প্রিয় বাংলাদেশি কমিউনিটির সদস্যবৃন্দ,

সম্প্রতি তাল্লিনে কয়েকজন অবৈধ বাংলাদেশি নাগরিককে আটক করা হয়েছে—এমন খবর আমাদের নজরে এসেছে। তাঁদের বিরুদ্ধে বেলারুশ সীমান্তপথ ব্যবহার করে ইউরোপীয় ইউনিয়নে অনিয়মিতভাবে প্রবেশ এবং পরবর্তী সময়ে এস্তোনিয়ায় আসার অভিযোগ রয়েছে। বিষয়টির প্রকৃত তথ্য যাচাই এবং প্রত্যেক ব্যক্তির আইনগত অবস্থান নির্ধারণের দায়িত্ব সংশ্লিষ্ট কর্তৃপক্ষের।

MTÜ Estonian Bangladeshi Cultural Association-এর পক্ষ থেকে আমরা আমাদের অবস্থান স্পষ্টভাবে জানাতে চাই: আমাদের প্রিয় দেশ এস্তোনিয়ায় অবৈধভাবে প্রবেশ, মানবপাচার অথবা অনিয়মিত অভিবাসনে কোনো ধরনের সহায়তা আমরা সমর্থন করি না। আমরা এস্তোনিয়ার আইন, জননিরাপত্তা এবং সামাজিক শৃঙ্খলার প্রতি সম্পূর্ণ শ্রদ্ধাশীল।

বাংলাদেশি কমিউনিটির সবার প্রতি আমাদের অনুরোধ:

• কোনো ব্যক্তিকে কর্তৃপক্ষের কাছ থেকে লুকিয়ে রাখতে অথবা তাঁর বেআইনি অবস্থান অব্যাহত রাখতে জেনেশুনে বাসস্থান, পরিবহন, কর্মসংস্থান, অর্থ, মিথ্যা তথ্য বা নথি দিয়ে সহায়তা করবেন না।

• সন্দেহজনক বেআইনি কার্যকলাপ সম্পর্কে আপনার কাছে সুনির্দিষ্ট ও বিশ্বাসযোগ্য তথ্য থাকলে এস্তোনিয়ার পুলিশ ও সীমান্তরক্ষী বোর্ডকে (PPA) জানান।

• জরুরি পরিস্থিতি অথবা কারও নিরাপত্তার প্রতি তাৎক্ষণিক ঝুঁকি থাকলে ১১২ নম্বরে যোগাযোগ করুন।

• কাউকে নিজে থেকে আটক, হুমকি, অপমান বা হয়রানি করবেন না। শুধু চেহারা, ভাষা বা জাতীয়তার ভিত্তিতে কাউকে সন্দেহ বা অভিযুক্ত করবেন না। তথ্য যাচাই এবং প্রয়োজনীয় আইনগত ব্যবস্থা গ্রহণের দায়িত্ব সংশ্লিষ্ট কর্তৃপক্ষের।

এই বিবৃতি বৈধভাবে বসবাসকারী বিদেশি নাগরিক, শরণার্থী অথবা আইনসম্মত আশ্রয় প্রক্রিয়ায় থাকা ব্যক্তিদের বিরুদ্ধে নয়। আমাদের এই আহ্বানের একমাত্র উদ্দেশ্য হলো বেআইনি কার্যক্রম প্রতিরোধ করা এবং সবাইকে এস্তোনিয়ার আইন মেনে চলতে উৎসাহিত করা।

বাংলাদেশি কমিউনিটির সুনাম, জননিরাপত্তা এবং আমাদের প্রতি এস্তোনিয়ার আস্থা রক্ষায় সবাইকে দায়িত্বশীল, সচেতন ও সহযোগিতামূলক ভূমিকা রাখার জন্য অনুরোধ করছি।

PUBLIC AWARENESS STATEMENT

Date: 19 August 2026

Subject: Urgent Community Awareness Regarding Irregular Migration in Estonia

Dear Members of the Bangladeshi Community,

We have recently become aware of reports that several Bangladeshi nationals were detained in Tallinn in connection with suspected irregular entry into the European Union through the Belarus route and subsequent travel to Estonia. The relevant authorities are responsible for verifying the facts and determining each person’s legal status.

On behalf of MTÜ Estonian Bangladeshi Cultural Association, we wish to make our position clear: we do not support unlawful entry, human smuggling, or any form of assistance that facilitates irregular migration in our beloved Estonia. We fully respect Estonia’s laws, public safety, and social order.

We respectfully urge every member of the Bangladeshi community to:

• Never knowingly provide accommodation, transportation, employment, money, false information, or documents for the purpose of concealing someone from the authorities or helping them continue an unlawful stay.

• Inform the Estonian Police and Border Guard Board (PPA) if you have specific and credible information concerning suspected unlawful activity.

