Last week, Turkey also established the legal framework for monitoring industrial greenhouse gas emissions, which is intended to form the basis for a future emissions trading scheme.

Under this scheme, emitters are divided into three categories: installations up to 50,000, installations up to 500,000, and major emitters with more than 500,000 tonnes of CO2 or its equivalent in other greenhouse gases (CO2e). A start date for the emissions trading scheme has not yet been set.

According to figures from the German Emissions Trading Authority (DEHSt) at the Federal Environment Agency, the 1,794 stationary industrial and energy installations in Germany emitted around 264 million tonnes of CO2 equivalents under the European Emissions Trading Scheme 1 (EU ETS1) in 2025.

This meant that emissions were around 3.2 per cent below the previous year’s figure; in 2024, the decline had been 5.5 per cent. In the aviation sector, emissions fell by 2.2 per cent in 2025 to around 8.8 million tonnes of CO2 equivalents, having risen by 16 per cent the previous year.

Prices for emission allowances in the EU ETS1 ranged from 82.00 to 84.72 euros last week, ending the week with a slight increase of 12 cents on a closing price basis.

With the start of September, the increased auction volume will come into effect for the first time this week. A total of 11,372,500 EUAs will be put up for auction across all five trading days.

In Germany’s national emissions trading scheme, 10,670,525 national emission allowances with the year code 2026 (nEZ26) were auctioned last week within a price range of between €55 and €65. As in all previous auctions, the maximum price of €65 was achieved. The allocation rate stood at 2.02 per cent, as in the previous week, based on a total of 529,324,683 allowances bid for.

This Wednesday and the following Wednesday will see the last two auctions of this type for 2026 take place. This week, 10,671,000 nEZ26 are on offer in the EEX auction calendar, with the remaining 10,682,345 allowances to be offered next week.

Sehr geehrte Damen und Herren,

in der vergangenen Woche hat nun auch die Türkei die rechtliche Basis für ein Monitoring von industriellen Treibhausgasemissionen geschaffen, welche Grundlage für ein kommendes Emissionshandelssystem sein soll.

Hierbei werden Emittenten in drei Kategorien unterteilt: Anlagen bis 50.000, Anlagen bis 500.000 und Großemittenten mit mehr als 500.000 Tonnen CO2 oder dessen Äquivalents an anderen Treibhausgasen (CO2e). Ein Zeitpunkt für den Beginn des Emissionshandelssystems wurde bislang noch nicht festgelegt.

Nach Angaben der Deutschen Emissionshandelsstelle (DEHSt) im Umweltbundesamt stießen die 1.794 stationären Industrie- und Energieanlagen in Deutschland im Jahr 2025 im Europäischen Emissionshandel 1 (EU ETS1) rund 264 Millionen Tonnen CO2-Äquivalente aus.

Damit lagen die Emissionen etwa 3,2 Prozent unter dem Vorjahreswert; 2024 hatte der Rückgang noch 5,5 Prozent betragen. Im Luftverkehr sanken die Emissionen 2025 um 2,2 Prozent auf rund 8,8 Millionen Tonnen CO2-Äquivalente, nachdem sie im Vorjahr um 16 Prozent gestiegen waren.

Die Preise für Emissionsrechte im EU ETS1 zeigten sich in der vergangenen Woche in einer Spanne von 82,00 bis 84,72 Euro, um die Woche auf Schlusskursbasis mit einem kleinen Zuwachs von 12 Cent zu beenden.

Mit Beginn des Septembers kommt in dieser Woche erstmalig das erhöhte Auktionsvolumen zum Tragen. Insgesamt 11.372.500 EUAs werden an allen fünf Handelstagen zur Versteigerung gelangen.

Im nationalen Emissionshandel Deutschlands wurden in der vergangenen Woche 10.670.525 nationale Emissionszertifikate mit der Jahreskennung 2026 (nEZ26) im Preiskorridor zwischen 55 und 65€ versteigert. Wie in allen Auktionen zuvor wurde der Höchstpreis von 65€ erzielt. Die Zuteilungsquote belief sich bei insgesamt 529.324.683 gebotenen Stücken auf 2,02% wie in der Vorwoche.

