The European International Commission for Development and Human Rights (EICDHR) expresses deep concern over the Israeli Knesset’s approval of a new law expanding and facilitating the use of the death penalty, in a move that represents a serious escalation and contradicts fundamental human rights principles.

This development not only threatens the right to life but also undermines essential guarantees of a fair trial, raising serious concerns about deepening discrimination and reinforcing an unequal legal framework within a broader context marked by double standards.

At a time when the international community is moving toward limiting or abolishing the death penalty, this law reflects a troubling setback from international standards and calls for urgent and responsible action to ensure the protection of fundamental rights.

⛔️ شمال شرق سورية حين تحرق البيوت قبل أن تدفن الحقيقة

في شمال شرق سورية، لا تأتي الأخبار دفعة واحدة. تصل متقطعة، مثل طرقات خفيفة على باب الضمير، ثم فجأة تتحول إلى صدمة. بيوت أُحرقت في الحسكة. عائلات قُتلت داخل منازلها. سجون فُتحت على الدم لا على العدالة. وكلما حاول أحد أن يسأل: ماذا جرى؟ كان الجواب غالبًا دخان، أو جدار محترق، أو صمت أثقل من الكلام.

ما حدث في الطبقة قبل انسحاب قوات سورية الديمقراطية لم يكن انسحاب بالمعنى العسكري البارد. كان ارتباك، فوضى، وأفعال بدت وكأنها تسابق الزمن. سجناء قُتلوا. مدنيون سقطوا بلا تفسير مقنع. ثم جاءت النار، لتحرق محكمة الرقة، وكأن الوثائق نفسها متهمة، وكأن الأدلة عدو يجب التخلص منه. لا أحد يحرق محكمة لأنه يحترم القانون.

في الحسكة، الصورة لا تقل قتامة. شهادات محلية تحدثت عن اقتحام منازل، عن تهجير قسري، عن عائلات دُفنت أحلامها تحت الركام. الحرق هنا ليس تفصيل عرضي، الحرق لغة. لغة تقول للناس: لا تعودوا، ولا تسألوا، ولا تتذكروا. وكأن الأرض نفسها يجب أن تُفرَّغ من شهودها.

ثم هناك الأطفال. هذه النقطة وحدها كافية لتسقط كل الأقنعة. أطفال أُخذوا من مدارسهم، من شوارعهم، من فقرهم، ودُفعوا إلى مسار لا يملكون فهمه ولا اختيار الخروج منه. تجنيد القاصرين ليس “خطأً” في إدارة النزاع، بل جريمة مكتملة الأركان. والنساء، في كثير من الحالات، لم يكن فاعلات بقدر ما كنّ وقود دعائي أو أدوات ضغط اجتماعي، يُستدعى حضورهن حين تخدم الصورة، ويُهمَّشن حين يُطرح سؤال المحاسبة.

ما يربك أكثر هو هذا الإصرار على إشعال التوترات المحلية. عرب ضد كرد، عشيرة ضد أخرى، حيّ ضد حيّ. كأن الفتنة أصبحت وسيلة حكم، وكأن سورية الموحدة تشكل خطراً أكبر من الخراب نفسه. في بيئة كهذه، لا يمكن للتنمية أن تبدأ، ولا للثقة أن تنمو. كل مشروع يصبح هشاً، وكل محاولة بناء تُقابَل بالخوف.

من هذا المكان بالذات، من هذا التراكم الثقيل من الوقائع والشهادات، لم يعد ممكناً بالنسبة لي، بصفتي رئيس مجلس إدارة الهيئة الأوروبية الدولية للتنمية وحقوق الإنسان (EICDHR)، أن أتعامل مع الأمر بوصفه “ملف بعيد”. ما يجري هناك له امتداد مباشر هنا، في أوروبا، وفي ألمانيا تحديداً، حيث تُرفع شعارات، وتُجمع أموال، ويُمارس ترويج سياسي لتنظيم مصنّف إرهابياً، بينما الضحايا الحقيقيون بلا صوت.

لهذا قررنا، أنا وزملائي في الهيئة، الانتقال من التوصيف إلى الفعل القانوني. بدأنا بتوثيق ما أمكن توثيقه، ليس بدافع الانتقام، بل بدافع المسؤولية. أصدرنا بياننا القانوني الواضح بشأن حظر دعم والترويج لحزب العمال الكردستاني داخل ألمانيا، مؤكدين أن القانون ليس رأياً، وأن حماية الأطفال ليست مسألة قابلة للتأجيل أو المساومة.

نحن لا نزعم امتلاك الحقيقة الكاملة، ولا ندّعي أن العدالة سهلة أو سريعة. لكننا نعرف شيئ واحد جيداً: الصمت شراكة، وغضّ الطرف شكل آخر من أشكال التواطؤ. وبين بيوت أُحرقت في الحسكة، ومحكمة أُحرقت في الرقة، وأطفال جُرّدوا من طفولتهم، يصبح الموقف الأخلاقي واضحاً، حتى لو كان الطريق القانوني طويلاً ومرهقاً.

هذه ليست معركة سياسية، ولا تصفية حسابات. إنها محاولة متواضعة، لكنها ضرورية، لإعادة الاعتبار لفكرة بسيطة جداً: أن القانون يجب أن يُطبّق، وأن الضحية ليست تفصيل، وأن سورية لن تُبنى بالنار ولا بالأنفاق ولا بتجنيد الأطفال، بل بالعدالة، أو لن تُبنى على الإطلاق..

The European International Commission for Development and Human Rights (EICDHR) reaffirms its firm rejection of any form of support, promotion, or communication with the Kurdistan Workers’ Party (PKK) within Germany, in full compliance with German and European law, and in defense of society and human rights—especially the protection of children from recruitment and exploitation.

Combating terrorism and upholding the rule of law are legal and moral responsibilities that allow no selectivity.