• Call 112 if there is an emergency or an immediate risk to anyone’s safety.

• Never attempt to detain, threaten, insult, or harass anyone. Do not suspect or accuse a person merely because of their appearance, language, or nationality. Verification and enforcement must be left to the competent authorities.

This statement is not directed against lawful residents, refugees, or asylum seekers following the official legal process. Its sole purpose is to help prevent unlawful activity and encourage compliance with Estonian law.

We ask everyone to act responsibly and help protect the reputation of the Bangladeshi community, public safety, and the trust Estonia has placed in us.

Bangladesh and Estonia vowed to strengthen bilateral relations during the 2nd Foreign Office Consultations (FOC) between the two countries held in Tallinn today.

Ambassador Dr. M. Nazrul Islam, Secretary Bilateral (East & West) of Bangladesh and Mr. Mati Murd, Head of Asia and the Pacific Region of the Foreign Affairs of Estonia led their respective delegations during the meetings.

Both the sides identified that there are lot of untapped opportunities for mutually beneficial cooperation and attached high priority to recalibrating and expanding the relations between Bangladesh and Estonia. They stressed to further deepen the political cohesion and proposed organizing reciprocal visits of Foreign Ministers. They discussed to explore the formation of a Bangladesh-Estonia Parliamentary Friendship Group to enhance regular interaction among the parliamentarians.

On bilateral trade, investment, and economic cooperation between the countries, both sides agreed to encourage more private sector interactions and exchanges of business delegations to realize the potential. Bangladesh highlighted the Estonian delegation on Bangladesh's global leadership in key manufacturing sectors, including Ready-Made Garments (RMG), jute and jute products, and pharmaceutical industry. Bangladesh delegation invited Estonian investors to explore the investment friendly climate in Special Economic Zones in Bangladesh and proposed formation of a Joint Working Group (JWC) on Trade and Economic Cooperation, a MoU between the apex chambers and invited an exploratory mission of the Estonian private sector.

They also discussed possible cooperation in employment opportunities. Bangladesh highlighter her growing pool of skilled manpower including IT professionals, engineers, electricians, plumbers, and healthcare workers. Both sides discussed for enhanced cooperation on skilled manpower migration from Bangladesh to Estonia under EU’s Talent Partnership programme for ICT, care giving, construction, hospitality and tourism, agriculture and agri-processing sectors. Estonia expressed their optimism in the matter.

Both Bangladesh and Estonia emphasized on ICT cooperation, digital governance, interoperability, e-ID System, secure data exchange, innovation and business partnership. Estonia expressed their readiness to extend support in e-Governance in Bangladesh. They further mentioned that many Estonian companies and investors in digital fields are very much interested to invest in Bangladesh and to collaborate with Bangladeshi counterparts. Estonian companies are invited to explore opportunities in Bangladesh in emerging sectors to increase business-to-business engagement and identifying areas of mutual benefit.

The two countries also discussed more people-to-people bridges including cooperation in education and sports, scholarship for students, research collaboration, and exchanges of students, youths, tourists, and cultural troupes. The delegations also discussed and agreed to conclude at the earliest a few other bilateral instruments regarding cooperation in areas such as trade and economic cooperation, cultural cooperation, tourism promotion, avoidance of double taxation, promotion and protection of investments, and cooperation in the fields of industries.

Estonia congratulated the Hon’ble Foreign Minister of Bangladesh Dr. Khalilur Rahman for being elected the President of the 81st Session of the United General Assembly. They expressed their full support towards him during his tenure and expressed hope that the UN Charter would be upheld during his presidency. Bangladesh delegation leader mentioned that the role of Bangladesh in the UN Peacekeeping missions is extraordinary and Bangladesh is always committed to the international laws, respecting sovereignty, non-interference, equality, and mutual respects among nations. Both Bangladesh and Estonia agreed to deepen regional and global coordination and to reaffirm the close coordination, supports each other’s candidatures in different elections and mutual support across international platforms, including the UN. Estonia assured to extend their possible support towards matters of Bangladesh interest in the EU. They also exchanged views on critical regional and global developments, recognizing the strategic positions as a unique opportunity to promote stability and inter-regional connectivity. Estonia vowed to extend support to Bangladesh in international forums on matters related to Rohingya repatriation.

Bangladesh delegation also had a discussion with Ms. Karin Maandi, Acting Under Secretary of the Department of NATO and Transatlantic Relations of the Foreign Affairs of Estonia over a lunch. They further discussed issues of mutual interest in details.

The delegations noted that the 2nd official consultation would strengthen future engagements in different areas of cooperation between the two friendly countries. They decided to hold the third round of Foreign Office Consultations in Dhaka at a mutually convenient schedule.

