Ethiopia recently conducted an eye-care campaign in East Bale Zone in partnership with the Rift Valley Children and Women Development Organization, with support from the German Federal Foreign Office. The primary goal of the campaign was to provide eye care treatment for those in need. Through this initiative, a total of 5008 beneficiaries were screened and examined for assistance, with 676 major and minor cataracts and Trachomatous Trichiasis (TT) surgeries being performed.
In addition to surgeries, the campaign also focused on providing eye medication tailored to the specific conditions of 2830 people with various eye problems. Furthermore, 1134 individuals were provided with much-needed eyeglasses to help improve their vision.

# Empowering Older Women with Essential Leadership Competencies
HelpAge organized leadership training for Older Women. Older People Association Women Leaders in Addis Ababa and Adama participated in the session. The purpose is to prepare them for decision-making processes within their associations, boost self-confidence, empower them to advocate for their rights and those of their peers, and promote collaboration and shared learning to enhance their voices in leadership positions, as well as identify and tackle the unique obstacles that older women encounter in their associations and communities, and advance strategies to overcome these difficulties.
This is carried out under the “Realising the Rights of Older People through Inclusive Social Protection Systems, Accountability, and Resilience Strengthening” (ROAR) multi-country program supported by Irish Aid.

የአካል ጉዳተኞች እና አረጋውያን ሰብአዊ መብቶች ሁኔታ ዓመታዊ ሪፖርት . .

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ከሰኔ ወር 2015 ዓ.ም. እስከ ሰኔ ወር 2016 ዓ.ም. ያለውን ጊዜ የሚሸፍን 2ኛው የአካል ጉዳተኞች እና አረጋውያን ሰብአዊ መብቶች ሁኔታ የተመለከተ ባለ 35 ገጽ የዘርፍ ሪፖርት ዛሬ ይፋ አድርጓል፡፡ ይህ የዘርፍ ሪፖርት ኢሰመኮ ሰኔ 28 ቀን 2016 ዓ.ም. ይፋ ካደረገው የኢትዮጵያ ዓመታዊ የሰብአዊ መብቶች ሁኔታ ሪፖርት በተጨማሪ የአካል ጉዳተኞች እና አረጋውያን የሰብአዊ መብቶች አያያዝን በተመለከተ የተስተዋሉ መልካም እመርታዎች፣ አሳሳቢ ሁኔታዎች እና ምክረ ሐሳቦችን በዝርዝር አካቷል።

ኢሰመኮ ሪፖርቱን ያዘጋጀው በበጀት ዓመቱ ባከናወናቸው የሰብአዊ መብቶች ክትትል እና ምርመራዎች፣ በግለሰቦች እና በሲቪክ ማኅበራት የቀረቡ አቤቱታዎች፣ የሕግና የፖሊሲ ግምገማዎች፣ ጥናቶች እና ልዩ ልዩ የምክክር መድረኮች ላይ የተገኙ ግብአቶችን መሠረት በማድረግ ነው። በተጨማሪም ከመንግሥት አስፈጻሚ አካላት እና ከአካል ጉዳተኞች እና አረጋውያን ማኅበራት አባላት ጋር ከተደረጉ ቃለመጠይቆች እና ከሌሎች ሰነዶች የተገኙ መረጃዎች በሪፖርቱ ተካተዋል።

ይህ የዘርፍ ሪፖርት የአካል ጉዳተኞች እና የአረጋውያን በሕይወት የመኖር መብት፣ የማኅበራዊ አገልግሎቶች ተደራሽነት ሁኔታ፣ አስቻይ የሕግ እና የፖሊሲ ማዕቀፍ፣ የትምህርት፣ የጤና፣ መረጃ የማግኘት፣ ትርጉም ያለው ተሳትፎ የማድረግ፣ የመሥራት መብቶች፣ የአካል ጉዳተኞች እና የአረጋውያን ማኅበራት የእንክብካቤ ማእከላት ሁኔታ ላይ ትኩረት አድርጓል። በተጨማሪም የአካል ድጋፍና ተሐድሶ አገልግሎት የማግኘት መብት፣ የአረጋውያን የአካል ደኅንነት መብት፣ ለተደራራቢ የመብት ጥሰት ተጋላጭ የሆኑ የኅብረተሰብ ክፍሎች ሁኔታ እንደ አካል ጉዳተኛ ሕፃናት፣ ሴት አካል ጉዳተኞች እንዲሁም አረጋውያን እና የሀገር ውስጥ ተፈናቃይ አካል ጉዳተኞች ሁኔታ ሪፖርቱ ትኩረት ያደረገባቸው ርዕሰ ጉዳዮች ናቸው።

