Devenu chef de village en 2003, Clément ATEMKENG crée l’association PADEVIN avec pour ambition de promouvoir le développement de ce village, ceci avec le concours de la chefferie, des populations et ressortissants du village, mais aussi de toutes les personnes physiques ou morales que de telles situations préoccupent. Le programme global de développement qu'entendent mener l'association, les popul
ations et les ressortissants du village Nzenglah du regroupement Fongo-Ndeng se décline ainsi:
- promouvoir l'éducation scolaire, l'éducation à la santé (réseau d'assainissement) et la formation professionnelle
- soutenir la construction d'un ensemble immobilier pour le logement des enseignants et formateurs, et éventuellement des visiteurs
- créer, équiper et entretenir une maison de la culture et des associations
- créer une coopérative agricole
Il s'agit principalement d'améliorer les conditions de vie des populations en les rendant autonomes et acteurs de leur développement.

After becoming the Village Headman of NZENGLAH in 2003, Clement ATEMKENG created PADEVIN, which stands for Program for the Aid to the Development of the Village of Nzenglah. It is an association which works with the ambition to promote the development of this village, with the cooperation of local chiefdoms, of the people of this village, but also with the cooperation of every physical or moral person who is worried by their issues. The comprehensive program which PADEVIN and the Nzenglah people of the Fongo-Ndeng villages'pool intend to do, is as follows :
- to promote school education, health education (wastewater system), vocational training
- to support the construction of a housing complex for the accommodation of teachers, trainers, and also visitors,
- to create, equip and take care of an Associations and Culture Center,
- to create an agricultural cooperative
It is mainly a question of improving the life conditions of people by offering them their autonomy and making them the main actors of their development.