প্রিয় এস্তোনিয়ায় বসবাসরত বাংলাদেশি কমিউনিটি,

সাম্প্রতিক সময়ে আমাদের কমিউনিটির সদস্যদের সঙ্গে ঘটে যাওয়া দুটি ঘটনায় আমরা গভীরভাবে উদ্বিগ্ন ও মর্মাহত। এই ঘটনাগুলো আমাদের অনেকের মধ্যে ভয় ও উদ্বেগ তৈরি করেছে। তাই এখনই সময়—সতর্ক থাকা, ঐক্যবদ্ধ থাকা এবং একে অপরের পাশে দাঁড়ানোর।

সম্প্রতি TTÜ-এর সামনে অবস্থিত İSTAR KEBAB, যা আগে TIN VAI KEBAB নামে পরিচিত ছিল, আমাদের বাংলাদেশি ভাইদের পরিচালিত একটি পরিচিত কাবাব ও দেশি খাবারের কিয়স্ক—রাতে আগুনে পুড়ে যায়। এতে আর্থিক ও মানসিক ক্ষতি অত্যন্ত বড়। আমরা এই ঘটনার জন্য গভীরভাবে দুঃখ প্রকাশ করছি। Estonian Bangladeshi Cultural Association এবং Shop IGAVESTI তাঁদের পাশে আছে এবং সম্ভব সব ধরনের সহায়তা করার জন্য প্রস্তুত।

আমরা আরও গভীরভাবে উদ্বিগ্ন আরেকটি সাম্প্রতিক ঘটনার কারণে, যেখানে একজন সদ্য আগত বাংলাদেশি ছাত্রকে তাঁর বাসার কাছাকাছি কিছু স্থানীয় যুবক মারধর করেছে বলে জানা গেছে এবং তিনি শারীরিকভাবে আহত হয়েছেন।

আমরা এই দুটি ঘটনার তীব্র নিন্দা জানাই। আমরা এস্তোনিয়ার সংশ্লিষ্ট কর্তৃপক্ষের কাছে জোর দাবি জানাই—ঘটনাগুলো গুরুত্ব সহকারে তদন্ত করা হোক এবং যারা দায়ী, তাদের আইনের আওতায় এনে যথাযথ শাস্তি নিশ্চিত করা হোক।

এস্তোনিয়া এমন একটি দেশ, যেখানে ঘৃণা, বর্ণবাদ, সহিংসতা বা চরমপন্থার কোনো স্থান থাকা উচিত নয়। আমরা এখানে পড়াশোনা করতে, কাজ করতে, জীবন গড়তে, এই দেশের উন্নয়নে অবদান রাখতে এবং সমাজকে আরও সাংস্কৃতিকভাবে বৈচিত্র্যময়, সম্মানজনক ও সহনশীল করতে এসেছি।

এই মুহূর্তে বাংলাদেশি কমিউনিটির প্রতি আমাদের বার্তা পরিষ্কার:

সতর্ক থাকুন। ঐক্যবদ্ধ থাকুন। কোনো ঘটনা ঘটলে চুপ থাকবেন না।

আপনি বা আপনার পরিচিত কেউ যদি ঘৃণা, সহিংসতা, হুমকি, হয়রানি বা বৈষম্যের শিকার হন, তাহলে—

সঙ্গে সঙ্গে পুলিশে রিপোর্ট করুন।
নিরাপদ হলে প্রমাণ সংগ্রহ করার চেষ্টা করুন।
বিশ্বস্ত কমিউনিটি সদস্যদের জানান।
আমাদের জানান, যাতে কমিউনিটি একসাথে ভুক্তভোগীর পাশে দাঁড়াতে পারে।

আমরা আতঙ্ক ছড়াতে চাই না, কিন্তু আমাদের সতর্ক থাকতে হবে।
আমাদের শক্তি আমাদের ঐক্য।

ঘৃণার বিরুদ্ধে আমরা একসাথে দাঁড়াই।
আমরা একে অপরকে সমর্থন করি।
একসাথে আমরা এস্তোনিয়াকে সবার জন্য আরও নিরাপদ করে তুলতে পারি।

Important Awareness Notice for the Bangladeshi Community in Estonia

Dear respected members of the Bangladeshi community,

As Kurban / Qurbani is coming, the Estonian and Bangladeshi Cultural Association (EBCA) would like to kindly remind everyone about the importance of following the laws of the Republic of Estonia.

Religious slaughter in Estonia is allowed only under strict legal conditions: it must take place in an official slaughterhouse, under veterinary supervision, and according to Estonian law. Private slaughter in farmhouses, backyards, or unofficial places is strictly prohibited and can create serious legal problems. ERR recently reported that the Ministry of the Interior has reminded the Muslim community about these rules before Eid al-Adha. ()

We understand that Kurban is an important religious duty for Muslims. However, as Muslims living in Estonia, we also have a responsibility to respect and obey the law of the country where we live.