በሪፖርቱ ከተካተቱ መልካም እመርታዎች መካከል ጤና ሚኒስቴር ባሻሻለው የጤና ፖሊሲ ውስጥ የአካል ጉዳተኞች ጉዳይ መካተቱ፣ ረቂቁ የፌዴራል መንግሥት ሠራተኞች አዋጅ በልዩ ሁኔታ የጡረታ ጊዜን ማራዘም የሚቻልበትን ሁኔታ አካቶ መዘጋጀቱ፣ በአዲስ አበባ እና በአማራ ክልል ሰሜን ወሎ ዞን የዐይነ ስውራን አዳሪ ትምህርት ቤት መገንባቱ፣ የኢትዮጵያ አየር መንገድ ለዐይነ ስውራን ተደራሽ ያልነበረውን የሞባይል መተግበሪያውን ተደራሽ በሆነ መንገድ ማበልጸጉ ይገኙበታል፡፡ የአዲስ አበባ ከተማ አስተዳደር የኮሪደር ልማት መንገዶች ለአካል ጉዳተኞች እና ለአረጋውያን ተደራሽ እንዲሆኑ ጥረቶች መደረጋቸው እና የመጸዳጃ ቤቶች ግንባታ አካል ጉዳተኞችን ታሳቢ አድርጎ እየተሠራ መሆኑ፣ እንዲሁም በአማራ ክልል ዓለም አቀፍ የአካል ጉዳተኞች መብቶች ስምምነት/CRPD/ አፈጻጸምን የሚከታተል ክልላዊ ኮሚቴ መቋቋሙ በበጀት ዓመቱ ከተለዩ እመርታዎች መካከል ናቸው።

በሌላ በኩል ሪፖርቱ በበጀት ዓመቱ በአካል ጉዳተኞች እና አረጋውያን መብቶች ዙሪያ የተስተዋሉ አሳሳቢ ጉዳዮችንም አካቷል፡፡ በትጥቅ ግጭቶች ዐውድ ውስጥ በሚፈጠሩ የሰብአዊ መብቶች ጥሰቶች ሳቢያ አካል ጉዳተኞች እና አረጋውያን ለሞት፣ ለአካል ጉዳት እና ለንብረት ውድመት/ዘረፋ መዳረጋቸው፣ በአንዳንድ አካባቢዎች በተከሰተው ድርቅ እንዲሁም በሰብአዊ ድጋፍ እጥረት ሳቢያ አረጋውያን ለምግብ እጥረት/ለረሃብ መጋለጣቸው፤ የአረጋውያን እና አእምሮ ሕሙማን መንከባከቢያ ማእከላት ውስጥ የሚስተዋል እና በተለይም ሴት የአእምሮ ሕሙማን ላይ ያተኮረ ጾታዊ ጥቃት መኖሩ፣ ከአስቸኳይ ጊዜ ሁኔታና በትጥቅ ግጭቱ ሳቢያ በሚጣሉ የሰዓት እላፊና የእንቅስቃሴ ገደቦች ምክንያት በአነስተኛና ጥቃቅን የንግድ ሥራ ዘርፍ የሚተዳደሩ አካል ጉዳተኞችና አረጋውያን ለችግር መጋለጣቸው ተጠቃሽ ናቸው።

እንዲሁም አዲስ አበባን ጨምሮ በተለያዩ የክልል ከተሞች በሚካሄዱ የልማት ሥራዎች ምክንያት አመቺ እና ተደራሽ ምትክ ቦታዎች ባልተሰጠበት ሁኔታ አካል ጉዳተኞች እና አረጋውያን እንዲነሱ መደረጉ እነዚህ የኅብረተሰብ ክፍሎች ለከፍተኛ ማኅበራዊ፣ ኢኮኖሚያዊ እና ሥነ-ልቦናዊ ቀውሶች መጋለጣቸው፤ እንዲሁም አንደኛ ደረጃ ትምህርት ቤቶች የሚማሩ አካል ጉዳተኛ ተማሪዎች ብዛት ከ10 በመቶ የማይበልጥ መሆኑ አሳሳቢ በሚል የተለዩ ሁኔታዎች ናቸው።

ኢሰመኮ በሪፖርቱ የተለዩትን አሳሳቢ ሁኔታዎች ለመቅረፍ ብሎም የአካል ጉዳተኞች እና አረጋውያን ሰብአዊ መብቶችን በተሟላ ሁኔታ ለማክበር፣ ለመጠበቅ እና ለማስፋፋት ያስችላሉ ያላቸውን ምክረ ሐሳቦችም አመላክቷል።

የኢሰመኮ የሴቶች፣ የሕፃናት፣ የአረጋውያንና አካል ጉዳተኞች መብቶች ኮሚሽነር ርግበ ገብረሐዋሪያ፤ በኢትዮጵያ የተለያዩ አካባቢዎች በተከሰቱ ግጭቶችና የተፈጥሮ አደጋዎች ሳቢያ አካል ጉዳተኞች እና አረጋውያን ተገቢውን ከለላና ሰብአዊ እርዳታ የማያገኙ መሆኑን ጠቅሰው ሰላምን ማስፈን ቅድሚያ ሊሰጠው እንደሚገባ አሳስበዋል። አክለውም የአካል ጉዳተኞችንና አረጋውያንን መብቶች ማስጠበቅ እና ደኅንነታቸውን ማረጋገጥ፤ እንዲሁም ለሚገጥሟቸው ተግዳሮቶች ዘላቂ መፍትሔን የመስጠት ዋና ኃላፊነት የመንግሥት በመሆኑ ይህንኑ በአግባቡ እንዲወጣ አሳስበው፤ ሀገራዊ እና ዓለም አቀፋዊ የሰብአዊ ድርጅቶች እና የልማት አጋሮች መንግሥትን በዚህ ረገድ እንዲያግዙ ጥሪያቸውን አቅርበዋል። . .

