The CISAC Annual Report 2026 is now available.

Released ahead of CISAC’s centenary General Assembly in Paris, the report highlights a year of intensified global advocacy, policy engagement and progress at a defining moment for creators’ rights and artificial intelligence.

As CISAC President Björn Ulvaeus notes in the report, “The rules governing human creativity are being written now."

Throughout 2025–2026, CISAC engaged in AI and copyright policy discussions across international, regional and national markets, including work at World Intellectual Property Organization and UNESCO, responding to the implementation of the EU AI Act, and legislative consultations in countries including the UK, Australia, India, Chile and South Korea.

The report also outlines continued advocacy relating to private copying remuneration, audiovisual creators’ rights and Artist’s Resale Right frameworks, alongside progress on CIS-Net 2 and the continued strengthening of the ISWC system and its services.

Strengthening royalty distribution across Asia-Pacific.

On 21–22 April, CISAC brought together member societies in Singapore for a dedicated Distribution Training focused on improving royalty distribution practices across broadcasting, OTT services, and general licensing.

The sessions explored the management of unidentified performances, the use of CIS-Net tools, and methods to enhance accuracy through better data, monitoring technologies, and cross-society collaboration.

By aligning on operational standards and sharing expertise, the training supports societies in delivering more efficient and transparent royalty distributions for creators across the region.

New Private Copying Global Study highlights the continued importance of private copying remuneration for creators worldwide.

The 2026 edition of the Private Copying Global Study prepared by CISAC, BIEM, IFRRO and Stichting de Thuiskopie, provides the most comprehensive analysis to date of private copying laws and remuneration frameworks worldwide, examining legal provisions, collection and distribution mechanisms, levy rates and revenues derived from private copying across 196 countries and five global regions.

The study reveals that private copying remuneration generated €1.06 billion for creators worldwide in 2024 while costing each consumer only a few euros per year.

Commenting on the publication, CISAC Director General Gadi Oron said: “Private copying remuneration remains one of the most practical and balanced ways to ensure creators are compensated when their works are copied for personal use. As technologies evolve, legal frameworks must evolve too.”

Since the previous global studies on private copying were published in 2017 and 2020, consumer behaviour has changed dramatically. Smartphones, cloud storage and connected devices now dominate as technologies used for personal copying and need to be included in modern private copying frameworks.

🚨 Landmark ruling in Europe for GEMA and creators’ rights

The Munich Regional Court has ruled in favour of GEMA in its case against OpenAI, confirming that the use of copyright-protected works to train and operate AI systems without permission infringes copyright law.
This marks the first court decision in Europe to affirm that AI providers must respect the rights of authors when using creative works in their models.
GEMA, a CISAC member representing more than 100,000 songwriters, composers, and music publishers, brought the case after identifying protected song lyrics reproduced by ChatGPT without authorisation or payment.
Today’s ruling sets an important precedent for all creators whose works are used to train AI technologies. It reinforces a principle that is central to CISAC’s mission: creative work has value, and creators deserve fair remuneration.
CISAC commends GEMA for its leadership in defending authors’ rights and advancing fair standards for the use of creative works in the digital era.
