ፕሮ ደቨሎፕመንት ኔትዎርክ ከ አየርላንድ ኤምባሲ ባገኘው የገንዘብ ድጋፍ አማካኝነት ከኢትዮጵያ የሲቪል ማህበረሰብ ድርጅቶች ምክር ቤት ጋር በጋራ በመሆን ትናንት ማለትም ሃምሌ 22 ቀን 2017 ዓ/ም የሲቪል ማህበረሰብ ድርጅቶች አዋጅ ማሻሻያ ረቂቅ አዋጅ ላይ የምክክር መድረክ አዘጋጅቷል፡፡
በመድረኩም የተለያዩ ድርጅቶች ተወካዮች፣ በዘርፉ የተሰማሩ ባለሙያዎችና ከተለያዩ ክልሎች ማለትም ከአማራ ክልል፤አፋር ክልል፤ ቤንሻንጉልጉሙዝ፤ ሶማሌ ክልል እንድሁም ትግራይ ክልል የመጡ የሲቪል ማህበረሰብ ተዎካዮች ተሳትፈዋል፡፡
በውይይቱ መጀመሪያ ማሻሻያ የተደረገባቸው ድንጋጌዎች በባለሙያ የቀረቡ ሲሆን ከዚያ በመቀጠል በረቂቅ አዋጁ ዙሪያ የተለያዩ ጥያቄዎችና ገንቢ ሃሳቦች ተነስተዋል፡፡ ከተነሱ ጥያቄና ሃሳቦች መካከል፣ ረቂቅ አዋጁ ለትርጉም የተጋለጡ አንቀዖችን አካቷል አላካተተም? በረቂቅ አዋጁ ዙሪያ የሲቪል ማህበረሰብ ድርጅቶች ምክር ቤት ድርሻው ምን ይመስላል? በዚህ ዙሪያ የሁሉም የሲቪል ማህበረሰብ ድርጅቶች ድርሻ ምን መሆን አለበት? ማሻሻያው ጥናትን መሰረት ያደረገ ነው ወይስ? እንድሁም የዚህ አዋጅ መጽደቅና ስራ ላይ መዋል በሲቪል ማህበረሰብ ድርጅቶች ላይ የሚፈጥረው ተጽእኖስ ምን ይመስላል? የሚሉና የመሳሰሉ ሃሳቦች ተነስተዋል፡፡
With financial support obtained from Ireland Embassy, Pro Development Network, in collaboration with the Ethiopian Civil Society Organizations council organized a consultation workshop on July 29, 2025 on the draft amendment to CSO proclamation No. 1113/2019.
Different participants from different organizations, professionals with expertise in the field, and Civil Society representatives from different regions, namely, Amhara, Afar, Beninshangul gumuz, Somalia & Tigray regional states, attended the workshop.
At the beginning of the discussion, an expert presented the amendments made to the proclamation and then participants raised various questions and constructive ideas regarding the draft proclamation. Among the issues raised were, are the amended provisions of the proclamation open for interpretation? What was the role of the civil society organizations council in the process of the amendment? What should be the role of all civil society organizations in this regard? Is the amendment research based or not? Moreover, there were reflections on the impact of the ratification and implementation of the proclamation on civil society organization.

Important issues have been raised by diverse speakers, and a key message emerged: BRICS leaders must support the Civil Forum and strengthen civil society engagement, including through financial backing.

Pro Development Network (PDN) is a non-governmental civil society organization’s network established in 2010 and registered with the Federal Democratic Republic of Ethiopia, Authority for Civil Society Organizations (ACSO) under registration number 1701. PDN is actively working to expand its membership and promote collaboration among organizations with similar objectives, as well as to strengthen partnerships among civil society organizations across the country.
Among the objectives for which Pro Development Network was established are the creation of favorable conditions for the promotion of best practices, information sharing, and experience exchange, as well as building and strengthening relationships with civil society organizations that share similar visions and goals. As it has done over the past 15 years since its establishment, we would like to inform you that any legally registered civil society organization working in Ethiopia that fulfills the criteria listed below can become a member of Pro Development Network in order to continue this work in a more consolidated and strengthened manner.

Membership Criteria
Belief in the vision and mission of the network.
Acceptance and practical application of the network’s rules and regulations, including the code of conduct approved by the General Assembly.
Capability to pay membership contributions and fees as agreed upon by the General Assembly.
The organization must not be legally disqualified.

How to Apply for Membership?
Submit a formal letter of membership request.
Submit the minutes of the board meeting in which the organization’s request for PDN membership was approved.
Complete PDN’s membership application form.
Provide a copy of the organization’s legal registration certificate.
Provide a copy of the organization’s operational bylaws.
We would like to inform you that any organization could apply for membership by physically submitting the above-mentioned documents to PDN.

🌍✨ Mid-Term Project Implementation Review Workshop: A Crucial Milestone Achieved! ✨🌍

We are thrilled to share that the "Empowering CSOs for Effective Engagement in Inclusive Governance and Development in the Afar Region" project, being implemented by PDN, recently reached a critical juncture with its mid-term implementation review workshop held on May 20, 2025! 🎉

This milestone event brought together 23 key stakeholders, including representatives from various Civil Society Organizations and government bureaus, with the objective of ensuring active participation in the project evaluation. The workshop provided a platform for meaningful engagement, where targeted achievements and the challenges faced during the first six months were thoroughly presented.

The discussions highlighted not only our successes but also the critical need to address the delay in endorsing a key regional law for the registration and adminstration of CSOs which is the pivotal as it directly affects our remaining activities and the overall success of the project.

Participants collaboratively identified strategies to overcome this challenge, reinforcing the importance of strong advocacy to expedite the law’s approval.

Looking ahead, it is essential that we maintain close coordination and work together on the upcoming activities in the second half of the project. Success hinges on our collective efforts, and we remain committed to empowering CSOs and the entire communities in the Afar Region through inclusive governance and active civil engagement. 🤝

PDN has been implementing a project named “Strengthening Civic Space and Social Cohesion in Amhara and Afar National Regional States” with the support of Ireland Embassy starting from November 2024. The project is being implemented in partnership with three local organizations; those are Ethiopian Civil Society organizations Forum (ECSF), Consortium for Networking and Development (COND) and Collaborative Development Organization (CDO). The overall objective of this project is to contribute to strengthening the capacity of local community leaders, CBOs, FBOs, CSOs, politicians, social & mainstream media, and pertinent GOs to effectively and sustainably engage themselves and community members in fostering social cohesion for peaceful coexistence in conflict-affected Amhara and Afar regional states. Different activities, including, meetings, workshops, trainings and action research have been implemented successfully until now.
