The EU’s Common Agricultural Policy (CAP) continues to shape Europe’s food systems at scale. Yet today, public subsidies remain structurally skewed toward livestock and feed-dependent production — while plant-based protein systems for human consumption remain under-supported.

⚖️ This imbalance raises serious concerns regarding policy coherence with EU legal obligations and sustainability commitments, including:
- Binding EU climate targets (Art. 3 & 4 of the European Climate Law)
- Environmental integration (Art. 11 TFEU)
- Animal welfare (Art. 13 TFEU)
- Environmental protection (Art. 37 of the EU Charter of Fundamental Rights)

➡️ Since the next CAP (2028-2034) is under negociation, rebalancing support is not just a policy debate — it is a legal, strategic, and systemic imperative for farm animals, the environment, and public health.

💡 The reality is striking:
EU agricultural subsidies still structurally reinforce livestock and animal feed-dependent systems, while plant-protein production for human consumption remains marginally supported—despite climate, environmental, and animal welfare imperatives that would be supported by a meaningful transition of our food system.

⚖️ A legal and policy gap is emerging.
This report's objective is to help align EU agricultural spending with:
🌿 EU sustainability commitments (Green Deal, Farm to Fork, plant-protein strategic autonomy-still widely relying on imports)
⚖️ EU legal obligations (climate targets, environmental protection, animal welfare)
🌍 Transition toward sustainable food systems for animals, humans and the planet

💥Can the European Commission ignore commitments made to citizens?

⚖️2 days ago, the Court of Justice of the European Union (Luxembourg) held a historic hearing on the European Commission’s failure to act on the European Citizens’ Initiative.

✍️ Supported by 1.4 million verified signatures and more than 170 organisations, the initiative called for EU legislation to phase out cages in animal farming. In 2021, the Commission committed to present such legislation by 2023 — yet no proposal has been delivered.

🎓As a result, the End the Cage Age Citizens’ Committee brought legal action against the Commission, with several animal protection NGOs granted leave to intervene before the Court.

📜 At stake is a crucial rule-of-law question for the EU: Are commitments made by the Commission in response to a successful European Citizens’ Initiative legally meaningful — or merely political promises without accountability?

🐖 Outside the Court, advocates gathered with ‘Hope’, the giant inflatable pig, symbolising the millions of farmed animals still suffering in cages across Europe.

⏳ The Court’s ruling is expected in a few weeks.

🧨 Wildlife trafficking does not operate in isolation. It is embedded within broader organized crime ecosystems—sharing routes, facilitators, financial mechanisms, and corruption structures with drug and weapons trafficking.

💡 In some contexts, this traffic facilitates other illicit markets by providing logistical cover, established smuggling routes, or even testing grounds for drug trafficking. In others, its revenues directly contribute to the acquisition of weapons and the financing of armed groups.

👉 Dr Meganne Natali will unpack these dynamics and examine why, despite this convergence, wildlife trafficking continues to be treated as a peripheral offence—highlighting how gaps in criminalisation, sanctions, and enforcement enable criminal networks to exploit systemic weaknesses.
