Since 2020, IRCT has been collecting Global Impact Data from our membership network, tracking the evolution of key figures on numbers of survivors treated each year, advocacy activities, the link between torture and poverty, and other crucial markers.

This year we also publish, for the first time, a number for those States which both have allegations of against them in UN UPR record (128) and those with both allegations of torture and extrajudicial killings or enforced disappearance, indicating a policy of State violence: 84.

It's a sobering reminder of the challenge faces in our current context.

In , IRCT member CINTRAS, Centro de Salud Mental y Derechos Humanos has been leading advocacy for a comprehensive reparation law for victims of police and other ill-treatment during the 2019 Chilean social uprising.

In just three months, police in Chile fired nearly two million so-called rubber pellets - the majority in the first two weeks - in a brutal crackdown on protesters demanding economic reforms and .

Between 400 and 500 people were left blinded or otherwise seriously injured in their eyes, one of the first times the world had witnessed, at such a scale, the devastating impact of police abusing crowd control equipment to punish and deter democratic protests.

One of those protesters left blinded was Jorge Salvo, who never recovered from the impact of his injury and took his own life, leaving his mother Susana Alarcon, interviewed in the film here, struggling to come to terms with her loss, but finding support among survivors and family members brought together by CINTRAS.

Ahead of International Day in Support of Victims of Torture, IRCT begins publishing a series of short films highlighting the impact of torture in protest in and the work of those who document it and support survivors and victims.

'There is a lack of research, academic work on policing and on torture.'

MD. Zarif Rahman, research director at Sapran - সপ্রান, highlights the critical gap in our understanding of police violence and the reality of torture faced by victims.

'Pellet gun was so normalized by the regime because it's simple, it doesn't kill anybody. But also the legal perspective allowed that because the government labeled it 'less lethal.'

At Sapran, the team is working to bridge this research gap by reaching out to victims, documenting their suffering, and analyzing the "social debt" inflicted by these so-called "less lethal" weapons.

Responding to the crisis in Bangladesh, the Consortium supports national legal and health-based organisations working to document cases and rehabilitate survivors.

How did the Chilean state respond to the thousands of of the massive 2019 social uprising?

📖 A new article by Kornfeld & Santelices in Torture Journal Vol. 35 No. 1 (2026) examines 's fragmented institutional response to victims of the 2019–2020 uprising — from healthcare and rehabilitation to accountability — and draws broader lessons for reparation in the aftermath of state violence.
With over 10,000 cases registered and 90% closed, the findings raise urgent questions about what justice truly looks like.

Victims of State violence are not only those directly injured, or even their close family.

In , street cleaners after the lethal crackdown on the July 2024 mass protests saw pools of blood and dead bodies, leaving many deeply traumatised.

Already severely marginalised as so-called 'untouchables', members of this vulnerable group were supported by IRCT member Development Centre Human Rights Development Centre-HRDC -মানবাধিকার উন্নয়ন কেন্দ্র with mental health and psychosocial care to aid their recovery.
