The Town Council is facilitating the repair of damage caused by the rain to affected properties.

Jávea Town Council has approved a mayoral decree to facilitate the restoration of safety, health and maintenance standards following the heavy rain and flooding between 17th and 19th October. The decree applies to affected plots, buildings, structures and facilities located on urban land.

This resolution forms part of the measures being implemented by the council to restore normality in the municipality following the heavy rainfall, flooding and water accumulation that occurred during those days.

The Town Council declared the emergency by mayoral decree on 21st October to enable the necessary municipal actions to ensure conditions of safety and public health and facilitate a return to normality. This declaration allows those municipal interventions to be carried out under the emergency procedure provided for in the Public Sector Contracts Act.

The new resolution establishes measures to facilitate action by private owners on the affected plots and buildings. Its aim is to enable them to carry out the necessary work to restore appropriate standards of safety, public health and public amenity.

The decree reiterates that, in accordance with the town planning regulations of the Valencian Community, the owners of land, structures and buildings are obliged to maintain them in conditions that ensure safety, public health, public amenity and decorum.

Owners must therefore carry out the necessary work to restore the affected properties to their original state or, at the very least, meet the minimum standards of maintenance and upkeep required by law.

What measures does the decree cover?
The decree covers the repair and restoration of rain-damaged elements on plots, buildings, structures and facilities. These properties must be located on urban land.

These are minor works, technically straightforward and of limited construction and financial scope.

Also included are works to repair or restore landscaping and trees on the affected plots.

All works must comply with current town planning regulations.

What steps must property owners take?
Owners or interested parties must submit a signed notification to the Town Hall before starting the works. The notification must detail the works they intend to carry out.

Where applicable, owners or interested parties must include the required sector-specific authorisations with their notification. These may include authorisations relating to coastal matters or the environment.

This procedure will enable the municipal services to carry out the relevant inspections.

Time limit for completion
The decree sets a three-month time limit from the date of its publication. Within that period, the necessary works must be carried out to restore safety, health, aesthetic appeal and decorum to the properties concerned.

Through this measure, the Town Council aims to simplify procedures for private individuals and coordinate public and private efforts.

These efforts are intended to advance the municipality’s recovery, ensure appropriate conditions on affected properties and contribute to a return to normality following October’s heavy rain and flooding.

UPDATE AS AT 20.00
Following a meeting of the municipal CECOPAL, the rainfall, the weather conditions and the associated risks have been analysed.

In light of this situation, the following measures have been put in place for tomorrow, Monday 19th October:

•⁠ ⁠All lessons at primary and secondary schools in the municipality are suspended.

•⁠ ⁠All municipal sporting activities, both indoor and outdoor, are suspended. All municipal sports facilities will remain closed.

⚠️ Please note that the red alert remains in place until tomorrow, Monday 19 October, at 9.59 am. We are facing an extreme situation and it is recommended that you do not leave your home unless absolutely essential.

📲 A further update on the situation will be provided throughout the morning, depending on how this episode develops.

Jávea Council Issues Red Rainfall Alert and Urges Residents to Take Extreme Precautions

Jávea Council is continuing to monitor the situation in coordination with the emergency services and Civil Protection, and is urging residents to take extreme precautions.

Following yesterday’s CECOPAL meeting and in response to the weather alerts issued, Jávea Local Police, working alongside the emergency services and Civil Protection, have maintained continuous monitoring throughout the night and into the early hours of Sunday to assess the development of the heavy rainfall affecting the municipality.

Due to worsening weather forecasts, a **red alert for heavy rain came into effect at 10:00 am today, Sunday 18 October**, prompting the introduction of various preventative measures to ensure public safety.

During the night, weather stations recorded rainfall totals approaching **100 litres per square metre in the Montgó area**. In view of the risk of rising water levels and flash flooding, the following measures have been implemented:

- **Road closures in the Barranquera area:** Traffic has been restricted on roads crossing the ravine, both around the watercourse itself and near the municipal cemetery.
- **Closure of access points to the Gorgos River:** Crossings and access points to the riverbed within the municipality have been closed.
- **Emergency shelter on standby:** The Red Cross has prepared and equipped a space in the multi-purpose hall to accommodate and assist anyone who may need shelter in the event of an evacuation.

# # Advice to Residents

Jávea Council is urging everyone to take extreme precautions and follow the instructions issued by the emergency services. In particular, residents are advised to:

- Avoid unnecessary journeys and **never attempt to cross flooded areas, riverbeds or ravines under any circumstances**.
- Respect all warning signs and road closures.
- Keep up to date through the Council’s official communication channels and those of the emergency services.
- In an emergency, call **112** or contact the Local Police.

Municipal services and emergency teams will continue to monitor the weather conditions and any incidents that may arise. The Council will provide timely updates on any developments and on any further measures introduced as the situation evolves.

The Fiesta Nacional de España (National Holiday of Spain) is a Spanish public holiday that falls on October 12th. Read on to discover a little history behind the celebration.

The basics
Spain’s National Day commemorates the arrival of Christopher Columbus in the Americas and is also sometimes known as Día de la Hispanidad, or Hispanic Day. If October 12 falls on a Sunday, the holiday is usually moved to the following Monday so Spaniards can still have an extra day off work.

History
Italian-born Christopher Columbus set off from Palos de la Frontera in southwest Spain on August 3, 1492. Just over two months later he arrived in the “New World”, landing on an island that is now part of the Bahamas on October 12, 1492. Columbus, who was sponsored by the Spanish monarchs Ferdinand of Aragon and Isabella of Castile, was actually looking for a western route to India but instead stumbled upon the Americas, a continent that had been largely unknown to Europeans. The discovery led to a period of rapid exploration of the continent.

Día de la Hispanidad was first celebrated in Madrid in 1935 and was made an official public holiday in 1981. In 1987, its name was changed to Fiesta Nacional (Spain’s National Day), removing any reference to Spanish colonialism.

Around the world
The day is also celebrated around the world: in the United States it is known as Columbus Day; Día de las Américas (Day of the Americas) in Uruguay and Belize; Día de la Raza (Day of the Race) in Mexico, Chile and Colombia; and Discovery Day in the Bahamas. While in the United States, Columbus Day is a chance for Italian-Americans to celebrate their heritage, in much of Latin America, Día de la Raza has come to symbolize the opposite of Columbus Day—a celebration of native cultures and traditions that resisted the arrival of Europeans on American soil.

HEADS UP! 🚨 EXTRA TRAFFIC CHECKS THIS WEEK
Drivers in Spain are facing increased roadside checks and camera surveillance from 5 to 11 October as the DGT launches a nationwide campaign targeting distracted driving.

Mobile phone use is a particular focus. Holding and using a mobile phone while driving can mean a €200 fine and 6 points on your licence. Certain prohibited hands-free use can also result in 3 points.

Checks will be carried out by Guardia Civil, local and regional police, while automated roadside cameras will also be used to detect drivers using their phones.

The campaign is part of the European ROADPOL Focus on the Road initiative.
