Present in 136 of the 191 UN members states in seven world regions, UCLG’s members include individual cities and national associations of local governments, which represent all the cities and local governments in a single country. Over 1000 cities across 95 countries are direct members of UCLG.

LGAs) are members of UCLG, representing almost every existing LGA in the world. Europe boasts the largest number of LGAs, which represent around 80 per 100 of the total European population.

💫 UCLG Executive Bureau in Mexico City

🌐 A week ago, under the motto “A Local Social Covenant for Humanity: New Frontier of the Municipal and Territorial Movement,” the Executive Bureau Business Session addressed the work being done throughout the year, the 100 days of local multilateralism, and the road towards the Congress.

🎤 The Business Session of the Executive Bureau opened with Mayor of Mexico City, Clara Brugada inspiring the participants of the Bureau to play a stronger role, as a movement, in building peace form our territories; in opening spaces for dialogue and speaking of disarmament; and with a strong commitment to building care within UCLG, strengthening the ties of the city to all of the Network, and to advance as a network in building systems of care and developing a renewed space for multilateralism.

“I am committed to continue caring for the Network. This is how Mexico understands the implementation of the Local Social Covenant: as a living, political and transformative commitment, anchored in our unity and projecting a fairer future”.

Chaired by President of South African Local Government Association (SALGA) and UCLG Copresident Bheke Stofile; by Mayor of Rabat and UCLG Treasurer Fatiha El Moudni; and by UCLG Vicepresident and Prefect of Pichincha Paola Pabón. Mayor Jan Van Zanen of The Hague, and Mayor Uğur İbrahim Altay of Konya, members of the UCLG Executive Presidency, referenced the work done through the year and the 100 days of local multilateralism respectively.

The Bureau introduced critical partnerships that UCLG embarks on this year, such as the “Global ScaleX Alliance for Cities” with UNIDO - United Nations Industrial Development Organization, which was represented in the Bureau, as well as the development of our partnership with PSI - Public Services International.

The final part of the Bureau introduced the road to Tangier: the progress of the Outcome Document, the structure of the Congress – with a video message by Mayor of Tangier Mounir Lymouri; and the Assembly Track – the regional representation of the Summit.

💬 The Policy Debate on Care, held back-to-back with the Bureau, brought together political representatives of our World Organization to discuss the care agenda of our Organization, as well as the initiatives that could be undertaken to expand care among the communities that need it most, and to care for those that care.

Mayor of Niterói and President of Mercociudades Rodrigo Neves; Mayor of Athens, Ohio Steve Patterson, Mayor of Balikesir and Vice President for UCLG MEWA Ahmet Ekin and representatives from the City of Mexico, including the former Secretary of Wellbeing Araceli Damián highlighted that developing care services means redesigning our cities, including its public spaces, for care. Developing caring societies means prioritizing caregivers, including and in particular women who often bear the brunt of delivering care without the visibility and recognition. Participants called for developing more participatory measures for our communities, and connecting these debates from the local spheres to the international spheres, to build a multilateral system that cares.

🌍 Throughout the week, local and regional governments reinstated their commitment to a municipal movement that cares, to co-creating a local social covenant that places communities first, and to the whole network, ahead of our UCLG World Congress and Summit in Tangier in 2026.

💫 Day 1 of the UCLG Executive Bureau in Mexico City!

🌐 Under the motto “A Local Social Covenant for Humanity: New Frontier of the Municipal and Territorial Movement,” our Executive Bureau is bringing together local and regional leaders from across the globe to advance our shared political agenda and collective priorities.

🎤 The official opening of the Executive Bureau took place at the Teatro de la Ciudad, with the Presidency of UCLG addressing over 500 participants. Head of Government of Mexico City, Clara Brugada, opened the session reaffirmed the political role of the municipal movement: “UCLG is the international municipalist movement. The voice of a message that this century cannot ignore: that local and regional governments have the greatest capacity for social transformation.” She called on the network to defend peace and international law in a fragile global context.

Participants included members of the UCLG Executive Presidency Mayor of The hague Jan Van Zanen and Mayor of Konya Uğur İbrahim Altay, UCLG Treasurer and Mayor of Commune de Rabat - جماعة الرباط Fatiha El Moudni, Copresidents Berry Vrbanovic, Bheke Stofile from South African Local Government Association (SALGA), and Vice Presidents Paola Pabón and Fernando Gray, who reflected on a rapidly changing global context and the role of cities in shaping the future of multilateralism.

