At Cyprus Forum Cities, Charalambos Theopemptou, Chair of the Environment Committee of the House of Representatives of Cyprus, emphasised the importance of waste management policy focused on separation at source as the most effective approach.

He noted that both EU directives and Cypriot legislation have long supported household-level separation of organic waste, but that this approach was not fully implemented in practice. Instead, he pointed to past policy choices favouring centralised mechanical sorting facilities, which he described as problematic and ineffective.

He also highlighted that Cyprus continues to face legal challenges at EU level over waste management compliance, stressing that earlier and more consistent implementation of source separation could have significantly improved outcomes.

At Cyprus Forum Cities, Dr. Tedd Moya Mose, Senior Executive Consultant at Morphosis Group, highlighted the practical challenges of developing biogas as an energy solution within a circular economy framework.

He explained that biogas cannot be treated like other renewable energy sources such as solar or wind, as it depends on complex value chains involving waste collection, proper separation, and feedstock availability - areas that are often underdeveloped in practice.

He stressed that successful biogas systems require multiple revenue streams beyond electricity generation, reflecting the broader economic and operational realities of managing organic waste effectively.

At Cyprus Forum Cities, Γιώργος Νικολέττος - George Nikolettos, Mayor of Paralimni–Deryneia, highlighted the financial pressures municipalities face following local government reform.

He argued that municipalities were assigned greater responsibilities without receiving the corresponding resources or sufficient financial support, despite maintaining strong cooperation with the Ministry of Interior.

Mr. Nikolettos also stressed that many municipalities inherited significant debts from former communities, while being forced to adopt difficult revenue-generating measures to continue funding projects and maintaining services.

At Cyprus Forum Cities, Christos Zannettou, Mayor of Ayia Napa, highlighted the unique structure of the Free Famagusta District, which operates with two municipalities and one provincial local government organisation.

He emphasised the strong cooperation between the municipalities and the district organisation, while also pointing to the challenges of building new administrative structures in an area that previously lacked unified water, sewage, and urban planning authorities.
He noted that the rapid expansion of the organisation required significant staffing and training efforts, creating additional financial pressures for residents, but stressed that close collaboration continues to help overcome these challenges.

At Cyprus Forum Cities, Sofokles Sofokleous, Mayor of Lefkara, reflected on the broader debate around local government reform, stressing that while it is normal to discuss its shortcomings, no one can reasonably argue that reform itself was unnecessary.

He emphasised that reform must aim to stabilise and improve governance rather than create uncertainty, describing it as an evolving and ongoing process rather than a one-off change.

Drawing on his long experience in local government, he noted that long-standing goals such as administrative autonomy, financial self-sufficiency, and fair linkage to state revenues remain central, and that these principles continue to guide the development of effective local governance.

At Cyprus Forum Cities, Giannis Tsouloftas, Chairman of the Limassol District Local Government Organisation, highlighted the acceleration of development activity in Limassol during 2025, and the significant increase in licensing approvals, despite ongoing challenges.
He noted that, even with the same staff and difficult circumstances, such as the summer fires, the organisation managed to substantially improve efficiency and double the number of licences issued.
He attributed this progress to better management practices and investments in modern technology, emphasising the important role public servants play when equipped with the right tools and support.

At Cyprus Forum Cities, George Papallos, Director General of the Pafos District Local Government Organisation, highlighted the staffing challenges faced during the implementation of local government reform.

He explained that the organisation began operations with very limited permanent personnel, requiring the rapid recruitment and training of temporary staff to meet operational needs. Mr. Papallos also noted that the transition toward permanent staffing creates additional challenges, as new employees may need to be trained again from the beginning.

He stressed the importance of gradual institutional development and proper planning to ensure organisations can stabilise and effectively utilise their growing workforce over time.

An inspiring evening in London as the second part of Cyprus Forum London 2026 returned to the Cyprus High Commission under the theme “Cypriot Roots, Global Ambition: Straight Talk with the Dragons”, highlighting the strength of the Cypriot diaspora, entrepreneurship, and global opportunities.

We were honoured to welcome Theo Paphitis and Touker Suleyman, moderated by Eleni Courea, for a candid and engaging discussion on leadership, business, and staying connected to their Cypriot roots while building internationally recognised businesses.
