🚨 Breaking | Egypt: Matsada2sh Journalists Arrested and Their Whereabouts Remain Unknown

Law and Democracy Support Foundation (LDSF) condemns the arrest of Matsada2sh journalists Mohamed Ashraf and Abdallah Kadry and calls for the immediate disclosure of their whereabouts.

According to a statement issued by Matsada2sh, security forces arrested Mohamed Ashraf and Abdallah Kadry after raiding their homes on 28 September and confiscating their mobile phones and computers.

As of now, no information has been provided regarding the reasons for their arrest, the authority responsible for their detention or investigation, or their whereabouts. Both journalists have also been denied access to their families and lawyers, raising serious concerns that they may be subjected to enforced disappearance in connection with their journalistic work.

LDSF calls on the Egyptian authorities to immediately disclose the whereabouts of Mohamed Ashraf and Abdallah Kadry, allow them prompt access to their lawyers and families, ensure that all their legal and due process rights are fully respected, and release them immediately and unconditionally, as their detention appears to be linked solely to their legitimate journalistic work.

🚨 عاجل | مصر: القبض على صحفيي منصة "متصدقش" واستمرار إخفاء مكان احتجازهما

تدين مؤسسة دعم القانون والديمقراطية القبض على صحفيي منصة "متصدقش" محمد أشرف وعبدالله قدري، وتطالب بالكشف الفوري عن مكان احتجازهما.

وفقًا لما أعلنته منصة "متصدقش"، ألقت قوة أمنية القبض على الصحفيين محمد أشرف وعبدالله قدري عقب مداهمة منزليهما مساء 28 سبتمبر، ومصادرة هواتفهما وأجهزة الحاسب الخاصة بهما.

وحتى الآن، لا تزال أسباب القبض عليهما ومكان احتجازهما والجهة المسؤولة عن التحقيق معهما غير معلومة، كما يُحرم الصحفيان من التواصل مع أسرتيهما ومحاميهما، ما يثير مخاوف جدية من تعرضهما للاختفاء القسري على خلفية عملهما الصحفي.

وتطالب مؤسسة دعم القانون والديمقراطية السلطات المصرية بالكشف الفوري عن مكان احتجاز الصحفيين محمد أشرف وعبدالله قدري، وتمكينهما من التواصل مع محاميهما وأسرهما دون تأخير، وضمان تمتعهما بكافة الحقوق والإجراءات القانونية المكفولة بموجب الدستور والقانون، والإفراج الفوري وغير المشروط عنهما لكون احتجازهما يأتي على خلفية عملهما الصحفي المشروع.

🔴 نُقل المصور الصحفي حمدي الزعيم إلى سجن العاشر من رمضان.

ويثير هذا النقل مخاوف بشأن كونه إجراءً عقابيًا جديدًا، خاصة مع ورود معلومات عن اعتزامه الاحتجاج على استمرار احتجازه بعد عشر سنوات من الحبس والتدابير والملاحقات القضائية المتواصلة. كما قررت المحكمة تأجيل نظر قضيته إلى 11 أكتوبر 2026، ليستمر حرمانه من حريته.

ويأتي نقله بعد يومين فقط من بيان مشترك وقّعته 16 منظمة حقوقية طالبت بالإفراج الفوري عنه وإنهاء معاناته المستمرة منذ عام 2016.

🔴 Photojournalist Hamdi El-Zaeem has been transferred to 10th of Ramadan Prison.

The transfer has raised concerns that it could be an additional punitive measure, particularly amid reports that he planned to protest his continued detention after ten years of imprisonment, restrictive measures, and repeated prosecutions.

The court also postponed consideration of his case until 11 October 2026, meaning he remains deprived of his liberty.

His transfer comes only two days after a joint statement signed by 16 human rights organizations calling for his immediate release and an end to the suffering he has faced since 2016.

📢 تدين مؤسسة دعم القانون والديمقراطية قرار قاضي المشورة بتجديد حبس المخرج وكاتب السيناريو عمر صلاح مرعي لمدة 45 يومًا، وذلك بعد عشرة قرارات متتالية بتجديد حبسه أمام نيابة أمن الدولة العليا، وأكثر من أربعة أشهر من الحرمان من الحرية بسبب منشورات وآراء عبّر عنها بصورة سلمية عبر مواقع التواصل الاجتماعي.