An diesem und dem darauffolgenden Mittwoch werden die letzten beiden Auktionen in dieser Form für 2026 mit jeweils stattfinden. In dieser Woche stehen im Auktionskalender der EEX 10.671.000 nEZ26 angeboten, in der kommenden Woche dann die restlichen 10.682.345 Zertifikate.

Although it is not a topic often discussed in public, China has also introduced a national emissions trading scheme similar to the European Union Emissions Trading Scheme (EU ETS), which is being gradually expanded to include, amongst others, the chemical and petrochemical industries. As a result, around 80 per cent of Chinese emissions are set to be subject to pricing in the not-too-distant future.

In the first seven months of this year, around 930 million allowances were traded on the Chinese ETS, each representing the emission of one tonne of CO2 or its equivalent in other greenhouse gases.

In this way, China also aims to create incentives for reducing greenhouse gas emissions in order to drive forward decarbonisation. For it is not only Europe that is suffering increasingly from the consequences of human caused climate change, but China too. Heatwaves and the ever-melting glaciers in the Himalayas are also posing immense challenges for businesses and domestic agriculture there.

Last week, oil and gas prices rose further, and the fact that Germany’s gas storage facilities are currently barely half full, whilst the Strait of Hormuz is allowing only a few cargo ships through, is unlikely to prompt prices to fall.

Despite rising prices for fossil fuels, EUAs have remained well above the 80-euro mark and recorded a gain of around one per cent on a closing price basis for the week.

Last week, the 65-euro rule in Germany’s national emissions trading scheme came to an end, meaning that only a volume of 10,670,528 nEZ26 was allocated at the maximum price of 65 euros. The volume of bids fell by around 18 million allowances to 528 million, resulting in an allocation rate of 2.02 per cent with a cover ratio of 49.5.

In our penultimate edition of the market report dated 10 August 2026, we wrote that the final auction within the price corridor of 55 to 65 euros was expected to take place on 2 September 2026, in accordance with the BEHG, with 21 million allowances, provided the remaining volume fell below the threshold of 32,013,000. However, we failed to take into account that two further auctions are due to take place from that point onwards, meaning that the final auction will take place on 9 September 2026. We apologise for this oversight. Consequently, 10.67 million shares will be auctioned in each of the remaining three auctions.

From calendar week 45 onwards, unlimited additional purchases can be made for one month at a price of 68 euros on Tuesdays and Wednesdays. The first auction will therefore be on 3 November, and the last on 3 December 2026.

Next year, under the 10 per cent top-up scheme, certificates held in the relevant register account as at 31 December 2026 may be ordered at a price of 70 euros.

Sehr geehrte Damen und Herren,

auch wenn es in der Öffentlichkeit eher kein Thema ist, hat auch China ein nationales Emissionshandelssystem ähnlich dem Europäischen Emissionshandelssystem EU ETS eingeführt, welches sukzessive ausgeweitet wird, unter anderem auf die chemische Industrie sowie die Petrochemie. Somit sollen in nicht allzu ferner Zukunft rund 80% der chinesischen Emissionen bepreist werden.

In den ersten sieben Monaten dieses Jahres wurden im chinesischen ETS rund 930 Millionen Zertifikate gehandelt, welche jeweils die Emission einer Tonne CO2 oder dessen Äquivalent an anderen Treibhausgasen verbrieft.

Somit will China ebenfalls Anreize zur Treibhausgasreduktion schaffen, um eine Dekarbonisierung voranzutreiben. Denn nicht nur Europa leidet immer stärker unter den Folgen des pathogen indizierten Klimawandels, sondern auch China. Hitzewellen und die immer mehr abschmelzenden Gletscher im Himalaya stellen auch dort die Unternehmen und die heimische Landwirtschaft vor immense Herausforderungen.

In der vergangenen Woche sind die Preise für Öl und Gas weiter angestiegen und die Tatsache, dass Deutschlands Gasspeicher zur Zeit gerade einmal zur Hälfte gefüllt sind, während die Straße von Hormus nur wenige Transportschiffe durchlässt, sollte die Preise nicht zum Sinken motivieren.

Trotz steigender Kurse fossiler Energieträger haben sich die EUAs weiter deutlich oberhalb der 80-Euro-Linie positioniert und auf Wochenschlusskursbasis einen Zuwachs von rund einem Prozent erzielt.