💬 Speakers emphasized that in a context marked by uncertainty and global polarization, local and regional governments are essential to restoring trust, delivering services, and anchoring global agendas in people’s daily lives. Mayor of Rabat stressed, “we are ready to develop a new multilateral system built from the territories and oriented toward tangible results.” From The Hague, the Mayor highlighted the need to “strengthen our collective capacity to act as one network,” while Mayor of Konya reaffirmed that “the path we have chosen is to anchor global commitments in local action.”

🗂 Throughout the day, key governance spaces took place, including the Financial Management Committee, the Committee on Statutory Affairs, and the Caucus of CEMR, contributing to the institutional and strategic alignment of the organization.

💬 We convened the debate “Territorial Approach to the Post-2030 Agenda”, reflecting on a critical moment: the SDGs are off track, and the international community faces key choices on how to move forward. Discussions underscored the urgency of renewing the global agenda through a stronger social contract, a reformed financial architecture, and a multilateral system that meaningfully includes local and regional governments as essential actors in implementation.

🌍 Bringing together voices from across our network and partners—including CAF – Development Bank of Latin America and the Caribbean and the United Nations—and moderated by our SG Emilia Saiz, participants included members of the Presidency, Mayor of Alicante Luis Barcala, Permanent Resident of the UN in Mexico Allegra Baiocchi, and Seretary of Wellbeing Pablo Yanes highlighted a shared message: territories are where global agendas become reality. Without adequate financing, stability, and a renewed territorial approach, the post-2030 agenda will not deliver on its promise of sustainable and inclusive development.

🌍 In a context of global uncertainty, local and regional governments reaffirmed their commitment to driving inclusive, sustainable and resilient communities, while preparing the path towards the UCLG World Congress and Summit in Tangier in 2026.

🗓️ From 8 to 10 April 2026, local and regional representatives from our World Organization will gather in Mexico City for our UCLG Executive Bureau: a bi-yearly institutional moment to advance our shared political agenda and collective priorities.

✨ Under the motto “A Local Social Covenant for Humanity: New Frontier of the Municipal and Territorial Movement,” this Bureau will be a space to strengthen local multilateralism in action.

🤝 As one of our core governing bodies, the Executive Bureau plays a central role in shaping policy direction, guiding implementation, and reinforcing the collective voice of local and regional governments worldwide.

🟡 Our Annual Retreat just came to an end!

On Thursday, our guiding slogan was "A New Generation of Local Public Service.” The day brought together reflections on local public service workers and the road ahead toward our World Congress and Summit in June 2026.

In the morning, Amina J Mohammed reminded us that local action drives the full spectrum of the SDGs. For global commitments to be meaningful, must be structurally empowered, financing mechanisms strengthened, and localization fully recognized as an enabler of the 2030 Agenda.

Looking toward Tangier, we explored how a renewed understanding of public service can transform communities. Local public services are tools for social cohesion, rights, and inclusion.

🧑‍⚕️ In the afternoon, the session “The Workers Behind Service Provision” focused on the indispensable role of frontline workers and the social dialogue needed to support them. Trade unions safeguard democracy, ensure decent work, and build trust between workers and local governments. Participants addressed current challenges: precarious employment, climate impacts, gendered risks, occupational health, and the social recognition of care and service professions.

Our closing session, “Connecting the Dots,” turned to the bigger picture: how to align local realities with global commitments. We reaffirmed the importance of structural dialogue with workers and unions, and the key role of partners such as PSI - Public Services International in making this possible.

💰 We also confronted essential questions: What do we choose to fund? How do we pay for universal public services? And how do we ensure governance that is equitable and value-driven? As Rocío Lombera shared from Iztapalapa, public contracting and progressive local taxation can finance universal, free services — showing that “utopias” are achievable when budgets reflect social priorities.

Friday, the last day of the Retreat, was dedicated to “Outreach Strategy for an Inclusive Movement”. Participants reflected on how our World Organization can increase its impact, build alliances, strengthen media presence, and ensure inclusive participation ahead of our Executive Bureau in April and our World Congress in Tangier.

🙌 The Civic Marketplace brought theory into practice, showcasing initiatives that demonstrate scalable solutions for local challenges. Presenters explored digital tools for public services, observatories on urban violence, youth-led campaigns against sexism, and monitoring frameworks for the SDGs.

🗞️ As highlighted in Issue 15 of the Municipal Times: “As preparations continue toward June, the Congress will not only address how local governments engage globally, but also what they are prepared to guarantee locally — and under what principles.”

Last week reinforced our goal: to make Tangier a truly inclusive and action-oriented moment.