منذ القبض على عمر في 11 مايو 2026، وثّقت المؤسسة تعرضه للاختفاء القسري لعدة أيام وحرمانه من التواصل مع أسرته ومحاميه، قبل ظهوره أمام نيابة أمن الدولة العليا على ذمة القضية رقم 3383 لسنة 2026.

كما لا تزال المخاوف قائمة بشأن حصوله على الرعاية الطبية اللازمة، خاصة في ظل معاناته من اضطراب مزمن في الغدة الدرقية يحتاج إلى متابعة طبية دورية، إلى جانب كونه كان يتعافى من جراحة حديثة في الرسغ وقت القبض عليه.

وتؤكد المؤسسة أن قضية عمر تتعلق بممارسته السلمية لحقه في حرية الرأي والتعبير وحرية الإبداع، وأن استمرار احتجازه يبعث برسالة مقلقة إلى الفنانين والمبدعين وأصحاب الرأي في مصر.

وتجدد مؤسسة دعم القانون والديمقراطية مطالبتها بالإفراج الفوري عن عمر صلاح مرعي، وتمكينه من الحصول على الرعاية الطبية والعلاج اللازمين دون تأخير، وفتح تحقيق مستقل وفعّال في كافة الانتهاكات التي تعرض لها منذ القبض عليه، بما في ذلك واقعة اختفائه القسري وظروف احتجازه.

بعد أكثر من أربعة أشهر من الحبس الاحتياطي، وعشرة تجديدات أمام نيابة أمن الدولة العليا، وتجديد جديد لمدة 45 يومًا أمام قاضي المشورة، آن أوان الحرية لعمر صلاح مرعي.



📢 Law and Democracy Support Foundation condemns the decision by the judge in camera to extend the pre-trial detention of filmmaker and screenwriter Omar Salah Marei for a further 45 days. This latest decision follows ten successive detention renewals by the Supreme State Security Prosecution and comes after more than four months of detention solely in connection with social media posts and opinions he expressed peacefully.

Since Omar’s arrest on 11 May 2026, the Foundation has documented a number of serious due process violations, including his enforced disappearance for several days and the denial of access to his family and legal representatives before he was brought before the Supreme State Security Prosecution in Case No. 3383 of 2026.

The Foundation remains particularly concerned about Omar’s health and access to adequate medical care. He lives with a chronic thyroid condition that requires ongoing monitoring and treatment, and he was still recovering from wrist surgery when he was arrested.

Omar’s case is a stark reminder of the continuing restrictions on freedom of expression in Egypt. His detention is linked entirely to the peaceful expression of his views and raises serious concerns about the shrinking space available for artists, filmmakers, writers, and other independent voices.

LDSF calls for Omar’s immediate and unconditional release, full access to the healthcare he needs, and a prompt, independent investigation into the violations reported since his arrest, including his enforced disappearance and the circumstances of his detention.

After more than four months in pretrial detention, ten consecutive renewals by the Supreme State Security Prosecution, and a further 45-day extension ordered by the judge in camera, Omar should not spend another day behind bars for peacefully exercising his right to freedom of expression.

10 years without a final conviction. 10 years deprived of his liberty.

Today marks 10 years since photojournalist Hamdi El-Zaeem was first deprived of his freedom. Tomorrow, 27 September 2026, he is due to appear before the court after a decade marked by pretrial detention, restrictive measures, and continuous prosecution.

In a joint statement, 16 human rights organizations call on the Egyptian authorities to immediately release Hamdi El-Zaeem and end his prolonged ordeal.

After ten years without a final conviction, there is no legal justification for his continued detention or the prolongation of proceedings against him. What should have been exceptional and temporary measures have become a de facto punishment that has consumed a decade of his life, career, and family life.

🔴 بعد عشر سنوات من الحرمان من الحرية، منظمات حقوقية تطالب بالإفراج الفوري عن المصور الصحفي حمدي الزعيم

🔴 قبل جلسة محاكمته المقررة غًدا، تدعو المنظمات الموقعة على هذا البيان، إلى الإفراج الفوري عن المصور الصحفي حمدي الزعيم، الذي أمضى عشر سنوات كاملة محرومًا من حريته بين الحبس الاحتياطي والتدابير الاحترازية والملاحقات القضائية المستمرة.

