What does it take to transform land into livable, serviced neighborhoods? It starts with bringing the right people to the same table.

On 3–4 June 2026, UN-Habitat’s Hayenna (Integrated Urban Development) Project brought together key government institutions and utility providers in Qena Governorate for a multi-sector consultation to advance infrastructure planning for the Al-Humaidat and Al-Ma’ana project sites.

Held under the auspices of H.E. Gen. Dr. Mostafa El Beblawi, Governor of Qena, the consultation convened representatives from the Electricity Company, Water Company, Telecom Egypt, Natural Gas Company, and the Governorate’s Urban Planning and Finance departments to align plans for the provision of essential infrastructure and services.

The discussions went beyond technical coordination. Participants explored practical governance arrangements, institutional coordination mechanisms, and innovative financing approaches to support the delivery of serviced land, ensuring that future infrastructure investments are technically sound, financially sustainable, and responsive to local needs.

The recommendations generated during the consultation will feed directly into the project’s forthcoming Infrastructure Action Plan for both sites.

“Hayenna” project comes within the framework of a partnership between UN-Habitat Egypt, and the Ministry of Housing, represented by the General Authority for Physical Planning, and funded by the Swiss State Secretariat for Economic Affairs to be implemented in two sites in Qena Governorate (Al-Hamaidat and Al-Maana) and one site in Damietta Governorate (Al-Shuara'a).

By bringing together government entities, service providers, and local stakeholders around a shared vision, the Hayenna Project is laying the foundations for more resilient, inclusive, and sustainable communities in Upper Egypt, demonstrating how collaborative planning today creates better cities for tomorrow.

Through integrated planning and cross-sector collaboration, this consultation contributes to the New Urban Agenda, SDG 11, Egypt Vision 2030, and UN-Habitat’s Strategic Plan 2026–2029 by advancing more inclusive, resilient, and sustainable urban development.

This , we recognize the importance of investing in solutions that protect natural resources while meeting the needs of growing communities.

Access to safe water, effective sanitation, and environmentally sustainable infrastructure plays a vital role in preserving ecosystems, strengthening climate resilience, and supporting healthier living environments.

Through projects such as Riverbank Filtration (RBF) and decentralized sanitation solutions in communities including Tabl (Damietta), UN-Habitat is supporting innovative approaches that enhance access to clean water, reduce environmental pressures on water resources, and contribute to more sustainable and resilient cities.

Protecting the environment is not only about conserving nature, it is about creating communities where people can thrive today while preserving resources for future generations.

On World Environment Day, we reaffirm our commitment to advancing sustainable urban development that supports both people and the environment.
