: Finding Common Ground in a Fractured World

The 10th Global Solutions Summit in Berlin brought together leaders, thinkers, and practitioners from government, business, academia, and civil society to address one of the defining questions of our time: How do we find common ground in a fractured world?

❗ The answer was clear: The will to connect local action with global architecture is alive. As one speaker put it: "There is still a lot of optimism, there is this momentum, and we mustn’t let that slip away now." Over two immersive days, 105 speakers from around the world tested their ideas across 36 sessions—from Forum plenaries to Deep Dives. The discussions showed that cooperation is not just possible, but necessary, even if the fracture lines run differently than we often assume.

What emerged was a shared understanding: Reforming multilateral structures depends on all sectors bringing forward actionable ideas—and policymakers providing concrete pathways to implement them.

From former Chancellor Olaf Scholz to an energetic vocal moment, Marie-Florence Mahwera takes you on a second journey through Day 2 of the Global Solutions Summit ( ). Today’s sessions prove that coalitions that work are beginning to take shape.

The program dove deeper into the Summit’s core question: How do we turn dialogue into actionable coalitions? From reimagining multilateralism to reshaping global trade, the discussions were candid, constructive and charged with cautious optimism.

The shift is clear, away from rigid, rules-based systems toward adaptive, interest-driven coalitions. The and can play complementary roles, but the real challenge remains translating ideas into actionable pathways.
Another point of discussion is that money alone won’t drive the green transition. Skilled workers, shared standards and systemic integration are the missing links. Integration isn’t optional—it’s a necessity.

The takeaway? The energy is there. The ideas are there. Now, it’s about turning momentum into movement.

Building Digital Infrastructure Ready for the AI Era: Insights from 13 Middle Power Governments

Based on interviews with policymakers across 13 countries, the report explores how governments are approaching digital infrastructure, AI readiness, and digital sovereignty in practice.

A few findings stood out:
👉 No government believes full-stack AI sovereignty is achievable. Partnerships are a necessity, not a choice.

👉 The biggest barriers are often institutional, not technical. Coordination across government remains a persistent challenge.

👉 Countries are pursuing different pathways, but trust, adoption, and interoperability consistently emerge as critical priorities.

Today’s sessions bring the Summit’s theme to life: turning dialogue into action.

The first day in Berlin is all about one question: How do we turn global challenges into collective solutions? From Hashtag reform to climate alliances, trade architecture, and sustainable business models, the discussions are sharp, urgent, and full of momentum.

As Agnes Eschment, Managing Director of the Global Solutions Initiative, opened the Summit:
"Nostalgia is not a strategy. But coalitions that work are. Let’s turn dialogue into action – because the world needs solutions, not just words."

🔹 G20 2.0: Beyond the Reset
With Hashtag /G20 Sherpas, we’re asking: What’s next for multilateralism in a fractured world? Stability, equity, and leadership are key – but the real test is delivering on promises.

🔹 Closing the Delivery Gap: Climate Action on the Ground
Local solutions work – but scaling them requires bridging the global-local divide. As Ingrid-Gabriela Hoven, Managing Director at Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH put it: "The local level works; now we need to connect it to the global level to scale up."

🔹 Reordering Ties: The Future of Trade
Protectionism is rising, but fragmentation isn’t the answer. Maria João Rodrigues, Chair at Re-Imagine Europa, captured it well: "Bilateral agreements are important, but they are not enough. We need to hold the world together!"

🔹 Redirecting Business: Measuring What Matters
Sustainability can’t just be a buzzword. Natasha Santos, Head of Sustainability & Strategic Engagement at Bayer, nailed it: "What you can’t measure, you can’t manage." Time to rethink metrics, incentives, and accountability.

Full-stack AI sovereignty is an illusion. No single country can master the entire AI supply chain independently. The strategic question is how trusted partners build interoperable systems together.

Yesterday, the Global Solutions Initiative and our partners at the Project Liberty Institute convened a critical debate in Brussels on this exact reality. Today, these insights were carried directly into a high-level roundtable at the European Commission, shifting the focus from high-level theory to concrete implementation.

The discussion highlighted a sharp reality check for Europe: We need to go on the offensive and build shared foundations for applications EU citizens actually need.

A few critical realities stood out from the debate:

🔹 Open Standards vs. Open Source: How do we balance interoperability for SMEs with the technical capacities of European tech companies? The pragmatic middle ground points to freely available protocols (Open Standards) that allow systems to communicate seamlessly without mandating open source 🤝

🔹 The "Highway" Model for Sustainability: Moving away from data-scraping models requires looking at digital infrastructure through a civic lens. Can we treat it like a physical highway – where the state grants operational licenses to private companies but retains the power to protect the public interest? 🗺️

🔹 Escaping the "Convenience Trap": Sovereign alternatives often struggle with adoption. To succeed, shared public infrastructure must prioritize seamless, user-friendly experiences that can truly compete with incumbent platforms. 📲

The path forward lies in tools like European Digital Infrastructure Consortia (EDICs) to pool resources quickly, and building global networks with like-minded middle powers – such as Japan, India, and Canada – who are also seeking a third way. 🇪🇺 🤝