🔴 كما تتفاقم خطورة وضع الزعيم بالنظر إلى ظروفه الصحية؛ إذ يعاني من مرض السكري وارتفاع ضغط الدم وانزلاق غضروفي، فضلًا عن الآثار الصحية والنفسية الناجمة عن سنوات الاحتجاز الطويلة. وهو أيضًا أب لأربعة أبناء والعائل الرئيسي لأسرته، التي تحملت على مدار عقد كامل تبعات غيابه والقيود المستمرة المفروضة على حريته.

🔴 وبعد عشر سنوات كاملة من الحرمان من الحرية دون صدور حكم نهائي بالإدانة، تؤكد المنظمات الموقعة أنه لم يعد هناك أي مبرر قانوني لاستمرار احتجاز حمدي الزعيم أو إطالة أمد محاكمته. فقد تحولت الإجراءات التي يفترض أن تكون استثنائية ومؤقتة إلى عقوبة ممتدة استنزفت عقدًا كاملًا من عمره وحياته المهنية والأسرية، وألحقت به وبأسرته أضرارًا جسيمة يصعب جبرها.

🔴 وترى المنظمات أن استمرار احتجازه بعد كل هذه السنوات يمثل ظلمًا متواصلًا وإخفاقًا واضحًا في احترام ضمانات العدالة وسيادة القانون، ويحول الحبس الاحتياطي والتدابير المرتبطة به من إجراءات استثنائية إلى عقوبة ممتدة بحكم الأمر الواقع. وحان الوقت لوضع حد لهذه المعاناة الممتدة وإطلاق سراحه فورًا.

📢 A Landmark Joint UN Statement on Transnational Repression

Law and Democracy Support Foundation (LDSF) welcomes the joint statement adopted by more than 130 UN experts from Special Procedures and Treaty Bodies on transnational repression.

🔹 The joint statement emerged from a strategic retreat organized by in Geneva, bringing together UN experts, civil society organizations, and communities affected by transnational repression.

🔹 LDSF participated in the retreat and contributed its experience documenting transnational repression in the Egyptian context, highlighting the cumulative psychological, social, and economic impact of these practices on exiled individuals and diaspora communities, as well as the need for stronger host State responses and more effective protection mechanisms.

🔹 The statement is particularly significant because it provides a comprehensive UN definition of transnational repression and explicitly recognizes the cumulative impact of these practices on diaspora and exile communities, identifying them as among the groups most exposed to the risks associated with transnational repression and most in need of protection and support.

🔹 It also makes clear that responsibility for addressing transnational repression does not rest solely with the States that commit these abuses. Host States have an obligation to protect individuals at risk and prevent violations. The statement further warns that host States may become enablers of transnational repression when they fail to take preventive measures, ignore known or foreseeable risks, or fail to provide effective protection and remedies.

🔹 Beyond documenting the problem, the statement sets out practical recommendations for States, international organizations, regional bodies, the private sector, and civil society to strengthen prevention, protection, accountability, and support for those affected by transnational repression.

📢 ترحب مؤسسة دعم القانون والديمقراطية ببيان أممي غير مسبوق بشأن القمع العابر للحدود، اعتمده أكثر من 130 خبيرًا من أعضاء الإجراءات الخاصة واللجان التعاهدية التابعة للأمم المتحدة.

🔹 ويأتي هذا البيان تتويجًا لمشاورات متخصصة نظمتها الخدمة الدولية لحقوق الإنسان في جنيف، وجمعت خبراء الأمم المتحدة ومنظمات المجتمع المدني وأشخاصًا ومجتمعات متأثرة بالقمع العابر للحدود من مختلف أنحاء العالم.

🔹 وشاركت مؤسسة دعم القانون والديمقراطية في الريتريت، حيث عرضت خبرتها في توثيق ممارسات القمع العابر للحدود في السياق المصري، وسلطت الضوء على آثارها النفسية والاجتماعية والاقتصادية الممتدة على المنفيين ومجتمعات الشتات، كما أكدت الحاجة إلى تطوير استجابات أكثر فاعلية من الدول المستضيفة وسد فجوات الحماية التي قد تسمح باستمرار استهداف الأفراد رغم وجودهم خارج حدود بلدانهم الأصلية.

