabilities, and migration dynamics across the Central Mediterranean. Grounded in the Tunisian case, it advances the hypothesis that the erosion of institutional corrective mechanisms can transform social frustration into political disengagement and, subsequently, into an aspiration to migrate. Through Hirschman’s distinction between Voice and Exit, migration is viewed not only as an economic response, but as a possible form of exit when avenues for political transformation appear limited. The analysis subsequently examines European border externalisation and its inherent strategic paradox: containment may reduce migratory flows without necessarily addressing the roots that sustain them. In this context, a future migration shock could crystallise into a European political event, offering further political capital to far-right parties. The objective is not to forecast a new Ceuta, but rather to isolate the causal mechanism capable of precipitating it.

Trump’s second-term Middle East policy has produced significant tactical successes in Gaza, Syria, Lebanon, and against Iran, but Washington has repeatedly struggled to turn them into lasting political outcomes. In Gaza, the ceasefire and proposed peace framework have not resolved the underlying political question or prevented continued Israeli territorial expansion. In Syria and Lebanon, efforts to strengthen state authority are undermined by Israeli actions that challenge the consolidation of sovereign state institutions. Most critically, the decision to launch a war against an already weakened Iran reversed years of strategic containment and strengthened Tehran’s hard-line security apparatus and leverage over the Strait of Hormuz.

The article argues that the central failure of Trump’s policy is therefore the “failure of success”: creating favorable strategic conditions but failing to consolidate them into a more stable regional order.
