DEKLARATË URGJENTE PËR SHTYP
DPSHL – 16 Tetor 2026

URGENT PRESS STATEMENT
DPSHL – 16 October 2026
NO CITIZEN SHOULD BE TREATED LIKE A PRISONER OF WAR! HUMAN DIGNITY IS INVIOLABLE, AND OUR CHILDREN MUST BE PROTECTED!
DPSHL expresses its profound outrage at the shocking footage circulating on social media and broadcast by Albanian media, showing protesters detained by the State Police, with their hands bound and gathered in conditions that raise serious concerns about torture and inhuman or degrading treatment.
These images are reminiscent of the repressive practices of authoritarian regimes whose leaders have faced international arrest warrants for war crimes and crimes against humanity.
If the alleged unlawful acts are confirmed, they may constitute several criminal offences under the Albanian Criminal Code, including torture (Article 86), unlawful deprivation of liberty (Article 110), abuse of office (Article 248), arbitrary acts (Article 250), failure to take measures to end an unlawful situation (Article 251), and obstruction of the exercise of the right to assemble and demonstrate (Article 261).
Article 25 of the Albanian Constitution and Article 3 of the European Convention on Human Rights absolutely prohibit torture and inhuman or degrading treatment. No political circumstances or public-order considerations can justify violating this prohibition.
EVEN MORE ALARMING: THE FOOTAGE ALSO APPEARS TO SHOW CHILDREN!
If their mistreatment is confirmed, this could constitute particularly serious violations of Article 54 of the Albanian Constitution, the United Nations Convention on the Rights of the Child, and Albanian legislation protecting minors.
A state that has a duty to protect children cannot tolerate their abuse or humiliation by its own institutions!
DPSHL demands immediate, independent, and effective investigations throughout the entire chain of command, from the officers directly involved and the commanders who may have ordered or permitted such actions, to the Minister of the Interior, the General Director of the State Police, and any other officials potentially implicated.
No public official is above the Constitution or the law!
DPSHL ANNOUNCES CRIMINAL COMPLAINTS AND INTERNATIONAL ACTION
DPSHL declares that, if the authenticity of this or other footage is established, it will immediately initiate the filing of criminal complaints with SPAK (Albania's Special Prosecution Office against Corruption and Organised Crime) or other competent prosecution authorities, seeking a comprehensive investigation into the individual criminal responsibility of all implicated officials, including those at the highest levels of authority.
At the same time, DPSHL will formally bring these alleged violations to the attention of the President of the Republic, the People's Advocate (Ombudsman), the relevant institutions of the European Union, the Council of Europe, and the United Nations, as well as the principal diplomatic missions in Albania.
DPSHL will also seek the attention of leading national and international media outlets to expose any substantiated authoritarian, repressive, or inhuman practices directed against Albanian citizens.
PUBLIC APPEAL TO PROTESTERS AND FAMILIES OF MINORS
DPSHL calls upon every citizen who has been subjected to violence, restraint, humiliation, mistreatment, or unlawful detention by State Police officers, whether in uniform or plain clothes, to contact us immediately.
We make a special appeal to parents and legal guardians of children who may have been involved in these incidents, as well as witnesses who possess relevant evidence.
DPSHL undertakes to provide FREE LEGAL ASSISTANCE AND REPRESENTATION, through duly authorised legal professionals, before the competent Albanian institutions and, where the applicable legal requirements are met, before the European Court of Human Rights in Strasbourg, while ensuring confidentiality and protecting the identities of minors.
The right to peaceful protest is constitutionally protected. The prohibition of torture is absolute. Human dignity is non-negotiable. Our children are inviolable!
DPSHL will pursue every lawful avenue, both nationally and internationally, to establish the full facts, secure justice for victims, and ensure accountability for every proven violation and every person found responsible.
