🇨🇿 We were pleased to welcome Lukáš Kintr, Director of the Czech National Cyber and Information Security Agency (NÚKIB), to the E-Governance Academy in Tallinn.

As Czechia's national authority, NÚKIB is responsible for protecting critical infrastructure, coordinating national cybersecurity efforts and strengthening the country's resilience against cyber threats.

The visit was an opportunity to discuss our joint cybersecurity cooperation and capacity building, as well as future priorities for collaboration.

Over the years, eGA and NÚKIB have worked closely together on strengthening in the Western Balkans. Today, the cooperation continues through the EU Technical Support Instrument ( ), where eGA is supporting the implementation of the NIS2 Cybersecurity Directive in Czechia and contributing to broader efforts to strengthen cybersecurity resilience across the EU.

As the highest-ranked country in the National Cyber Security Index ( ), Czechia has built extensive expertise in cybersecurity governance, incident response and the protection of critical systems.

In an increasingly complex cyber threat environment, this type of expertise is highly valuable for strengthening cyber resilience across countries and regions.

We look forward to continuing our cooperation with NÚKIB and building on the strong partnership we have developed over the years!

🇪🇨 The success of is ultimately measured by how well public services meet citizens’ needs. That is why the selection of four priority for redesign and digitalisation under the programme, supported through EU's initiative, is an important milestone for ’s digital transformation journey.

Using an eGA-developed methodology, 27 institutions worked together to identify what matters most to citizens and what is ready for digital development.

💡This shows why co-creation works. It helps governments align, make decisions based on real needs, and move forward with shared ownership. This is how reforms turn into real results.

👉For governments looking to modernise public services, the message is clear: better services start with collaboration and a strong focus on citizens’ life events and real needs.

As the next step, the selected services move into validation, service design, and capacity-building phases, turning strategic ambitions into practical solutions.

🇺🇦🇪🇺 Ukraine joined the Fourth Meeting of the Interoperable Europe Board in Brussels, continuing its path towards deeper integration with the EU’s digital ecosystem.

Experts from E-Governance Academy, together with the Ministry of Digital Transformation of Ukraine, joined the meeting to discuss the future of interoperability in Europe and Ukraine’s alignment with EU digital standards. For many years, with the support of the European Union in Ukraine, eGA has been advancing Ukraine's interoperability, including the development of secure data exchange infrastructure and harmonisation of digital systems with European approaches and standards.

Since December 2025, Ukraine has participated in the Board as an observer, allowing Ukrainian experts to contribute to discussions on EU interoperability approaches already at the development stage and prepare national digital systems for integration with the EU Digital Single Market.

eGA expert Oleg Burba joined the meeting alongside the Ministry’s delegation. The discussions focused on:
🔹 updates to the European Interoperability Framework, with final adoption planned for 2027;
🔹 next strategic priorities for Interoperable Europe;
🔹 digital sovereignty, including secure technologies and cloud infrastructure.

In parallel, Ukraine and the EU are finalising a joint interoperability roadmap to harmonise digital systems and prepare Ukraine for integration into the EU’s common digital space.

Each such step brings Ukraine closer to seamless digital cooperation with the European Union and strengthens the country’s role in shaping Europe’s digital future 🤝

🇺🇦 🇪🇪 Cyber attacks against are becoming increasingly targeted and sophisticated. To enhance Ukraine’s resilience against this, we continue with practical trainings and exercises under “UA–EE Cyber Shield via Tallinn Mechanism” jointly with the National Cybersecurity Coordination Center (NCSCC), CybExer Technologies, and the e-Governance Academy, supported by the European Union and ESTDEV.

On 26–27 May, the 5th training session in the series brought together 100 cybersecurity specialists in Kyiv for two intensive days focused on incident response, cyber defence, and operational readiness. The programme combined specialised cybersecurity tools training for 40 participants with a Capture-the-Flag (CTF) Challenge involving 60 participants.

🤩 This time, our CTF also welcomed 5 teams from , further strengthening international cooperation on cybersecurity.

🦸‍♀️Importantly, 6 of the 20 participating teams were all-women teams, highlighting the growing gender equality and inclusion in cybersecurity.

So far, we have trained 700 cyber specialists within two ESTDEV-supported projects. 🦾 The energy and motivation of the participants are empowering us to continue!

🎧 Four years ago, AI in government still felt mostly theoretical. Today, Estonia has more than 220 public sector AI use cases and an estimated annual impact of nearly €60 million.

💻 eGA team has started a new phase of developing digital municipal services in the Zhytomyr region

Experts from the E-Governance Academy, together with Zhytomyr Regional State Administration and with the support of the Estonian Centre for International Development, have started the third phase of the project focused on improving digital municipal services for vulnerable groups in the region.

