The Aspen Idea

The Aspen Institute Germany promotes values-based leadership, constructive dialog amongst conflicting parties, and Euro-Atlantic cooperation to support and enhance a strong open society. Aspen Germany does this by convening decision-makers and experts from politics, business, academia, media, culture, and civil society in three programs:

- Policy Programs offer a non-partisan confidential platform for dialog and analysis to address regional and global challenges and develop mutually acceptable solutions.

- Leadership Programs reflect on values and ideas through the Socratic method to deepen knowledge, broaden perspectives, and enhance participants’ ability to solve the problems they face.
- Public Programs provide a forum for open and constructive dialog between decision-makers and a broader audience on a wide range of current issues. The Aspen Institute Germany was founded in Berlin in 1974. Until today it embodies the idea of transatlantic community and a free and open society. It serves as a non-partisan, non-profit convening platform and is part of the global Aspen network with partners in the U.S., France, Italy, the Czech Republic, Romania, Spain, Japan, India, and Mexico. Together, the Institutes are committed to address the challenges of the 21st century.

Am 3. November stehen in den USA die Midterms an. Gewählt werden alle 435 Sitze im Repräsentantenhaus und rund ein Drittel des Senats. Im Rennen um die Mehrheiten kommt es auf wenige umkämpfte Bundesstaaten und Wahlkreise an.

Steigende Lebenshaltungskosten, Trumps Zollpolitik und der Iran-Krieg prägen den Wahlkampf. Können die Demokraten davon profitieren – oder gelingt es Donald Trump (R), seine Anhängerschaft in letzter Minute zu mobilisieren, obwohl er selbst nicht auf dem Wahlzettel steht?

🏛️ Doch es geht nicht nur darum, wer gewinnt. In den USA organisieren vor allem Bundesstaaten und Counties die Wahlen – zugleich wird darüber gestritten, wie weit die Bundesregierung in Wahlregeln und Wählerlisten eingreifen darf. Last week at Aspen Germany, our programs took us from farms to Brussels, covering animal health, U.S. economic policy, European security, and digital trust. We also welcomed two new colleagues!

The U.S.-German Forum Future Agriculture's transatlantic conference on animal health and welfare brought together experts from the United States and Germany. The program discussed issues like outbreak preparedness and how to make improvements in animal welfare work economically for producers on both sides of the Atlantic.

Our Executive Director Dr. Stormy-Annika Mildner delivered a keynote on how decisions made in Washington are shaping the global economy at the M1 Zukunftskongress. From tariffs and technology controls to investment and supply chains, she examined why U.S. economic policy can no longer be separated from security and geopolitics, and what this means for Germany, Europe, and the future of international economic cooperation.

The Aspen European Strategic Forum convened in Brussels to discuss Europe’s security and resilience. Across a public conference, and a young leaders seminar, discussions explored Europe’s security architecture, emerging technologies, hybrid threats, and the role of societal trust and resilient democracies. The Forum, led by Aspen Institute Romania and Aspen Institute Kyiv, was supported by Aspen Germany, Aspen Institute Central Europe, Aspen Institute France, Aspen Institute Italia, Aspen Institute UK, Aspen Institute Spain, and the Aspen Strategy Group and supported by the Aspen Global Fund. As part of the Forum, a soon to be released paper, including a contribution from Aspen Germany Executive Director Dr. Stormy-Annika Mildner, was presented. The publication, led by Aspen Italia, “The Nexus of Economic Security and the Economics of Security. A Transatlantic Assessment of Key Dynamics in International Trade and Security Policies” will soon be available.

We hosted our third Inside AI Briefing in cooperation with Amazon Web Services. Over breakfast, Dr. Vera Demary of the German Economic Institute (IW), Wibke Reincke of Anthropic, and Michael Schultz of the Federal Ministry for Digital and State Modernization discussed what Germany needs to remain competitive in the age of AI. The conversation focused on the physical and strategic foundations of AI, from computing capacity, data centers, and energy infrastructure to secure supply chains, sustainability, and the policy frameworks needed to bring them together.

Building on our first workshop in September, participants in the project, Digital Defenders, explored how trust is earned and lost online, worked through a SWOT analysis of social media as a source of news and political information, and reflected on the responsibility that comes with a growing audience.

Beyond our programs, our team continues to grow! We are delighted to welcome Kalum Rock as our new Program Officer for Public Programs & Membership and Daniel Baxter as our new Project Assistant.

Who controls the narrative – and how can political communication build trust in an increasingly fragmented information environment?

This question was at the center of our Deep Dive Discussion “Who Controls the Narrative?” on October 6, which brought together Martin Emmer, Philip Husemann, Anna Lührmann, and Esther Uleer to discuss how social media, disinformation, and changing patterns of information consumption are reshaping political communication.