Some members of our community may think about going to private farms and slaughtering animals themselves. EBCA strongly requests everyone not to do this illegal practice in Estonia. Law enforcement authorities are already concerned about this issue. If something bad happens, it will not only affect the individual person, but it may also damage the reputation and image of the whole Bangladeshi and Muslim community in Estonia.

There are legal alternatives. Halal slaughter can be arranged in countries where it is permitted under proper conditions, such as Latvia, Lithuania, or Poland, or through legal business entities that provide this service according to law and hygiene standards.

Our request to the community is simple:

Do your Kurban only where it is legally permitted.
Respect Estonian law.
Protect the good image of our community.
Fulfil your religious duty in a safe, legal, and responsible way.

Let us show that the Bangladeshi Muslim community in Estonia is respectful, responsible, and law-abiding.

প্রিয় এস্তোনিয়ায় বসবাসরত সম্মানিত বাংলাদেশি কমিউনিটির সদস্যবৃন্দ,

কোরবানীর সময় ঘনিয়ে আসছে। এই উপলক্ষে Estonian and Bangladeshi Cultural Association (EBCA) সবার প্রতি বিনীতভাবে আহ্বান জানাচ্ছে যে, আমরা সবাই যেন এস্তোনিয়া প্রজাতন্ত্রের আইন মেনে চলি এবং সম্মান করি।

এস্তোনিয়ায় ধর্মীয় পদ্ধতিতে পশু জবাই শুধুমাত্র কঠোর আইনি শর্তে অনুমোদিত। এটি অবশ্যই অনুমোদিত কসাইখানায়, ভেটেরিনারি তত্ত্বাবধানে এবং এস্তোনিয়ার প্রচলিত আইন অনুযায়ী হতে হবে। ব্যক্তিগত ফার্মহাউস, বাড়ির আঙিনা বা অননুমোদিত স্থানে পশু জবাই করা কঠোরভাবে নিষিদ্ধ। সম্প্রতি ERR নিউজও জানিয়েছে যে, Eid al-Adha উপলক্ষে Estonian Ministry of the Interior মুসলিম কমিউনিটিকে এ বিষয়ে সতর্ক করেছে।

আমরা জানি, কুরবানী মুসলমানদের জন্য অত্যন্ত গুরুত্বপূর্ণ একটি ধর্মীয় দায়িত্ব। তবে, এস্তোনিয়ায় বসবাসকারী মুসলমান হিসেবে আমাদের দায়িত্ব হলো—আমরা যে দেশে বসবাস করি, সেই দেশের আইনকে সম্মান করা এবং মেনে চলা।

আমাদের কমিউনিটির কিছু ভাই হয়তো ভাবতে পারেন যে, তারা বিভিন্ন ফার্মহাউসে গিয়ে নিজেরা পশু জবাই করবেন। EBCA দৃঢ়ভাবে অনুরোধ করছে—এস্তোনিয়ায় কেউ যেন এই অবৈধ কাজ না করেন। আইন প্রয়োগকারী সংস্থাগুলো ইতিমধ্যেই এই বিষয়টি নিয়ে উদ্বিগ্ন। যদি কোনো অনাকাঙ্ক্ষিত ঘটনা ঘটে, তাহলে তা শুধু একজন ব্যক্তির ক্ষতি করবে না, বরং এস্তোনিয়ায় পুরো বাংলাদেশি ও মুসলিম কমিউনিটির সুনামকেও ক্ষতিগ্রস্ত করবে।

আইনসম্মত কিছু বিকল্প রয়েছে। লাতভিয়া, লিথুয়ানিয়া বা পোল্যান্ডের মতো দেশগুলোতে, যেখানে হালাল জবাই বৈধভাবে করা যায়, সেখানে কুরবানীর ব্যবস্থা করা সম্ভব। এছাড়াও, এমন বৈধ ব্যবসায়িক প্রতিষ্ঠান বা সার্ভিসের মাধ্যমেও এটি করা যেতে পারে, যারা আইন এবং স্বাস্থ্যবিধি মেনে এই সেবা প্রদান করে।

আমাদের কমিউনিটির প্রতি আমাদের আন্তরিক আহ্বান:

✅ কুরবানী শুধুমাত্র সেখানে করুন, যেখানে এটি আইনগতভাবে অনুমোদিত
✅ এস্তোনিয়ার আইন মেনে চলুন
✅ আমাদের কমিউনিটির ভালো ভাবমূর্তি রক্ষা করুন
✅ নিরাপদ, আইনসম্মত এবং দায়িত্বশীলভাবে ধর্মীয় দায়িত্ব পালন করুন

আসুন, আমরা প্রমাণ করি যে, এস্তোনিয়ায় বসবাসরত বাংলাদেশি মুসলিম কমিউনিটি একটি সচেতন, দায়িত্বশীল এবং আইন মেনে চলা কমিউনিটি।
