من بيمارستان المؤيد شيخ في قلب القاهرة التاريخية، احتفل مشروع الإدارة المتكاملة للسياحة الثقافية (IMCT) الممول من الوكالة الأمريكية للتنمية الدولية (USAID) بإنجازاته
والشراكة طويلة الأمد بين الولايات المتحدة الأمريكية ومصر في قطاع السياحة والتراث الثقافي. وحضر الحفل ضيوف وممثلون من القطاعين العام والخاص، بما في ذلك وزير الثقافة، ومحافظ القاهرة، وسفيرة الولايات المتحدة، ومدير بعثة الوكالة الأمريكية للتنمية الدولية، وممثلون من وزارة السياحة والآثار، بما في ذلك الأمين العام للمجلس الأعلى للآثار، ونائب وزير السياحة والآثار.

أُقيم الحدث في أحد المواقع التي تم ترميمها ضمن المشروع، وذلك بهدف تسليط الضوء على نجاحات المشروع في إعادة تأهيل وترميم المواقع التاريخية، وتعزيز الشراكات بين القطاعين العام والخاص، وتمكين المجتمعات المحلية من الحفاظ على التراث الثقافي لضمان استدامة مجهودات المشروع وازدهار قطاع السياحة الثقافية، وتعزيز الاقتصاد المصري، وترسيخ مكانة مصر كوجهة سياحية مستدامة.

Amid the captivating background of Historic Cairo’s Bimaristan Al Mu’ayid Shaykh, the USAID-funded Integrated Management of Cultural Tourism (IMCT) project celebrated its achievements and the longstanding US-Egyptian partnership in the tourism and cultural heritage sector. The event was attended by notable guests and representatives of the public and private sectors, including the Minister of Culture, the Governor of Cairo, the U.S. Ambassador, the USAID Mission Director and Ministry of Tourism and Antiquities representatives, including the General Secretary of the Supreme Council for Antiquities and the Deputy Minister of Tourism and Antiquities.

The event, which took place in one of the rehabilitated sites of the IMCT project, marked the conclusion of the project, highlighting its success in rehabilitating historic sites, fostering public-private partnerships, and empowering communities to safeguard Egypt’s rich cultural legacy, while looking beyond the project lifetime to ensure the cultural heritage tourism sector continues to thrive, boost the Egyptian economy and establish Egypt’s brand as a top sustainable tourism destination.

تعاون مشروع الإدارة المتكاملة للسياحة الثقافية (IMCT) الممول من الوكالة الأمريكية للتنمية الدولية (USAID) مع موظفي وزارة السياحة والآثار (MOTA) في مصر لتعزيز وترسيخ الوعي بمشاركة القطاع الخاص في قطاع السياحة التراثية الثقافية.

لدعم هذا الهدف، ركز مشروع (IMCT) الممول من الوكالة الأمريكية للتنمية الدولية (USAID) علي عقد جلسات تدريبية لتنمية قدرات أكثر من 200 موظف من وزارة السياحة والآثار، مما ساهم في استدامة جهود المشروع.
نتيجة لذلك، شارك موظفو وزارة السياحة والآثار آراءهم حول التدريبات واتسمت ردود الأفعال بالإيجابية حيث شرح المتدربون كيف أثرت الجلسات على حياتهم المهنية والشخصية.

The USAID-funded Integrated Management of Cultural Tourism (IMCT) project partnered with Ministry of Tourism and Antiquities (MOTA) personnel in Egypt to build their capacities in private sector engagement with the goal of promoting public-private partnerships within the cultural heritage tourism sector.

This was done through training sessions for over 200 employees, where they were equipped with valuable tools and skills that were delivered with a Social Behavioral Change approach. Training efforts resulted in knowledge and skill enhancement of MOTA representatives, thereby contributing to the sustainability of project efforts and ensuring long-term benefits for Egypt's cultural tourism industry.

As a result, participants have expressed high interest in the training sessions, providing positive feedback that reflects the success of these sessions in fostering both professional development and personal growth.

An integral part of the institutional reform efforts of the USAID-funded Integrated Management of Cultural Tourism (IMCT) project was the design of a capacity development program that consisted of over nine different modules covering various objectives, including enhancing regulatory knowledge, project management and soft skills, among others. The main objective of this program was to equip Ministry of Tourism and Antiquities (MOTA) employees with the competencies needed to efficiently manage private-sector investment projects in cultural tourism. This was achieved through a series of workshops and training sessions designed to provide ministry personnel with these essential skills.

The training series has achieved a significant impact on MOTA employees, which is evident by the number of trainees and the level of knowledge improvement demonstrated, to mention a few examples.

ومع إقتراب موعد إنتهاء مشروع الإدارة المتكاملة للسياحة الثقافية الممول من الوكالة الأمريكية للتنمية الدولية يسلط هذا المشور الضوء على إحدى أهم انجازات المشروع: التطوير المؤسسي لوزارة السياحة والأثار.

