Cyprus Dialogue Forum

Cyprus Dialogue Forum An inclusive space for dialogue and knowledge-sharing in Cyprus. Since 2019 the CDF is supported through the financial assistance of the European Union.

The Cyprus Dialogue Forum is a non-formal dialogue space that aims to support the peace process in Cyprus. It has been created by local stakeholders as an inclusive space for dialogue and knowledge-sharing among political, economic and social stakeholders in both communities in which issues and challenges of common concern can be addressed. In the Forum, the stakeholders work together to support c

hange through the development of common understandings, shared knowledge and joint visions for the future. Financial and technical support to the Cyprus Dialogue Forum is provided by international actors and partners. All international actors and partners that support the CDF respect the values and principles of the Forum and uphold the autonomy and independence of the Forum and its members. The Labour Market Task Group recently met with former negotiators Mr. Andreas Mavroyiannis and Mr. Özdil Nami to take stock of issues discussed during the last negotiation cycle related to the economy and labour market.

The Task Group comprising social, economic and political stakeholder organisations from both communities, has been working collaboratively for many years to build shared understanding on labour market issues across the island.

This long-standing cooperation has led to two important outcomes: the development of a Common Understanding Document and the creation of an All-Island Labour Market Database libguides.cydialogue.org/labour, which compiles and presents the latest labour market data across the island.

The meeting provided the opportunity to reflect on past convergences, including the roles played by the EU Ad-Hoc Working Group and the Economy Working Group during the negotiations. It further provided the opportunity to exchange perspectives on the role and contribution of the Task Group to the formal process and highlighted the importance of dialogue and cooperation in building resilience.

The social, economic and political stakeholders participating in the Task Group reaffirmed their commitment to continue to work constructively under the shared vision outlined in their Common Understanding document.

Dialogue continues to shape the path forward.

Engaged in meaningful sessions with university students on the importance of collaborative spaces that foster inclusive and constructive dialogue—spaces that spark new ideas, deepen understanding, and help us build knowledge together. Students showed strong interest in the Political Guide and the Labour Market Guide, recognising them as valuable shared knowledge resources.

It was a pleasure to welcome Mr. Johannes Hahn, the European Commission’s Special Envoy for Cyprus, for an exchange with the Political Task Group of the Cyprus Dialogue Forum in which senior political representatives from both communities participate.

The meeting provided the opportunity for an honest exchange about the resumption of negotiations, the role of the European Union in the peace process, as well as its relations with the Turkish Cypriot community.

We thank Mr. Hahn for the constructive and open exchange and look forward to more such engagements. The Political Task Group remains committed to exploring ways to contribute to strengthening the peace process.

Because ownership matters.

Agreements imposed from outside rarely endure.
People support what they help create.
Lasting peace is built by those who live it.
Dialogue must belong to its participants.

The value of reflections.

Bosnia’s agreement contained the violence, but relationships at the heart of the conflict were never transformed. Three decades on, peace holds—but the system remains fragile, shaped by mistrust and competing visions of the future.

Why ownership matters. The process that led to the Dayton Agreement was mediated and enforced by international actors.

At Dayton, no joint table for dialogue existed. International mediators used shuttle diplomacy and coercive leverage under strict deadlines. Imposed from outside, it left little space for local ownership.

🖇️The conflict in Bosnia emerged from the violent collapse of Yugoslavia.

Years of international efforts to reach agreement failed. Finally at Dayton, negotiations using coercive diplomacy brought an agreement. A process that was designed to end the war, not necessarily to resolve the underlying conflict.
