Al SHEHAB Foundation for Comprehensive Development is seeking to recruit a highly motivated and qualified candidate for the following position:
Position: Recruitment of a Consultant/Consultancy Firm to conduct a Strategic Planning Capacity Building workshop
1. About the Organization
Al Shehab Foundation for Development is an Egyptian national organization; the foundation aims to promote human rights, particularly the social and economic rights of the most excluded and marginalized populations, including women, children, and migrants. Generally, Al Shehab focuses on addressing gender-based violence, women’s economic and social empowerment, eliminating sexually transmitted diseases, including HIV, among key populations, and promoting children’s rights to quality education. In its activities, Al-Shehab aims to work within the governorates of Greater Cairo and Alexandria. In addition, Al-Shehab works in many other governorates (Minya / Ismailia / Fayoum / Sharkia) by raising and building the capacities of the local organizations within those governorates.
2. Objective of the Assignment
The primary objective is to design and deliver a high-impact, practical training workshop that equips selected participants with the knowledge, tools, and frameworks necessary to develop and implement effective organizational strategies. The workshop should translate theoretical concepts into actionable, realistic plans that support organizational growth, sustainability, and adaptability.
3. Scope of Work and Key Responsibilities
The selected consultant/firm will be responsible for the end-to-end delivery of the workshop, including all logistical and substantive components. The scope includes:
A. Workshop Design & Content Development:
• Design a detailed, interactive training curriculum focused on:
o Organizational strategy fundamentals.
o Techniques for setting clear priorities and strategic goals.
o Methods for aligning human and financial resources with strategy.
o Frameworks for developing sustainable action plans.
o Tools for monitoring progress, evaluating impact, and adapting strategies.
• Develop all training materials (e.g., facilitator guides, participant workbooks, handouts, templates, case studies relevant to the Egyptian NGO context) in both Arabic and English, as appropriate.
B. Logistics and Participant Management:
• Procure and prepare a suitable training venue within Egypt, conducive to learning and interaction.
• Arrange and cover costs for participant transportation allowances, accommodation (if needed for out-of-town participants), daily coffee breaks, and lunch for all training days.
• Manage all related logistical arrangements.
C. Workshop Delivery:
• Provide experienced, engaging, and fluent (Arabic/English) training facilitators with proven expertise in strategic planning for the non-profit sector.
• Deliver the workshop using participatory, adult-learning methodologies to ensure practical skill transfer.
D. Reporting and Deliverables:
• Inception Report: Outline of the finalised methodology, training schedule, and participant selection criteria.
• Pre-Workshop Materials: All final training materials for review and printing.
• Final Comprehensive Report: Submitted within two weeks of workshop completion. This must include:
o Detailed description of activities.
o Analysis of pre- and post-training assessments.
o Participant feedback and evaluations.
o Photographic documentation (with consent).
o Recommendations for Al Shehab on supporting the implementation of participants' action plans.
4. Expected Outcomes and Deliverables

2. Training Materials : Complete set of participant and facilitator materials.
3. Workshop Delivery : Successful ex*****on of the training.
4. Final Report As described in Section 3.D.
5. Consultant/Consultancy Firm Qualifications
• Proven Experience: Minimum of 5-7 years of demonstrated expertise in organisational development and strategic planning, preferably with NGOs in Egypt or the MENA region.
• Technical Expertise: Strong grasp of strategic planning frameworks (e.g., Logical Framework, Theory of Change, Balanced Scorecard) and their practical application.
• Facilitation Skills: A team of facilitators with excellent communication, facilitation, and training skills in Arabic.
• Logistical Capacity: Demonstrated ability to manage all logistical components of a training workshop.
• Reporting: Excellent analytical and report-writing skills.
6. Proposal Submission Guidelines
Interested consultants/firms must submit a Technical Proposal and a Financial Proposal in separate files via email to the address provided below.
A. Technical Proposal (Max 15 pages):
• Understanding of the ToR and proposed methodology.
• Detailed work plan and training agenda.
• CVs of key proposed facilitators.
• Company profile/registration documents (if applicable).
B. Financial Proposal (in Egyptian Pounds - EGP):
• A detailed budget breakdown, including:
o Professional fees (design, facilitation, reporting).
o Costs for venue, materials, and translation.
o Logistical costs: transportation allowances, accommodation, catering (coffee breaks & lunch).
o All applicable taxes.
• The total lump-sum cost for the entire assignment.

7. Evaluation Criteria
Proposals will be evaluated based on the following weighting:
• Technical Proposal Quality (70%): Methodology, relevance of experience, team qualifications, and understanding of needs.
• Financial Proposal (30%): Cost-effectiveness, clarity, and completeness of the budget.
8. Terms of Payment
Payment will be made in two instalments, contingent upon the submission and approval of deliverables:
1. 50% of the total contract value: Upon signing of the contract.
2. 50% of the total contract value: Upon satisfactory submission and approval of the Final Comprehensive Report and all other deliverables.
9. Duration of Assignment
The total assignment is expected to be completed before 31 December 2025.