في إطار السعي لإنشاء نظام أقوى للسياحة التراثية الثقافية، عمل مشروع الإدارة المتكاملة للسياحة الثقافيةوثيق مع وزارة السياحة والآثار للتركيز علي جهود التنمية المؤسسية. تهدف هذه الجهود الي تعزيز النظام المؤسسي والتنظيمي مما يسهل مشاركة القطاع الخاص في

السياحة التراثية الثقافية وجذب المزيد من الاستثمارات المستدامة في هذا القطاع.

لتحقيق ذلك، تم تصميم وتقديم سلسلة من التدريبات على التنمية المؤسسية بالتعاون مع ممثلي وزارة السياحة والآثار. استهدفت هذه التدريبات زيادة الوعي على مشاركة القطاع الخاص في قطاع السياحة الثقافي، زيادة المعرفة بالأطر القانونية والتنظيمية، وتحسين إدارة الاستثمارات داخل قطاع السياحة الثقافية وتعزيز عمليات إدارة المشاريع وتطوير مهارات التواصل لتحقيق تفاعل أفضل مع الأطراف المعنية. وضعت هذه الجهود أسس لتحقيق تأثير مستدام طويل الأمد بالشراكة مع وزارة السياحة والآثار.

As the end date of the USAID-funded Integrated Cultural Tourism Management Project approaches, this consultation highlights one of the project's most important achievements: the institutional development of the Ministry of Tourism and Antiquities.

With the aim of creating a stronger cultural heritage tourism ecosystem, USAID IMCT project worked closely with the Ministry of Tourism and Antiquities (MOTA) to focus on institutional development efforts. Such efforts are intended to enhance the regulatory and institutional ecosystem, thereby facilitating private sector engagement in cultural heritage tourism and bringing in more sustainable investments within the sector.

To achieve this, the project designed and delivered a series of institutional development trainings in partnership with MOTA representatives. Training offerings aimed to increase awareness on private sector engagement, expand knowledge of legal and regulatory frameworks, improve investment management within the cultural tourism sector, enhance project management processes and develop communication skills for better stakeholder engagement. Such efforts have laid the groundwork for a long-term sustainable impact in partnership with MOTA.

Here are some snapshots of trainings conducted with ministry employees and representation areas related to regulations and laws, processes for enforcing and updating policies, projects management and risk management.

بناء على طلب خاص من وزارة السياحة والآثار(MOTA) ، قدم مشروع الإدارة المتكاملة للسياحة الثقافية IMCT الممول من الوكالة الأمريكية للتنمية الدولية USAID جلسة عمل شاملة في وكالة الغوري في قبة السلطان الغوري حول خطط إدارة الموقع (SMP) لـ 200 من مفتشي ومديري الموقع. وقد ساعدت ورشة العمل المفتشين ومديري المواقع على اكتساب المهارات والمعرفة في إدارة المواقع التراثية.

تعلم المشاركون المزيد عن السياق بما يتجاوز وجود خطط إدارة الموقع، وإعادة الاستخدام التكيفي، والإدارة المستدامة، وتحليل SWOT، وتحليل أصحاب المصلحة، وقيم التراث، وتقييم المخاطر وإدارة الزوار، والصيانة، وإشراك المجتمع المحلي من خلال ورشة العمل التفاعلية هذه، بعد سلسلة سابقة من الجلسات والزيارات الميدانية مع IMCT.

Based on a special request from the Ministry of Tourism and Antiquities (MOTA), USAID IMCT has provided a thorough working session at Al Sultan Al Ghuri Dome on the Site Management Plans (SMP) for 200 site inspectors and managers. The workshop served to help inspectors and site managers garner skills and knowledge in managing heritage sites.

Participants learned more about the context beyond having site management plans, adaptive reuse, sustainable management, SWOT analysis, stakeholder analysis, heritage values, risk assessment and visitor management, maintenance, and local community engagement through this interactive workshop, following a previous series of sessions and field visits with IMCT.

يمثل هذا الأسبوع تتويجا لأنشطة مشروع الإدارة المتكاملة للسياحة الثقافية الممول من المعونة الأمريكية للتنمية الدولية. و تركز أنشطة المشروع على إعادة تأهيل مواقع التراث الثقافي، وتعزيز الشراكات بين القطاعين العام والخاص، وتعزيز قدرات موظفي الخدمة المدنية لتلبية طلبات السياح والقطاع الخاص، وتمكين أفراد المجتمع من الحفاظ على المعالم التراثية والامتثال للمعايير الدولية للسياحة الثقافية.

This week signifies the culmination of IMCT activities funded by USAID. Such activities focused on rehabilitating cultural heritage sites, strengthening public-private partnerships, enhancing the capabilities of civil servants to meet the demands of tourists and the private sector, and empowering community members to preserve heritage landmarks and comply with international standards in cultural tourism.
