📍 Nicosia, Cyprus | 19 February 2026
4th Meeting of the Regional Stakeholder Group
Interreg Europe 2021–2027 | Project 02C0652

ANEL, together with the Department of Environment, Ministry of Agriculture, Rural Development and Environment, hosted the 4th Green Hydra Regional Stakeholders Meeting in Nicosia.

The session began with an overview of recent interregional activities across Europe. Highlights included:
🇳🇴 Sogndal, Norway (Sept 2025) – exploring how hydropower, infrastructure and innovation ecosystems can support hydrogen deployment and regional energy balancing.
🇵🇱 Lublin, Poland (June 2025) – reviewing the Lubelskie hydrogen ecosystem and discussing policy tools to strengthen SME engagement and innovation.

The discussion in Cyprus focused on the Policy Instrument Review, particularly the Integrated Spatial Development Strategy (OXA) for Latsia-Geri Municipality. The updated strategy promotes:
✅ Energy efficiency
✅ Renewable Energy Sources (RES)
✅ Green hydrogen production and storage
✅ SME support and capacity building

Approved in February 2026, the revised Strategic Municipal Plan now embeds concrete objectives for sustainable development, climate adaptation, networking, and stronger SME participation in the green energy transition.

The meeting also reflected on the successful hydrogen conference “Hydrogen for a Clean Future: Pathways for Cyprus & Beyond” (Nov 2025), which gathered over 100 experts and policymakers to discuss innovation, strategy and collaboration across the hydrogen value chain.

🔎 Looking ahead:
Partners are preparing for the next Green Hydra meeting in Seville, Spain (11–13 March 2026) alongside the European Hydrogen Energy Conference (EHEC 2026), followed by further policy-focused workshops and study visits in Cyprus in May 2026.

Green Hydra continues to connect policymakers, SMEs and experts to create stronger, more practical hydrogen policies across Europe.

Latvia’s first 2026 multi-stakeholder meeting strengthens policy alignment for Green Hydra.

On 23 January 2026, Latvia’s stakeholder group of the Interreg Europe Green Hydra project held its 4th multi-stakeholder meeting online. The session brought together public authorities from the Ministry of Climate and Energy and the Ministry of Economics, as well as key hydrogen ecosystem actors, including industry association representatives and business representatives. The meeting was used to review the project progress, exchange lessons from 2025 learning activities, and connect Green Hydra project work with Latvia’s emerging national policy framework for sustainable energy technologies that covers hydrogen.

An overview of the Green Hydra project progress was presented to the stakeholders, focusing on the main activities of 2025. Project partners and stakeholders took part in four interregional experience-exchange visits that were joined by stakeholder representatives, including from the relevant ministries and the business community. Stakeholders reflected on the value of participating in the interregional experience-exchange visits and how insights from peer regions can be translated into Latvia’s own policy and support environment for hydrogen-related innovation and business engagement.

A central focus of the meeting was Latvia’s “Sustainable Energy Technology Development Plan until 2030” developed by the Ministry of Economics, which was approved by the Cabinet of Ministers on 20 January 2026. “Sustainable Energy Technology Development Plan until 2030" does in substance cover the hydrogen strategy announced in the National Climate and Energy Plan 2021-2030, which is the policy instrument that the Green Hydra project seeks to influence. The meeting participants discussed how the next steps around implementing the Plan can create a clearer link with the National Climate and Energy Plan 2021-2030 and the Green Hydra objectives.

The stakeholder group agreed to continue the discussion on the strategic document in a broader format, inviting representatives of the wider hydrogen ecosystem. The meeting will be organized in close cooperation with the Ministry of Economics to provide an opportunity for the business community, including SMEs, to engage in direct dialogue with policy makers and will be similar to the discussion organized in June 2025. To effectively realize the Green Hydra objectives, the LCCI will continue to cooperate closely with both the Ministry of Climate and Energy and the Ministry of Economics, which both share the responsibility for hydrogen topic and use the project as a platform to align the policy making developments.
