With , we reach the final country in our HOIFA series.

During the second year of ToGETHER 2.0, four locally led HOIFA projects in Amhara and Oromia reached 17,822 people. 50% were women and girls, and 5.9% were people with disabilities.

From displacement and drought to cholera and Mpox outbreaks, the four projects show how local partners used flexible funding in different ways depending on the priorities and risks in each context.

📍 HOIFA in Myanmar

In , locally led humanitarian action had to respond to very different realities, from the 2025 earthquake to ongoing conflict and displacement.

During the second year of ToGETHER 2.0, the local partners used HOIFA to reach 25,673 people, of whom 57.3% were women and girls.

Across these responses, flexibility took different forms. For this post, we take a closer look at the earthquake response. Local partners combined multipurpose cash, shelter and household items, food, and WASH support, adapting assistance to the different needs identified across affected areas.

The example shows how flexible funding can enable local partners to shape humanitarian assistance around the priorities and circumstances they encounter on the ground.

📍 HOIFA in Bangladesh

What does flexible humanitarian funding look like when communities identify different priorities?

During the second year of ToGETHER 2.0, all five local partners in implemented HOIFA projects, reaching around 7,513 people. 81% of participants were women and girls, while 6.5% were people with disabilities. Across the five responses, local partners combined multipurpose cash with WASH, hygiene and dignity support, food assistance, and preparedness activities according to the needs identified in each context.

In Sunamganj, ERA combined unconditional cash with targeted menstrual hygiene support after consultations highlighted specific barriers faced by adolescent girls alongside wider household needs. In Char Kukri Mukri, Bhola, CDD used the People First Impact Method to involve people with disabilities, women, youth, farmers, fisherfolk, and other community members in identifying priorities, with accessibility influencing how the response itself was designed.

Our series began around as an opportunity to look more closely at locally led humanitarian action across different contexts. Two final country overviews are still to come.

📍 HOIFA in Pakistan

In Pakistan, four HOIFA responses were implemented during the second year of ToGETHER 2.0, reaching 18,483 people, 50.4% were women and girls.

Across Buner, Chiniot, and Muzaffargarh, local partners IDEA and RCDS implemented 4 HOIFAs to respond to flood-related needs through food assistance, hygiene and dignity support, winter items, and essential household supplies.

The projects also show how the way assistance is delivered can be adapted to each context. In Buner, one response worked with village committees and youth volunteers, while another focused specifically on women and shifted to smaller, decentralized and women-only distribution spaces. In Chiniot, a People First Impact Method (P-FIM) exercise helped communities identify priorities before activities were designed.

📍 HOIFA in Indonesia

From and community early warning systems to cash and voucher assistance and multi-sector emergency response, HOIFA has been used in different ways across depending on local priorities and the stage of a crisis.

During the second year of ToGETHER 2.0, 6 locally led HOIFA projects were implemented by four local partners, reaching 17,144 people, 52.6% were women and girls.

👉 This carousel shows some of that diversity. In East Lombok, the WAVES project placed women’s leadership at the center of anticipatory action, linking community knowledge with early warning and village planning. In Dompu, 607 households used vouchers to prioritize their own needs through local markets. Other projects combined preparedness with responses to floods and earthquake impacts, including food and hygiene assistance, health and psychosocial support, shelter, and disaster preparedness activities.

As we highlight humanitarian action around , Indonesia illustrates an important part of HOIFA: giving local partners the flexibility to shape humanitarian action before, during, and after a crisis, according to their context and the priorities identified with communities.

Headlines where local humanitarian actors are able to lead.
Where they have the resources they need.
Where humanitarian access is protected.
And where those responding closest to crises can do their work safely.

Across the countries where ToGETHER works, local actors are already at the heart of humanitarian response. Yet too often, the systems around them still limit their leadership, resources and protection.

The headlines need to change. So does the reality behind them.

📍 HOIFA in Colombia

Flood preparedness, protection, food security, WASH, psychosocial support, and cash assistance: in , HOIFA has been used in different ways to respond to priorities identified in each context.

During the second year of ToGETHER 2.0, these locally led responses reached 4,487 people, 62% were women.

👉 This carousel zooms in on one example: the work of Benposta Regional Llanos with the rural communities of Playa Rica, La Angostura, and Betulia following flooding. The response combined food support, improved access to safe water, essential household and hygiene items, and psychosocial support, adapting the assistance to priorities identified in the three communities.

As we highlight locally led humanitarian action around , Colombia shows just how diverse that action can look when local partners have the flexibility to shape responses around their context.

📍 HOIFA in Somalia

As we continue our HOIFA series leading up to , we turn to , where local partners used to respond to priorities identified with communities across different contexts.

During the second year of ToGETHER 2.0, HOIFA supported 4 locally led projects in Somalia, reaching 30,977 people. 75% of those reached were women, and 9.4% were people with disabilities.

Across Beledweyne, Adado, Kismayo, and Baidoa, local partners combined different forms of humanitarian assistance, from food vouchers and multipurpose cash to WASH, nutrition, protection, and gender and social inclusion measures. Community participation and locally identified priorities were an important part of how these responses were designed and implemented.

As we approach , we're taking a closer look at the local impact of the Humanitarian Operation & Innovation Facility (HOIFA).
After sharing the overall results from the second year of ToGETHER 2.0, we're highlighting the achievements of each country, starting with .

During the second year of ToGETHER 2.0, HOIFA supported 3 locally led projects in the Democratic Republic of the Congo, reaching 12,326 people, including 66.5% women and 8.2% people with disabilities.

From providing multi-purpose cash assistance and dignity kits to strengthening protection against gender-based violence, local partners responded to the needs of communities affected by conflict and displacement with timely, context-specific humanitarian assistance.

During the second year of ToGETHER 2.0, the Humanitarian Operation & Innovation Facility (HOIFA) supported 42 projects across eight countries, reaching more than 140,000 people.

📊 Second year in numbers:

▪️ 42 projects in 8 countries (Bangladesh, Colombia, DR Congo, Ethiopia, Indonesia, Myanmar, Pakistan, Somalia)
▪️ 140,168 people reached, including 6,014 with disabilities
▪️ Strong gender focus: women and girls made up 61,9% of those reached
▪️ Projects addressed emergency WASH, food security, protection, shelter, and health

HOIFA is ToGETHER's flexible funding mechanism, designed to put decision-making in the hands of local partners, ensuring timely, relevant and people-centred humanitarian action.

More than a funding mechanism, HOIFA strengthens local humanitarian leadership by enabling ToGETHER's 40 local partners to identify priorities, coordinate responses and deliver assistance that reflects the needs and priorities of affected communities.