In der vergangenen Woche endete die 65-Euro-Regel im nationalen deutschen Emissionshandel, womit lediglich ein Volumen in Höhe von 10.670.528 nEZ26 zum Maximalpreis von 65 Euro zur Zuteilung kam. Das Gebotsvolumen ging um rund 18 Millionen Zertifikate auf 528 Millionen zurück und die Zuteilung belief sich dadurch auf 2,02% bei einer Cover Ratio von 49,5.

In unserer vorletzten Ausgabe des Marktberichts vom 10.08.2026 haben wir geschrieben, dass die letzte Auktion im Preiskorridor von 55 bis 65 Euro voraussichtlich gemäß BEHG mit 21 Millionen Stücken am 02.09.2026 stattfinden wird, wenn das restliche Volumen die Schwelle von 32.013.000 unterschreitet. Hier haben wir außer Acht gelassen, dass ab diesem Zeitpunkt jedoch noch zwei Auktionen stattzufinden haben, womit die letzte Auktion am 09.09.2026 stattfinden wird. Wir bitten, diesen Fauxpas zu entschuldigen. Somit werden in den verbleibenden drei Auktionen jeweils 10,67 Millionen Stücke versteigert.

Ab der 45. Kalenderwoche kann dann einen Monat lang unlimitiert zum Preis von 68 Euro jeweils dienstags und mittwochs nachgekauft werden. Die erste Auktion ist somit am 03.11., die letzte am 03.12.2026.

Im kommenden Jahr kann dann im Rahmen der 10%-Nachkaufregelung der per 31.12.2026 auf dem jeweiligen Registerkonto befindlichen Zertifikate zum Preis von 70 Euro geordert werden.

Dear Sir or Madam,

Last week, the German Federal Cabinet approved the amendments to the Fuel Emissions Trading Act (BEHG) that had been on the cards for some time. Originally, the price of national emission allowances was to be aligned with the price of emission allowances in the EU ETS1 from 2027; now, however, prices are to remain within a range of €55.00 to €65.00, as has been the case this year.

Another new development is that the maximum bid volume has been reduced from 50 per cent of the respective auction volume to 20 per cent, a limit which must not be exceeded by any individual bidder. As has been the case to date, allowances with the year code 2027 may be used for previous years, but national emission certificates (nEZ) from 2026 cannot be used to meet compliance obligations in 2027.

Furthermore, in 2027, bids may only be submitted for delivery to a compliance account held by companies subject to the Fuel Emissions Trading Act (BEHG); however, this is already the practice for intermediaries such as ourselves, whereby delivery is made directly by EEX/ECC to the client’s registry account.

This is intended to ensure a higher allocation per auction for compliance buyers, in contrast to this year, and to minimise the influence of speculative market participants.

This week, for the first time in the national emissions trading scheme, only the volume of 10,671,000 will be released onto the market via the EEX, as the €65 rule – which previously guaranteed a double allocation – no longer applies.

Meanwhile, in the EU ETS1, prices fell moderately by 1.8% last week, as prices for fossil fuels rose significantly amid fears of a renewed escalation in the Iran conflict. British gas rose by 10.5% and Brent crude oil by 5.5% on a week-end closing price basis.

As the Trump administration is in the midst of an election campaign and therefore wishes to conceal the failure of the war in Iran as best it can ahead of the mid-term elections on 3 November, an early end to the blockade of the Strait of Hormuz is not to be expected.

Demand for fossil fuels tends to rise during the winter months, which means prices could rise significantly as autumn approaches, in turn negatively impacting global economic growth.

The fact that EUAs have nevertheless remained stubbornly above the 80-euro mark for the past month is currently largely due to technical factors, although trading volumes are currently rather low due to the holiday season.

This week, a total of 9,120,000 EUAs will be put up for auction on the EEX across all five trading days.

in der vergangenen Woche hat das deutsche Bundeskabinett die sich bereits seit Längerem abgezeichneten Änderungen des Brennstoffemissionshandelsgesetz (BEHG) beschlossen. Ursprünglich sollte sich der Preis der nationalen Emissionszertifikate 2027 am Preis der Emissionsrechte im EU ETS1 orientieren, nun sollen die Preise wie in diesem Jahr weiterhin in einem Korridor von 55,00 bis 65,00 Euro verbleiben.

