The UK government has put a revised Code of Practice before parliament, which, if adopted, will intensify the serious regression of basic human rights that trans people are experiencing across the UK, and can similarly affect intersex people.
The implementation of this Code will mean that trans and intersex people are segregated when accessing basic services such as hospitals, changing rooms, bathrooms and violence support services.
It will result in the exclusion of trans and intersex people from public life, and may lead some to avoid public spaces altogether. It would also leave individuals and businesses to deal with decisions about who can access services, while costing millions of pounds to follow the new rules.
Next year, the UK and the Council of Europe will host the 2027 IDAHOT+ Forum, Europe’s leading annual LGBTI conference. Ongoing threats to the rights and security of trans, non-binary and intersex people raise serious questions in this context.

In the last five years, the UK Government has completely and systematically failed trans people across healthcare, education, and public and private life. This draft Code comes as part of a wider pattern of regression on the rights of trans people in the UK.
In 2021, the UK ranked 10th on the ILGA-Europe Rainbow Map, while in 2026, it ranks 22nd, its lowest historic position. The UK cannot claim to champion LGBTI rights while allowing them to be stripped away at home
