The main goal of this project is to contribute to improvements in the area of public procurement in the WB countries, all aspiring to open accession negotiations in which public procurements occupy an important place. The main objective of the project is to strengthen civil society pressure upon the Western Balkans governments in establishing efficient public procurement systems and accountability

in spending public funds. The project aims at increasing the understanding of EU requirements and conditions in the public procurement management, creating tools for greater CSO and other stakeholders’ involvement in decision-making and controlling the use of public funds, building regional CS public procurement monitoring mechanism and informing the process of preparing a coherent and evidence-based accession negotiations platforms regarding chapters 5, 23 and 24 between the EU and the accession countries. Our stakeholders are: Governments; ministries of finance; respective PP controlling mechanisms; procuring entities; businesses; CSOs dealing with public finance issues involved in monitoring, advocacy or watchdog activities; experts; journalists/media; EU institutions engaged in the enlargement process.

In 2023, Bosnia and Herzegovina's public procurement system saw only 1.45 bids per tender on average, with 65.35% receiving just one bid! This low competition impacts prices and quality.

Kosovo's use of framework contracts with unit prices raises serious red flags. In 2023, 3.46% of contracts used this method, but they accounted for a staggering 10.24% of total spending—averaging €236,000 each!

🔍 A striking example? The Municipality of Prizren paid €9.24/m³ for gravel—three times higher than other municipalities.

Without clear quantities and transparency, these contracts can lead to misuse and inflated costs. It’s time for stronger oversight and accountability!

Albania's public procurement, representing 9.4% of GDP, is still plagued by corruption risks. Despite a mandatory electronic portal, reports indicate €3.1 million in irregularities and a lack of transparency from public authorities.

🔍 Key Challenges:
◾ Limited Responses: Less than 20% of authorities provide necessary information.
◾ Red Flags in Tenders: High-value contracts show concerning irregularities.
◾ No Reported Corruption Cases: Authorities reported zero cases for 2022.

🇷🇸 Serbia's Public Procurement Challenges

Competition in Serbia's public procurement is alarmingly low, with only 2.5 bids on average per procedure—below the European average! Shockingly, over half of the procedures receive just one bid.

Key issues include:
◾ Lack of Trust: Favoritism and bid-rigging practices undermine confidence.
◾ Restrictive Practices: Specific criteria often favor certain bidders, limiting participation.

Case studies show how these problems play out, from digital X-ray machine procurements favoring one bidder to a complex equipment contract resulting in just one submission.

With progress toward EU standards stagnating since 2016, urgent reforms are needed! Let’s push for transparency and fair competition in public procurement!

📊 Exciting insights from the latest Balkan Tender Watch report on public procurement in the Western Balkans! In 2023, the region's procurement value hit a record €14.2 billion, a 23% increase from 2022.

🌍 While Serbia leads with €7.33 billion, Albania saw a boost in competition for the first time in years! However, overall competition declined, with an average of 2.81 bids per tender across most countries.

🔍 A concerning 33% of this spending occurs under high corruption risk, highlighting the urgent need for transparency and efficiency.

📉 With an average cancellation rate of 18.7%, it’s clear we need to prioritize effective public spending to make a real impact.

Let’s continue the fight against corruption and advocate for honest procurement practices!
