TUCSON, Ariz.— The Center for Biological Diversity today filed notice of intent to sue the Bureau of Land Management and U.S. Fish and Wildlife Service over unauthorized cattle grazing damage to endangered wildlife habitat in southern Arizona’s Las Cienegas National Conservation Area.

In 2025 Babbitt Ranches LLC received a Heritage Fund ranch agreement of $600,000 for public access to their CO Bar Ranch, and another one of $200,000 for access to their Espee Ranch. In 2015 they had received a single public access payment of $800,000 for the CO Bar & Espee ranches, in addition to another payment of $200,000 for access to their Cataract Ranch. Back in 2010 they had received a single Heritage Fund public access grant for all three of these ranches for just $50,000. The grand total of these Heritage Fund payments to these ranches is $1.85 million.
