Before becoming the structural ‘backbone’ that energizes lithium-ion batteries, and in-turn modern technologies, this mineral was used as a dye agent across ancient civilization for its vibrant blue pigment.

If cobalt came to mind, you would be correct!

For decades, the DRC has exported cobalt across the world and powered battery technology.

However, the Congolese government now looks to move its cobalt industry from raw commodity driven to one characterised by increasingly manufactured goods.

How does policy, academia and industry collaborate to produce the necessary skills to enable this transition?

We speak to experts at the forefront of this unfolding evolution in the DRC’s cobalt value chain to find out what, where and how it’s taking shape.

On 5 May 2025, APRI's Just Green Technology Transition Programme, in partnership with the Mastercard Foundation, launched three country studies on scaling youth-led green tech innovation and youth employment across Kenya, Nigeria, and Ghana. The event brought together researchers, policymakers, ecosystem enablers, and young innovators to examine how green technology sectors are creating and constraining opportunities for Africa's youth.

Overall, the three country reports demonstrate the crucial role youth play in driving Africa’s adoption of green technologies across critical sectors such as climate-smart agriculture, e-mobility, and renewable energy. However, the job creation potential of youth-led green innovations is stifled by incoherent and unresponsive policies, limited youth participation in green policymaking, insufficient financing, limited skills, and challenges in leveraging indigenous knowledge to accelerate the adoption of green technologies.

We extend our sincere thanks to the Mastercard Foundation for their partnership and commitment throughout this two-year research journey, and to all the researchers, panellists, and participants who contributed their insights and lived experiences to this timely and important exchange.

What does a truly “win–win” partnership between Africa and Europe actually look like in practice?

As global power dynamics shift, Senegal and Germany are looking for ways to redefine their relationship beyond aid toward new modes of partnership. This analysis by Dr. Sokhna Rosalie Ndiaye and Dr. Selly Ba explores the tension between ambition and reality: from energy transitions shaped by debt and power asymmetries, to migration policies that still struggle to align with local priorities. The message is clear—partnerships cannot just be rebranded; they must be rebuilt on transparency, shared ownership, and genuine mutual benefit.

For policymakers, practitioners, and partners, the takeaway is urgent: the future of cooperation lies not in new frameworks, but in strengthening the ones we already have. That means centring local expertise, rebalancing trade and investment, and co-creating solutions that reflect both African agency and European interests. The question now is not whether change is needed but who is willing to lead it.

Africa has the minerals.

But who has the skills?

🔋From cobalt to batteries, industrialisation depends on something less visible: the people, training systems, and expertise needed to build complex products.

In Episode 3 of The Africa Hour, we explore skills as the foundation of minerals-based industrialisation. Focusing on the DRC, we examine what it would take to move from extraction to battery manufacturing – and why building these capabilities is so difficult.
We also look at China’s approach, where education, industry, and policy have been closely aligned to develop skills at scale.

Our host Olumide Abimbola speaks with Geruad Neema (China-Global South Project), Prof. Kaniki Tumba (African Center of Excellence for Advanced Battery Research) and Prof. Hercule Kalele (Congolese Battery Council) to understand what skills are required to enable activities further downstream.

Is Kenya's e-mobility boom actually working for young people, or just around them?

Kenya’s e-mobility sector is expanding rapidly, with young people driving its operational growth. While youth are already leading many enterprises, new APRI research, in partnership with the Mastercard Foundation, finds that young innovators still face systemic barriers to scaling their businesses and shaping the sector’s strategic direction.

Key findings:

- Policy: Current frameworks lack explicit, actionable implementation plans to institutionalise youth participation in policy design or systematically support local content development.
- Finance: Startup growth is stifled by high capital costs and a lack of structured asset financing, leaving many dependent on bootstrapping.
- Skills: Academic training does not yet fully meet the specialised technical demands of vehicle design and advanced maintenance.
- Indigenous Knowledge: Innovation often relies on imported models, overlooking local mechanical expertise that could drive better product localisation.

To secure a youth-led innovation in Kenya’s e-mobility future, system builders and ecosystem enablers must institutionalise youth inclusion in policy, scale accessible asset financing for startups, align TVET curricula with industry technical standards, integrate Indigenous knowledge into R&D for localisation, and ensure national energy and employment policies are fully synchronised.