The research findings dissemination workshop organized by the HelpAge Ethiopia county office took place at Sky Light Hotel, bringing together various important stakeholders and partners to discuss the research on “The Contributions of Older People Towards Mitigating the Impact of Drought and Developing Sustainable Solutions in the Borena Zone.” conducted by the Center of Excellence aimed to highlight the valuable role that older people play in addressing the challenges of drought in the region.

Rhea Tariq, director of the global impact for HealpAge International mentioned in her video opening speech "The study has highlighted something we all know, but something that we often forget is the invaluable role of older people in our communities"

The workshop was attended by a range of participants including partners, stakeholders, INGO & national NGO representatives, Embassy representatives, and cluster members. The diversity of the attendees allowed for a rich and fruitful discussion of the research findings and their implications for future actions and policy decisions.

During the workshop, the research findings were presented and discussed in detail, with participants providing valuable insights and feedback for further development of the research. The contributions of older people towards mitigating the impact of drought were highlighted, showcasing the unique knowledge and skills that they bring to the table in addressing the challenges faced by communities in the Borena Zone.

The workshop provided a platform for meaningful dialogue and collaboration among different organizations and individuals working in the field of sustainable development. By sharing best practices and lessons learned, participants were able to identify opportunities for cooperation and synergies in their efforts to address the impact of drought and develop sustainable solutions in the region.

# International Day of Older People was celebrated on October 1, 2024, in the Gambella region with a lasting memory, marking the 34th international and the 33rd national level event. This day holds great significance as it is dedicated to acknowledging the invaluable contributions made by older people across the world. It serves as a platform to honor their wisdom, resilience, and the vital roles they play in families, communities, and societies. The celebration also aims to foster discussions on creating age-friendly services and present demand for policies that address older people's issues.

The event in the Gambella region was attended by prominent government officials and other organization leaders, including the president of Gambella Region, state ministers of the Ministry of Women and Social Affairs, EEPNA board leaders, regional representatives of Older People Associations (OPAs), media houses, Country Director of HelpAge and respective partners and stakeholders. With more than 300 participants, the celebration included various activities such as walking across the Baro Bridge and a music festival. These activities not only added vibrancy to the event but also showcased the unity and support for older people within the community.
The celebration of the International Day of Older People in the Gambella region left a lasting memory for all those who attended. It was a testament to the collective efforts of the community to show their appreciation and support for older individuals. The event not only highlighted the challenges faced by older people but also showcased their resilience and strength. It served as a reminder that older individuals have a wealth of experience and wisdom to offer, enriching the fabric of society.

On the eve of #2024 International Day of Older Persons (IDOP), a panel discussion was held at Gambella where the 34th IDOP will be hosted and celebrated on October 1, 2024. The presentation was focused on research conducted by Gambella University on "Older people care in the region and its challenges." Additionally, the current Older People Challenges and Initiatives to alleviate the challenges taken by EEPNA and challenges and possible solutions by the Ministry of Women and Social Affairs (MOWSA) representative were discussed. Furthermore, experiences were shared by Peter Aman, Advisor to the President of the Gambella region.

# HelpAge International Ethiopian program Country Office, conducted Inception Meeting for Irish Government funded program, ROAR "Realising the Rights of Older People through Inclusive Social Protection Systems, Accountability, and Resilience Strengthening". The multi-country, program's inception meeting took place recently from September 19 to 23, 2024 in Addis Ababa, Adama, and Hawassa. It aims to ensure that older people have access to their rights through inclusive social protection systems, accountability mechanisms, and resilience building. The key focus of this initiative is to empower older individuals, particularly vulnerable groups such as older women and those with disabilities, to live dignified, secure, and resilient lives.

During the inception meeting, the participants had the opportunity to reflect on the progress made in previous program implementations, able to gather feedback from stakeholders, and launch the new project.

In the # Borena zone of Ethiopia, 160 households affected by a severe drought were provided with 2 female goats each as in-kind support. This initiative implements the traditional "Handhuuraa" system, where each beneficiary selects someone in their community to provide the firstborn goat to the selected household.
This initiative, funded by Humanitarian Assistance and implemented by International, benefits 240 households that will have a long-term impact on the lives of the beneficiaries, fostering unity, mutual support, and resilience among the residents of the area.
The distribution of female goats not only improves livelihoods and food security but also provides a sustainable source of nutrition and income through milk, meat, and offspring sales for the beneficiaries.
