Al Shehab Foundation for Comprehensive Development is seeking to recruit a highly motivated and qualified candidate for the following position
Position: Consultant for Policy Dialogue and Round-table Facilitation.
Duty Station: Cairo
Reports To: Project Manager.
Duration: The consultant will be contracted on a deliverable-based basis covering four roundtable discussions throughout the project implementation period.
About Alshehab:
Al Shehab Foundation for Development is an Egyptian national organization that aims to promote social and economic inclusion and improve access to opportunities for the most excluded and marginalized populations, including women, children, and migrants. Generally, Al Shehab focuses on addressing sexual and gender-based violence, women’s economic and social empowerment, eliminating sexually transmitted diseases, including HIV, among key populations, and promoting children’s right to quality education. Through its activities, Al Shehab works across the governorates of Greater Cairo and Alexandria. In addition, Al Shehab operates in several other governorates (Minya, Ismailia, Fayoum, and Sharkia) by strengthening and building the capacities of local organizations within those governorates.
Project’s Background:
Al Shehab is implementing a project with support from the European Union titled “Building the Capacity of NGOs to Provide a Sustainable Comprehensive Package of Services to Women at Risk of and Survivors of SGBV in Greater Cairo, Alexandria, and Fayoum.” The project aims to establish three sustainable drop-in centers dedicated to providing comprehensive services to marginalized women, including migrants and refugees, in Greater Cairo, Alexandria, and Fayoum. In partnership with three umbrella NGOs and 15 grassroots Community Development Associations (CDAs), Al Shehab will build the capacity of these organizations to reach vulnerable women, refer them to the centers, and offer services such as psychosocial support, HIV/STI testing, legal assistance, economic empowerment, and social protection enrollment. The centers will also lead community awareness campaigns and advocacy efforts, while Al Shehab ensures ongoing mentorship, supervision, and on-the-job training to strengthen the governance and technical capacities of partner organizations.
The consultancy objective:
As part of the project “Building the Capacity of NGOs to Provide a Sustainable Comprehensive Package of Services to Women at Risk of and Survivors of SGBV in Greater Cairo, Alexandria, and Fayoum,” implemented by Al Shehab Foundation with support from the European Union, a series of policy engagement activities will be conducted to strengthen the responsiveness of policies and services to the needs and rights of women at risk of and survivors of sexual and gender-based violence (SGBV).
Under Result 7: Policy makers and decision makers are informed about the rights and needs of women at risk of or survivors of SGBV, Al Shehab will organize 4 roundtable discussions throughout the project implementation period. These roundtables will bring together governmental policy makers and decision makers, civil society organizations, technical experts, and other relevant stakeholders at the central level.
The overall objective of these roundtables is to facilitate constructive and evidence-informed dialogue on the challenges, service gaps, and protection needs faced by women at risk of and survivors of SGBV. Each roundtable will build on project findings, monitoring and evaluation evidence, lessons learned, and field experiences generated throughout implementation.
The roundtables will provide a platform for stakeholders to reflect on existing policies and practices, exchange perspectives, and identify practical recommendations and opportunities for policy and programmatic improvements that strengthen prevention, protection, and access to comprehensive and survivor-centered services. These four roundtables will collectively form a progressive policy engagement process and represent key milestones toward the development of the project’s final policy paper. The discussions, evidence, and recommendations generated across all roundtables will be consolidated to enhance the policy paper and ensure that it reflects practical realities, stakeholder priorities, and actionable recommendations that support future policy dialogue and decision-making.
Duty Station:
The assignment will be conducted in Cairo Governorate, where four roundtable discussions will be organized and implemented throughout the project period.
Deliverables:
The objective of this assignment is to engage a qualified facilitator to support the planning, organization, and facilitation of four roundtable discussions throughout the project implementation period. Specifically, the assignment aims to:
• Facilitate four high-level roundtable discussions with governmental policy makers and decision makers, civil society organizations, technical experts, and other relevant stakeholders.
• Ensure effective coordination, stakeholder engagement, and meaningful participation throughout the roundtable discussions.
• Present and facilitate discussions around project findings, monitoring and evaluation results, lessons learned, and key challenges faced by women at risk of and survivors of sexual and gender-based violence (SGBV).
• Generate and document practical recommendations and opportunities for policy and programmatic improvements related to prevention, protection, and access to comprehensive services.
• Capture evidence, perspectives, and recommendations emerging from the roundtables to contribute to the development of the project’s final policy paper.
• Support evidence-based policy dialogue and advocacy efforts at the central and governorate levels.
Qualification:
The facilitator/consultant should possess the following qualifications and experience:
• Advanced university degree in social or health sciences, public policy, gender studies, law, development studies, political science, or a related field.
• At least 5 years of demonstrated experience in facilitating multi-stakeholder consultations, roundtable discussions, workshops, or policy dialogues.
• Proven knowledge of gender equality, women's rights, sexual and gender-based violence (SGBV), and protection-related issues in Egypt.
• Experience working with governmental institutions, civil society organizations, development partners, and other relevant stakeholders.
• Strong facilitation, moderation, communication, and stakeholder engagement skills.
• Demonstrated experience in documenting consultation outcomes and preparing high-quality meeting reports and recommendations.
• Excellent analytical, writing, and presentation skills in Arabic.
• Good command of English, including the ability to prepare reports and communication materials when required.
• Familiarity with the Egyptian policy and legislative environment related to gender equality, protection, and social development is considered an asset.
Documents to be presented by the consultant
The contracted Consultant shall provide the following:
1. A Technical Offer including:
• The references and experiences of the Consultant.
• A note of understanding of the terms of reference, with, if applicable, proposals for development of the mission.
• The expected ex*****on timeframe.
2. A Financial Offer including the overall budget (including taxes) and detailed prices (fees, daily allowances, transport, etc.)

• Relevant technical experience – 30%

• Financial proposal – 30%