Weiteres Novum ist, dass die Gebotsmenge von bislang 50% des jeweiligen Auktionsvolumens auf 20% abgesenkt wurde, welches je Bieter nicht überstiegen werden darf. Wie bislang auch können Zertifikate mit der Jahreskennung 2027 für Vorjahre genutzt werden, aber nEZ aus 2026 können nicht für die Compliance-Verpflichtung in 2027 verwendet werden.

Zudem können im Jahr 2027 Gebote ausschließlich zur Auslieferung auf ein Compliance-Konto von nach dem BEHG verpflichteten Unternehmen abgegeben werden, was jedoch von Intermediären wie uns bereits jetzt so gehandhabt wird, wodurch eine Lieferung direkt durch die EEX/ECC an das Registerkonto des Auftraggebers erfolgt.

Hierdurch soll im Gegensatz zu diesem Jahr eine höhere Zuteilung je Auktion an Compliance-Käufer gewährleistet und der Einfluss von spekulativen Marktteilnehmern minimiert werden.

In dieser Woche kommt nun zum ersten Mal im nationalen Emissionshandel lediglich das Volumen von 10.671.000 an der EEX auf den Markt, da die 65-Euro-Regelung, die bislang eine doppelte Zuteilung gewährleistete, nicht mehr in Frage kommt.

Im EU ETS1 haben indes die Preise in der vergangenen Woche moderat um 1,8% nachgegeben, da die Preise für fossile Brennstoffe aus Angst vor einer erneuter Eskalation im Irankrieg deutlich zugelegt haben. So verteuerte sich britisches Gas um 10,5% und Rohöl der Sorte Brent um 5,5% auf Wochenschlusskursbasis.

Da sich die Trump-Regierung im Wahlkampf befindet und deswegen das Scheitern des Iran-Kriegs vor den Midterms am 3. November bestmöglich verbergen will, ist hier mit einem vorherigen Ende der Blockade der Straße von Hormus nicht zu rechnen.

Tendenziell werden fossile Brennstoffe in den Wintermonaten mehr nachgefragt, wodurch sich die Preise in Richtung Herbst noch erheblich verteuern könnten, was wiederum das globale Wirtschaftswachstum negativ beeinflusst.

Dass sich die EUAs trotzdem seit einem Monat hartnäckig oberhalb der 80-Euro-Marke halten, hat derzeit zum Großteil charttechnische Ursachen, wobei das Handelsvolumen aufgrund der Urlaubssaison aktuell eher gering ausfällt.

In dieser Woche werden an der EEX insgesamt 9.120.000 EUAs an allen fünf Handelstagen zur Versteigerung gelangen.

Dear Sir or Madam,

The European Energy Exchange has published the auction calendar for the coming year for the European Emissions Trading Scheme (EU ETS1).

A total of 339,476,500 EUAs are to be auctioned via the common auction platform CAP4, comprising 77,631,500 EUAs for Germany and 49,770,500 EUAs for Poland.

From January to August 2027, each CAP4 auction will comprise 2,043,000 EUAs, 1,290,000 EUAs for Germany and 1,685,000 allowances for Poland. The volumes for September to December 2027 are provisional and are expected to change as a result of future adjustments to the market stability reserve.

This week, a total of 7,739,500 EUAs will be offered for auction on the EEX over four trading days, as the Polish auction is not taking place this time.

A further 10,671,000 German national emission allowances will also be put up for auction next Wednesday. This week marks the final application of the €65 rule, which is expected to result in twice the usual volume being allocated once again.

Consequently, there will in all likelihood be around 43 million allowances remaining next week, and only the 10.67 million allowances scheduled for auction will be put up for auction in the following week.

Last week, demand from the 111 bidders in total rose to a volume of 535 million allowances, which is why the allocation of the 21.3 million nEZ26 allowances fell to 3.99 per cent.

Should demand continue to rise or even simply remain stable, this would mean that, for the auction on 19 August, the allocation of the 10.7 million allowances would fall below 2 per cent.

