OII Europe (Organisation Inters*x International Europe) is the umbrella organisation of European human rights-based inters*x organisations. OII Europe was created as a European network on Human Rights Day, 10 December, during the Second Inters*x Forum at Stockholm in 2012. On the 25th of September 2015 OII Europe was founded as a registered charity NGO. OII Europe is an autonomous affiliate of OII

(Organisation Internationale des Inters*xués), a decentralised global network of inters*x organisations, which was founded in 2003 and has operated since then through its national groups in every region of the world.

Today, on March 26th the IOC established genetic testing as a requirement for competing in the female category in a policy driven by politics not scientific evidence.

The new policy, entitled “Protection of the Female (Women’s) Category in Olympic Sport” endorses mandatory genetic screening for women athletes. The IOC praises its new policy to be based on the latest scientific evidence, however the policy lacks methodological transparency. Furthermore, testing for the SRY gene to establish eligibility, now celebrated in the policy as the epitome of fairness, is flawed. As OII Europe has affirmed loudly before, research indicates that bodies are complex systems, and that there is not one biomarker that determines performance.

Numerous UN experts have already called on banning genetic s*x testing, as it violates core human rights principles. The new policy marks the start of a new era which promotes controlling and policing women’s bodies, and simultaneously ignores larger issues of discrimination and abuse suffered by women athletes.

OII Europe, IGLYO, ILGA-Europe, TGEU, EL*C and Bi+ Equal call on the Portuguese parliament to reject bills attacking inters*x and trans rights, to be debated in parliament tomorrow, 19 March, and voted on Friday, 20 March.

We collectively express deep alarm at these bills, which reflect the growing trend in other EU countries to rollback legal gender recognition based on self-determination, reintroduce pathologising requirements and medical gatekeeping, ban gender-affirming care for minors. Most alarmingly for inters*x persons in Portugal, the package would strip away protections for inters*x children from non-consensual, medically unnecessary interventions, less than a decade into the existence of the IGM ban, and less than 6 months after Portugal voted to adopt the Committee of Ministers’ Recommendation on equal rights for inters*x persons.

We cannot let trans and inters*x people continue to be used as political scapegoats for wider political issues, thereby legitimising democratic backsliding. We call on the Parliament to reject these bills.

We express our deep concern regarding a lawsuit that has been filed in Turkey against the Chair of 17 May Association, Defne Güzel, on charges of violating the Law on Associations, based on the Turkish translation of one OII Europe’s publications *xStory as well as an exhibition about the climate crisis entitled Children, Roe Deer, Flowers, Fires.

We stand in solidarity with Defne Güzel, May 17 Association, and with the LGBTI+ community in Turkey. Inters*x rights are human rights, and there can be no compromise on these rights!

On October 16 2025, OII Europe and the UN High Commissioner for Human Rights Regional Office for Europe (OHCHR Europe) co-hosted an online webinar to present the OHCHR report on inters*x persons published in September.

The landmark report entitled Discriminatory laws and policies, acts of violence and harmful practices against inters*x persons was called for by the first-ever UN Human Rights Council resolution on the rights of inters*x persons from April 4, 2024.

The webinar featured a presentation of the report by the OHCHR, as well as insights from the European Fundamental Rights Agency and OII Europe.

Response to the Public Statement published by the African Inters*x Movement on 5.12.2025

Dear colleagues of the African Inters*x Movement,

In the past years we have followed with joy and admiration the growth of the African Inters*x Movement, and how you achieved creating a network and then a regional platform that represents the inters*x movement across Africa. We need strong networks and umbrella organisations across the regions and we have been more than happy to see AIM emerging as such in the past years.

This is why we read with some surprise the public statement that you published last Friday, 5.12.25. We are glad that in the meantime, we were able to already engage in an email conversation with you, AIM, about the situation and the misunderstandings involved in it.

However, in response to your statement we would like to clarify, equally publicly, that OII Europe is not connected with any attempt to establish ‘OII Africa’. In fact, we only learned about the initiative for the first time when reading your statement.

The pillars on which the original OII (Organisation Inters*x International, founded in 2003), was created, and which OII Europe is built upon, include an unwavering human rights perspective, acknowledging and celebrating the diversity of inters*x bodies and experiences, respecting the principles of self-determination, autonomy, transparency, solidarity and mutual trust. These values include the respect towards regional and national autonomy and self-determination.

About the name OII: Neither we, nor other organisations carrying the name of OII together with an extension (e.g., OII Francophonie, OII Chinese), have the legal means to prevent anybody from using the name OII, in particular in combination with a new national or regional extension. The only existing ownership is an ethical ownership based in movement history.

We look forward to continuing our conversation and future collaborations.

Au cours des dernières années, nous avons suivi avec joie et admiration la croissance du Mouvement Inters*xe Africain, et la manière dont vous avez réussi à créer un réseau, puis une plateforme régionale qui représente le mouvement inters*xe à travers l'Afrique. Nous avons besoin de réseaux solides et d'organisations parapluies dans toutes les régions du monde, et nous avons été très heureux de voir le MIA émerger comme tel au cours des dernières années.
C'est pourquoi nous avons lu avec une certaine surprise la déclaration publique que vous avez publiée vendredi dernier, le 5 décembre 2025. Nous sommes heureux d'avoir déjà pu échanger par e-mail avec vous, le MIA, à propos de la situation et des malentendus qui l'entourent.
Toutefois, en réponse à votre déclaration, nous tenons à clarifier publiquement également que l'OII Europe n'est impliquée dans aucune tentative de création d'une « OII Afrique ». En realité, nous avons entendu parler de cette initiative pour la premiere fois en lisant votre déclaration.
