🏛️ Zero Long-Term Unemployment Zones TZCLDs: the French Senate confirms the value of the pilot scheme, but continued action is still needed.
Launched in 2016, the TZCLDs pilot scheme enables people who have been out of work for a long time to be hired on permanent contracts by Employment-Focused Enterprises, in roles that benefit the local area. This pilot scheme has proven its worth, and its continuation is currently under discussion in French Parliament.
Following the National Assembly’s vote in January, the Senate adopted the bill on Tuesday, introducing several improvements:
âś… The possibility for the State to contribute to the funding of local project teams, which are the driving force behind the success of the schemes.
âś… Current funding for management posts to be maintained until the end of 2028, with a requirement to review this issue by then.
âś… Co-funding to be opened up to regions and inter-municipal bodies, alongside departments and the State.
⚠️ But the fight is not over.
The text has been amended; it must now return to the National Assembly for a further reading. However, the parliamentary calendar is busy and there is currently no guarantee of final adoption before the end of the year.
Yet the results speak for themselves: TZCLD demonstrates every day that, by building on people’s skills and the needs of local areas, it is possible to create sustainable jobs and tackle long-term unemployment in a different way.

🏛️ Territoires zéro chômeur de longue durée : le Sénat confirme l'utilité de l’expérimentation, mais la mobilisation reste nécessaire.
Lancée en 2016, l'expérimentation TZCLD permet à des personnes durablement privées d'emploi d'être embauchées en CDI au sein d'Entreprises à But d'Emploi, dans des activités utiles au territoire. Une expérimentation qui a fait ses preuves et dont la pérennisation est aujourd'hui en débat au Parlement.
Après le vote de l'Assemblée nationale en janvier, le Sénat a adopté mardi le projet de loi, en apportant plusieurs améliorations :
✅ Possibilité pour l'État de participer au financement des équipes projets locales, véritables chevilles ouvrières de la réussite des expérimentations.
✅ Maintien jusqu'à fin 2028 du financement actuel des postes d'encadrement, avec l'obligation de réexaminer cette question d'ici là .
✅ Ouverture du cofinancement aux régions et aux intercommunalités, aux côtés des départements et de l'État.
⚠️ Mais le combat n'est pas terminé.
Le texte a été modifié ; il doit désormais retourner à l'Assemblée nationale pour une nouvelle lecture. Or le calendrier parlementaire est chargé et rien ne garantit aujourd'hui une adoption définitive avant la fin de l'année.
Pourtant, les résultats sont là : TZCLD démontre chaque jour qu'en partant des compétences des personnes et des besoins des territoires, il est possible de créer des emplois durables et de lutter autrement contre le chômage de longue durée.
Restons mobilisés pour que cette expérimentation devienne enfin un droit durable.💪
