🐾 Παγκόσμια Ημέρα των Ζώων. Μια γιορτή που, δυστυχώς, στην Κύπρο παραμένει πολλές φορές μόνο στα λόγια.
Με αφορμή την Παγκόσμια Ημέρα των Ζώων, η εθελόντριά μας Danae Kaza παρευρέθηκε στην εκπομπή «Απόγευμα στο ΡΙΚ», όπου συζητήθηκε η πραγματικότητα που αντιμετωπίζουν καθημερινά οι εθελοντές και οι οργανώσεις που καλούνται να προστατεύσουν ζώα εκεί όπου το σύστημα αποτυγχάνει να ανταποκριθεί.
Γιατί ας είμαστε ξεκάθαροι:
Δεν μπορούμε να μιλάμε για φιλοζωία μόνο στις 4 Οκτωβρίου.
Δεν μπορούμε να ζητάμε από τον πολίτη να είναι υπεύθυνος, να καταγγέλλει, να βοηθά, να στειρώνει, να προστατεύει και να σέβεται τα ζώα, όταν την ίδια στιγμή οι αρμόδιες υπηρεσίες παρουσιάζουν σοβαρές αδυναμίες στην εφαρμογή της νομοθεσίας, στον έλεγχο και στην ουσιαστική διαχείριση περιστατικών.
Και ακόμα περισσότερο:
Δεν μπορεί το κράτος να θεωρεί δεδομένο ότι οι εθελοντές θα καλύπτουν μονίμως τα κενά του.
Οι εθελοντές δεν είναι κρατική υπηρεσία.
Δεν είναι δωρεάν εργατικό δυναμικό.
Δεν είναι ανεξάντλητη πηγή χρημάτων, χώρου και χρόνου.
Και δεν είναι υποχρεωμένοι να επωμίζονται ευθύνες που ανήκουν θεσμικά αλλού.
Κι όμως, στην πράξη, πάρα πολλές φορές αυτό ακριβώς συμβαίνει.
Οι εθελοντές καλούνται να παραλάβουν ζώα, να πληρώσουν κτηνιατρικά έξοδα, να εξασφαλίσουν φιλοξενίες, να μεταφέρουν, να περιθάλψουν, να διαχειριστούν καταγγελίες και να λύσουν προβλήματα για τα οποία θα έπρεπε να υπάρχει οργανωμένος και αποτελεσματικός κρατικός μηχανισμός.
Και ύστερα μιλάμε για «ευαισθητοποίηση των πολιτών».
Πώς περιμένουμε μια κοινωνία να λειτουργήσει υπεύθυνα, όταν οι ίδιοι οι θεσμοί που θα έπρεπε να δίνουν το παράδειγμα δεν λειτουργούν πάντοτε με την ίδια συνέπεια και υπευθυνότητα που απαιτούν από τους πολίτες;
Η φιλοζωία δεν αποδεικνύεται με επετειακές δηλώσεις.
Αποδεικνύεται με εφαρμογή της νομοθεσίας.
📍Με ελέγχους.
📍Με λογοδοσία.
📍Με υποδομές.
📍Με συντονισμό.
📍Με πραγματική ανάληψη ευθύνης.
👉 Και κυρίως, με ένα κράτος που συνεργάζεται με τους εθελοντές χωρίς να τους εκμεταλλεύεται και χωρίς να μεταφέρει πάνω τους το βάρος των δικών του υποχρεώσεων.
Οι εθελοντές πρέπει να είναι συνεργάτες και σύμμαχοι ενός σωστού συστήματος.
Όχι το άλλοθι για την απουσία του.
Η Παγκόσμια Ημέρα των Ζώων θα αξίζει πραγματικά να γιορτάζεται όταν η προστασία τους πάψει να εξαρτάται από το πόσο ακόμη μπορούν να αντέξουν οι εθελοντές.
Μέχρι τότε, εμείς θα συνεχίσουμε να διεκδικούμε και να φωνάζουμε για αυτά που δεν έχουν φωνή.
Γιατί τα ζώα δεν χρειάζονται άλλες ευχές.
Χρειάζονται προστασία.
Χρειάζονται ευθύνη.
Χρειάζονται πράξεις. 🐾

🐾 World Animal Day. A day that, unfortunately, in Cyprus too often remains meaningful only in words.
On the occasion of World Animal Day, our volunteer Danae Kaza appeared on the TV programme “Apogevma sto RIK”, where the discussion focused on the reality faced every single day by volunteers and animal welfare organisations that are repeatedly called upon to step in wherever the system fails to respond.
Because let us be clear:
We cannot talk about animal welfare only on October 4th.
We cannot ask citizens to be responsible, to report abuse, to help, to neuter, to protect and respect animals, while at the same time the competent authorities continue to show serious shortcomings in the enforcement of legislation, inspections, and the effective handling of animal welfare cases.
And even more importantly:
The State cannot continue to take for granted that volunteers will permanently fill the gaps left by the system.
Volunteers are not a government service.
They are not free labour.
They are not an endless source of money, space and time.
And they should not be expected to carry responsibilities that institutionally belong elsewhere.
Yet, in practice, this is exactly what happens far too often.
Volunteers are expected to collect animals, cover veterinary expenses, find foster homes, provide transport and care, deal with reports and complaints, and solve problems for which there should already be an organised and effective state mechanism in place.
And then we speak about “raising public awareness”.
How can we expect society to act responsibly when the very institutions that should be setting the example do not always operate with the same consistency and accountability they demand from citizens?
Animal welfare is not proven through statements made on international awareness days.
It is proven through the enforcement of legislation.
📍 Through inspections.
📍 Through accountability.
📍 Through proper infrastructure.
📍 Through coordination.
📍 Through genuine responsibility and action.
👉 And above all, through a State that works alongside volunteers without exploiting them and without shifting the burden of its own responsibilities onto their shoulders.
Volunteers should be partners and allies within a properly functioning animal welfare system.
Not the excuse for the absence of one.
World Animal Day will truly be worth celebrating when the protection of animals no longer depends on how much more volunteers can endure.
Until then, we will continue to stand up, demand change and speak loudly for those who have no voice.
Because animals do not need any more wishes.
They need protection.
They need responsibility.
They need action. 🐾