🔹 ويكتسب البيان أهمية خاصة لكونه يقدم تعريفًا أمميًا متكاملًا للقمع العابر للحدود، ويعترف بصورة واضحة بالأثر التراكمي الذي تتحمله مجتمعات المنفى والشتات نتيجة هذه الممارسات، بوصفها من أكثر الفئات تعرضًا لمخاطر القمع العابر للحدود وأكثرها احتياجًا إلى الحماية والدعم.

🔹 كما يؤكد البيان أن مسؤولية مواجهة القمع العابر للحدود لا تقع على عاتق الدول المنتهِكة وحدها، بل تمتد أيضًا إلى الدول المستضيفة، التي يقع على عاتقها واجب حماية الأفراد المعرضين لهذه الممارسات ومنع وقوعها. ويشدد على أن الدول المستضيفة قد تتحول إلى أطراف مُمكِّنة للقمع العابر للحدود، ليس فقط من خلال المشاركة المباشرة أو تقديم المساعدة، بل أيضًا من خلال الامتناع عن اتخاذ التدابير الوقائية اللازمة، أو تجاهل المخاطر المعروفة أو المتوقعة، أو الإخفاق في توفير الحماية الفعالة للمستهدفين وسبل الانتصاف المناسبة لهم.

🔹 ولا يكتفي البيان بتشخيص الظاهرة، بل يقدم مجموعة من التوصيات العملية للدول والمنظمات الدولية والهيئات الإقليمية والقطاع الخاص والمجتمع المدني من أجل تعزيز الحماية والوقاية والمساءلة في مواجهة القمع العابر للحدود.

“Ideas Should Not Be Imprisoned. Novels Should Not Be Prosecuted.”

📢 Law and Democracy Support Foundation (LDSF) and Egyptian Commission for Rights and Freedoms (ECRF) condemn the continued detention of Egyptian writer and novelist Peter Tawfik Kamel, who remains in custody in connection with Case No. 1184 of 2026 (Mallawi Administrative Case) because of his peaceful exercise of freedom of thought, expression, and literary creativity.

The case is based on Peter's personal beliefs, writings, online publications, and literary work, most notably his novel Farewell, My Dear God, despite the absence of any allegations involving violence, incitement to violence, hatred, or discrimination.

⚖️ Ideas, beliefs, and literary works should never be treated as crimes.

📢 The two organizations call for:

▪️ The immediate and unconditional release of Peter Tawfik Kamel.
▪️ The dismissal of all charges linked to his peaceful exercise of fundamental rights.
▪️ An end to the use of “contempt of religion” charges and other vaguely worded provisions to criminalize peaceful expression, beliefs, and literary work.
▪️ Uninterrupted access to the medical and psychological care he requires.
▪️ An independent and transparent investigation into the circumstances of his detention and the period preceding his appearance before the prosecution.

"الأفكار لا تُسجن... والروايات لا تُحاكم".. الحرية للروائي بيتر توفيق كمال

تدين مؤسسة دعم القانون والديمقراطية والمفوضية المصرية للحقوق والحريات استمرار احتجاز الكاتب والروائي المصري بيتر توفيق كمال على ذمة القضية رقم 1184 لسنة 2026 إداري قسم ملوي، بسبب ممارسته السلمية لحقه في حرية الفكر والتعبير والإبداع الأدبي.

تشكل هذه القضية نموذجًا لاستخدام الملاحقات الجنائية ضد الأفراد بسبب آرائهم ومعتقداتهم وأعمالهم الأدبية، في انتهاك للحق في حرية الفكر والوجدان والمعتقد وحرية الرأي والتعبير، وهي حقوق يكفلها الدستور المصري والمواثيق الدولية لحقوق الإنسان.

كما تثير القضية مخاوف جدية بشأن الحق في الخصوصية، وظروف الاحتجاز، وضمان حصول بيتر على الرعاية الصحية والنفسية اللازمة خلال فترة احتجازه.

📢 تطالب المؤسستان بـ:

▪️ الإفراج الفوري وغير المشروط عن بيتر توفيق كمال.
▪️ إسقاط جميع الاتهامات المرتبطة بممارسته السلمية لحقوقه الأساسية.
▪️ وقف استخدام تهم "ازدراء الأديان" وغيرها من النصوص الفضفاضة لتجريم التعبير السلمي عن الآراء والمعتقدات والأعمال الأدبية.