Within this initiative, eGA experts support communities in developing and implementing digital services, integrating them with existing digital infrastructure, strengthening local digital capacities, and helping municipalities transition from fragmented solutions to a more systemic approach to digital service delivery.

The project builds on previous phases implemented in 2024–2025, during which the eGA team, together with local partners, developed the Zhytomyr Local Public Services Portal and first digital services for veterans at the community level.

📊Earlier assessments showed that 72% of communities in the region still lack digital development strategies, 92% of service delivery processes remain manual, and only 6% of services are currently available online. This means that even access to basic services often still requires physical presence and additional time from citizens.

Thus, the new phase focuses on:
🔹digitalising 5 additional municipal services;
🔹 integrating services with the Vulyk system for delivery through ASCs;
🔹expanding the portal to 10 communities;
🔹training local teams and promoting digital services among residents.

Since 2024, with Estonia's support, eGA experts, together with regional partners, have been strengthening digital service delivery in the Zhytomyr region — one of Estonia’s priority regions for recovery and development support in Ukraine. With this new project, the cumulative ESTDEV support for digitalisation initiatives in the Zhytomyr region delivered through eGA alone has now reached EUR 600,000 🤝

🇺🇦🌍 Ukraine showcased its modernised Electronic Apostille Register at the 14th International e-APP Forum in Marrakech — one of the key global events dedicated to apostille and e-APP implementation, organised by the HCCH - Hague Conference on Private International Law

The upgraded system was presented by E-Governance Academy experts together with the Ministry of Justice of Ukraine. Over the past three years, the eGA team have supported the modernisation of Ukraine’s Electronic Apostille Register and the implementation of the e-APP programme, both funded by the European Union in Ukraine.

During the forum, eGA’s Senior Expert Dmytro Matrosov presented the results of this work and joined discussions on technical implementation of e-APP systems, electronic signatures and seals, as well as cross-border interoperability.

Ukraine also proposed moving towards deeper international cooperation by collecting and systematising best technical practices and exploring the possibility of creating a single access point to national apostille registers of Convention member states. Such an approach could make international document verification even faster, simpler, and more transparent.

Ukraine’s experience in digital apostille services is already receiving international recognition. The modernised register attracted strong interest from forum participants, with Ukraine increasingly recognised as one of the leading countries in e-APP implementation 🌐

The next step is launching an online apostille service on the state e-service platform Diia, allowing people to submit documents for apostille online in just a few clicks.

🇱🇻 Rīga is serious about becoming AI-ready. This became crystal clear during the fact-finding mission under the EU-funded AI-ready Municipalities project last week.

Together with municipal leaders, digital experts, HR specialists, and legal advisors, we explored how responsible AI can support better city administration.

👉What stood out most was the dedication and openness of the people involved. Riga has already brought together a team of AI frontrunners who are learning together, sharing knowledge, and helping drive innovation across the municipality.

💬As project team lead, Piret Hirv pointed out: “The workshops and interviews showed a very high level of dedication. It is truly a pleasure to collaborate with such motivated project partners.”

The insights gathered in Riga will help shape the city’s AI implementation roadmap and future capacity-building activities.

Next stop: Rotterdam 🚀

🇺🇦🇪🇺With the European Union-support, launched a nationwide simulation training programme with the first Tabletop Exercise ( ) in Kyiv, bringing together 60 professionals to practice cyber incident response.

Organised by the E-Governance Academy together with the State Service of Special Communications and Information Protection of Ukraine, the training programme will help regional teams across Ukraine strengthen their preparedness and response to large-scale .

💻 During the exercise, participants worked through realistic scenarios, practicing across teams and making critical decisions under pressure. Built through preparation, practice, and cooperation, these are the skills that matter most during a cyber crisis.

Trainings like this are no longer just a precaution — they are a necessity for Ukraine. 💡In 2025 alone, CERT-UA handled nearly 6,000 cyber incidents, a 37% increase compared to the previous year. Hence, the need for a fast and coordinated response has become more important than ever.

In total, 10 rounds of 🛡️exercises will take place across different regions throughout 2026 as part of the -supported project led by the e-Governance Academy.

🎧 In this episode of the Digital Government Podcast, recorded around Europe Day, we speak with Florian Hauser, Deputy Head of Unit for Public Administration at SG REFORM from the European Commission, and Hannes Astok, Executive Director of the E-Governance Academy, about what actually makes public sector reforms succeed.

We discuss the European Union’s Technical Support Instrument ( ), which was created to fill a critical gap in public sector reform to provide structured expert support at the stage when reforms are still being designed.

Rather than focusing primarily on funding, TSI helps governments create space for strategic thinking, peer learning and long-term planning before implementation begins.

We are currently delivering five TSI projects with EU Member States with a focus on digital reforms, each drawing on a mix of Estonian experience and wider European and eGA practice.