Several key points emerged from the discussion:

• Political communication increasingly takes place in a fragmented information environment. Social media platforms have weakened traditional gatekeeping structures, while political messages are immediately challenged, reframed, and amplified by a wide range of actors.

• Effective communication is about more than reaching audiences. Building and maintaining trust requires credibility, transparency, and the ability to communicate complex political decisions clearly without oversimplifying them.

• Disinformation cannot be addressed through fact-checking alone. Strengthening democratic resilience also requires trusted institutions, media literacy, and a political discourse capable of reaching people across increasingly divided information spaces.

Trust in institutions and traditional media is eroding, while the influence of individual content creators continues to grow. For a significant share of the public, especially younger audiences, understanding "what is going on" now depends less on newsrooms and more on the creators they follow across social media. This shift places trusted communicators at the heart of the fight against disinformation, foreign information manipulation and interference (FIMI), and the rapid spread of AI-generated content.

As central actors in our digital information environment, content creators carry a responsibility that extends far beyond their individual platforms. Last but not least, we are pleased to introduce the final participants of the Digital Defenders 2026/2027 cohort!

🌍 The cohort consists of 18 influencers and content creators from ten countries: the Czech Republic, Estonia, Germany, Hungary, Latvia, Lithuania, Moldova, Romania, Ukraine, and the United States.

📅 The program involves online workshops and study visits to Berlin and Bucharest, where participants engage with policy makers, researchers, journalists, technology experts, and civil society representatives. A central element is an immersive crisis simulation in which participants take on the roles of key stakeholders responding to a fictional large-scale attack on election integrity.

🤝 The project "Digital Defenders: Influencers for Digital Democracy" is a two-year project by the Aspen Institute Germany, generously funded by the German Federal Foreign Office, and supported by the Aspen Institute Kyiv, Aspen Institute Central Europe, and Aspen Institute Romania.

From critical minerals to artificial intelligence, this week’s conversations highlighted how closely today’s economic and geopolitical challenges are connected.
On Wednesday, Aspen Institute hosted the second German-American Trade and Tech Dialogue workshop, bringing together policy experts, politicians, and thought leaders from across the Atlantic. The conversation explored U.S. and German approaches to China and what it will take to build resilient critical mineral supply chains and strengthen economic security.

🐔📈 Panel 2: From Policy to Barn: Practical Approaches to Animal Welfare Improvement Across the Atlantic.

Animal welfare improvements may be set out in policies or standards, but whether they succeed is ultimately determined in the barn. Translating scientific knowledge and societal expectations into changes in housing, management, or technology can require substantial investment, additional labor, and long planning horizons. Improvements therefore need to be demonstrably effective, workable under commercial conditions, and economically sustainable over time.

Joining the discussion on the second panel of the virtual conference "Healthy Animals, Resilient Farms: A Transatlantic Dialogue on Animal Health and Welfare" are Dr. Courtney Archer, University of Illinois College of ACES; Dr. Mavis Boimah, Thünen Institute of Farm Economics; Julius Ehmann, Hagenauer Hof; Collette Kaster, Professional Animal Auditor Certification Organization (PAACO); Christy Puffenbarger, Aviagen Turkeys, Inc. and National Turkey Federation (NTF); and Stephanie Wetter, MS, PAS, EMBA, National Pork Board.

Together, we will explore:

An animal disease outbreak may begin locally, but its consequences rarely stay there. African swine fever, highly pathogenic avian influenza, and Newcastle disease continue to challenge animal health systems on both sides of the Atlantic. As disease risks, production systems, and supply chains evolve, so must surveillance, preparedness, and biosecurity.

🐷🐔 How can we strengthen animal health and welfare while keeping farms resilient and economically viable?

Animal disease outbreaks, rising production costs, changing consumer expectations, and evolving welfare standards are creating shared challenges for farmers on both sides of the Atlantic.

On September 30, the Aspen Institute Germany hosts together with University of Illinois College of ACES and the 2026 cohort of the U.S.-German Forum Future Agriculture the virtual conference:

Healthy Animals, Resilient Farms: A Transatlantic Dialogue on Animal Health and Welfare

Together with farmers, researchers, veterinarians, industry experts, and policy makers from Germany and the United States, we will explore:

🔹 How can we improve surveillance, preparedness, and biosecurity before the next animal-disease outbreak?

🔹 Which animal-welfare measures work under real farm conditions—and how can they remain economically viable?

🔹 What can Germany and the United States learn from one another?

The program features transatlantic remarks from Dr. Franziska Kersten, MdB and U.S. Senator Thom Tillis, a keynote by Ted McKinney, CEO of the National Association of State Departments of Agriculture (NASDA), two expert panels, and closing remarks by Parliamentary State Secretary Silvia Breher, MdB.

We will also take you directly to farms on both sides of the Atlantic through short virtual farm visits from participants in this year’s U.S.-German Forum Future Agriculture.
