report finds that developing economies are now the most intensive users of industrial policy, contrary to common perception. Upper-middle-income countries allocate high levels of business subsidies (averaging 4.2% of GDP), while middle-income countries apply more targeted protection through higher and more varied tariffs. Additionally, low-income countries tend to prioritize a broader range of industries in their development strategies. Overall, the report highlights that industrial policy in the 21st century is more widespread, diversified, and strategically targeted in developing economies, supported by a wide set of policy tools and informed by growing empirical evidence.

Brain Drain Dilemma: Why Africans Seek Opportunities Abroad?

The exodus of skilled professionals from Africa has become a pressing concern, with many seeking greener pastures beyond the continent. But what’s driving this brain drain, and what can be done to stem the tide?

Drives Africans to Leave
The push factors that influences young Africans. For many Africans, the decision to leave their homeland is a difficult one, driven by factors such as:

Remuneration: Low salaries and limited career advancement opportunities are significant push factors. In Uganda, for instance, scientists have only recently seen a salary increase, but it’s still not enough to offset the high cost of living.

Instability: Countries like South Sudan face chronic economic challenges, leaving professionals uncertain about their future.

“Made It” Mindset: A pervasive perception that success is only achievable outside Africa drives many to seek opportunities abroad. Many are the stories of Ugandans who even sell their land just to move abroad in search of elusive opportunities.
Consequences
The brain drain has severe consequences for Africa’s development. It leads to a loss of skilled workforce, compromising essential services like healthcare and education. Economies suffer too, with reduced growth and increased dependency on foreign expertise. This can discourage foreign investment and perpetuate underdevelopment.

To mitigate this trend, Africa can take several steps:

Sustainable Economies: Invest in industries like tech, agriculture, and manufacturing to create jobs and stimulate growth. This can help reduce unemployment and give professionals a reason to stay.

Competitive Salaries: Pay salaries that match the global market to attract and retain top talent. This can help stem the flow of skilled professionals leaving for better-paying jobs abroad.

Career Development: Provide opportunities for growth, training, and professional development. This can help professionals build fulfilling careers and feel invested in their work.

Shift the Narrative: Celebrate success stories within Africa to change the perception that success is only achievable abroad. This can help build pride and inspire young Africans to build their futures at home. By addressing these challenges, Africa can retain its talented professionals and create a brighter future. :Ed

Permanently Deleted Files Be Recovered? Here’s What to Know?

Deleting a file often feels final. Once it is removed and the recycle bin is emptied, most people assume the data is gone forever. However, digital storage does not work in the same way as physical objects. When files are deleted, the information may still exist beneath the surfce of the storage device. Understanding what really happens during file deletion explains when recovery is possible and when data is truly lost.

Happens When a File Is Deleted?
When a file is deleted from a computer or phone, the device does not immediately erase the data itself. Instead, the operating system removes the file’s reference, meaning the system no longer knows where the file is stored. The space that file occupied is then marked as available for new data. Until new information is written over that space, the original data may still physically exist on the storage device. This is why deleted files can sometimes be recovered using specialised software.

Some Deleted Files Can Be Recovered: File recovery is possible because storage devices such as hard drives, memory cards, and USB drives store data in fixed locations. Recovery tools scan these locations to find data fragments that are no longer indexed by the system but have not yet been overwritten. The chances of recovery depend on several factors. These include how much time has passed since deletion, whether new files have been saved, and the type of storage device used. Devices that continue to be used after deletion are more likely to overwrite old data, making recovery difficult or impossible.

Recovery Is Unlikely: Recovery becomes far less likely when data has been overwritten. Once new information replaces the original data, the previous content cannot be reconstructed. Secure deletion methods are designed to prevent recovery by repeatedly overwriting storage space with random data. Some modern devices also use encryption. On encrypted systems, deleting a file may involve destroying the encryption key rather than the data itself. Without the key, the data becomes unreadable, even if it still exists physically on the device.

Role of Solid-State Drives: Solid-state drives, commonly used in modern laptops and smartphones, handle deletion differently from traditional hard drives. Many use a process called TRIM, which actively clears deleted data blocks. This improves performance but significantly reduces the chance of file recovery. As a result, files deleted from solid-state drives are often unrecoverable after a short time.

and Managing Your Data: Understanding file deletion highlights the importance of regular backups. Keeping copies of important files ensures data is not lost permanently. It also explains why deleting sensitive information requires secure deletion methods to prevent recovery.

: Permanently deleted files can sometimes be recovered, but success depends on how the device manages storage and whether the data has been overwritten. Knowing how deletion works helps users make informed decisions about data protection and recovery. :Ed