In accordance with Section 12(5) of the BEHV, the €65 rule no longer applies if the remaining auction volume prior to an auction date amounts to less than one third of the
total auction volume (64,028,413 nEZ).

Currently, 64,035,915 nEZ are still available ahead of the upcoming Wednesday auction, which is why this rule does not apply and, consequently, the volume – which is approximately double – should come into effect.

On average, 21,341,554 nEZ were issued in the previous six auctions. As 42,694,361 allowances will still be available after this week’s auction, if this average were to hold, 32,023,361 nEZ26 remaining after next week’s auction (calendar week 34) – approximately 10,000 more than the 32,013,000 nEZ, below which all remaining allowances will be auctioned off.

Consequently, a further 10,671,000 nEZ26 will be auctioned in calendar week 35, and the final auction is expected to take place in calendar week 36 on 2 September, with a volume of 21.4 million allowances.

Sehr geehrte Damen und Herren,

die European Energy Exchange hat den Auktionskalender für das kommende Jahr für den europäischen Emissionshandel (EU ETS1) veröffentlicht.

Insgesamt sollen 339.476.500 EUAs über die gemeinsame Auktionsplattform CAP4, 77.631.500 EUAs für Deutschland und 49.770.500 EUAs für Polen versteigert werden.

Von Januar bis August 2027 umfasst jede CAP4-Auktion 2.043.000 EUAs, 1.290.000 EUAs für Deutschland und 1.685.000 Zertifikate für Polen. Die Mengen für September bis Dezember 2027 sind vorläufig und werden sich voraussichtlich durch künftige Anpassungen der Marktstabilitätsreserve noch ändern.

In dieser Woche werden an der EEX insgesamt 7.739.500 EUAs an vier Handelstagen zur Versteigerung angeboten, da die polnische Auktion turnusmäßig ausbleibt.

Ebenfalls zur Versteigerung werden am kommenden Mittwoch 10.671.000 nationale Emissionszertifikate gelangen. In dieser Woche findet nun zum letzten Mal die 65-Euro-Regel statt, wodurch aller Voraussicht nach wieder das doppelte Volumen ausgekehrt wird.

Somit verbleiben in der kommenden Woche aller Wahrscheinlichkeit nach noch ca. 43 Millionen Zertifikate und es werden in der kommenden nur noch die zur Versteigerung stehenden 10,67 Millionen Stücke versteigert.

In der vorangegangen Woche stieg die Nachfrage der insgesamt 111 Bieter auf ein Volumen von 535 Millionen Stücke an, weswegen die Zuteilung der 21,3 Millionen nEZ26 auf 3,99% zurückging.

Sollte die Nachfrage weiterhin steigen oder auch nur stagnieren, würde dies für die Auktion am 19. August bedeuten, dass die Zuteilung der 10,7 Millionen Zertifikate unter 2% liegen wird.

Gemäß § 12 Abs. 5 BEHV findet die 65-Euro-Regel keine Anwendung mehr, wenn die noch verbleibende Versteigerungsmenge vor einem Versteigerungstermin weniger als ein Drittel der
Gesamtversteigerungsmenge (64.028.413 nEZ) beträgt.

Aktuell sind noch 64.035.915 nEZ vor der anstehenden Mittwochsauktion verfügbar, weswegen diese Regelung nicht greift und daher wiederum das annähernd verdoppelte Volumen zum Tragen kommen sollte.

Durchschnittlich wurden in den vorangegangenen sechs Auktionen 21.341.554 nEZ ausgegeben. Da nach der Auktion in dieser Woche 42.694.361 Zertifikate noch da sind, wenn dieser Mittelwert eintreten würde, wären nach der Auktion in der kommenden Woche (KW 34) noch 32.023.361 nEZ26 verfügbar, also ca. 10.000 Stücke mehr als die 32.013.000 nEZ, unter welchem Level alle restlichen Stücke in einer Auktion versteigern werden.

Infolgedessen werden entsprechend in der KW 35 nochmals 10.671.000 nEZ26 versteigert und die letzte Auktion sollte entsprechend in der KW 36 am 2. September stattfinden und ein Volumen von 21,4 Millionen Zertifikaten haben.
